SECTION 1
Statement of Work 140P1223Q0118 Inspect and Clean Drinking Water Storage Tanks ROMO
1.1 DESCRIPTION
A. Pursuant to regulations contained in Colorado Primary Drinking Water Regulations, 5 CCR
1002-11, section 11.28 of Regulation 11, drinking water storage tanks need to be periodically inspected and cleaned to identify any structural or equipment deterioration and to remove the normal buildup of sediment and biofilm. These regulations are enforced by the Colorado
Department of Public Health and Environment (CDPHE) and are also referred to as
‘Regulation 11’ or the ‘Storage Tank Rule.’
B. The scope of work for this project consists of the inspection and cleaning of certain drinking water storage tanks at water systems within the park as detailed in Table 1 and Table 2 at the end of this section. The scope for inspections includes all labor, materials and equipment for the inspection and video recording of the condition of the complete interior area of the water tanks and provide video recording and inspection reports as specified. The scope for cleaning includes all labor, materials and equipment to clean up to two (2) inches of sediment and bio-film from the water tank floors including capturing the sediment and material in bag filters as well as disposal. Two of the seven tanks are associated with seasonal systems. Inspections and cleaning of these tanks may be scheduled after their dates of active use; however, all tank inspections and cleaning shall be accomplished with no disruption to service and in coordination with the Park’s Operator of Responsible Charge (ORC).
C. The contractor shall provide a written inspection and cleaning report as well as video recording of the condition of the tanks before and after the cleaning. The inspection shall satisfy the CDPHE requirements of the Comprehensive Inspection Checklist per Section
11.28 of the Storage Tank Rule as contained in Regulation 11 (5 CCR 1002-11). The post-cleaning video shall highlight areas identified as requiring repair work with the report detailing observations and recommendations.
D. The Contractor shall provide all materials and labor required to perform the work specified.
E. The contractor shall hold all required commercial diving certifications and insurance.
1.2 LOCATION
All job sites are located within Rocky Mountain National Park. Generally, all locations are accessible by pickup truck and trailer with the exception of the Fall River Pass 20k tank and the Hidden Valley tank. See Table 1 at the end of this section and Overall Project and Site Detail Maps.

A. All materials and equipment shall be Contractor-furnished from outside the park.
1.6 PRICE PROPOSAL
A. The base proposal for tank cleaning and inspection shall include the removal of up to 2-inches average of sediment over the entire floor of the tank. The contractor shall provide their cost per inch for removal of sedimentation exceeding two inches. Since sediment is rarely distributed evenly over the entire floor area, the diver shall first measure and record the depth of sediment at enough locations to determine an average depth of sediment. Before cleaning begins the contractor and Contracting Officer, or their designee, shall agree upon the average depth of sediment in any tank that appears to have more than 2 inches of sediment to be cleaned.

The working area in the immediate vicinity of the access hatch shall be covered with a protective plastic sheet (minimum
10’radius), which, once in place, will be washed with a 10% chlorine disinfectant solution.
C. Cleaning procedures shall combine vigorous brushing of surfaces cleaned, in addition to removing material from the reservoir by vacuum or water suction. Use of a stationary or fixed brush inside or outside the vacuum head for this purpose is inadequate and will not be allowed. In addition to cleaning all sediment or other material from the floor of the reservoir, the divers shall ensure that all sediment is removed from the floor and floor to wall seams, support column bases, plumbing fixtures and supports, man entries, or any other areas where the vacuum does not reach during normal floor cleaning.
D. Diving contractor shall clean the vertical wall surfaces with similar equipment and procedures as used in cleaning the floor and must be done in such a manner that does not create turbidity inside the reservoir.
E. All water discharged from reservoir during cleaning procedures shall be run through a bag filter to capture any sediment prior to release of water on the ground. Bag filters shall be 10-ounce, non-woven geosynthetic material capable of capturing sediment while allowing discharge water to pass through. Bag filters and sediment shall be removed from the park and disposed of at a certified landfill in accordance with all federal state and local regulations.
F. All water discharged during cleaning operations shall be de-chlorinated. De-chlorination chemicals and procedures must be authorized by the ORC prior to use. Maximum discharge rate during the cleaning operations shall be 200 gallons per minute. The Contractor shall make every effort to minimize the quantity of water discharged. Water may be discharged to the ground to a location within 200 feet of the tanks as approved by the Contracting Officer. Installation of sedimentation basins for the discharged water may be required at the Contracting Officer’s discretion. The sedimentation basins shall be constructed utilizing silt fence, hay bales, or other approved materials to prevent erosion or other deleterious effects to nearby ground or surface waters. All areas impacted by discharged waters shall be reported to the Contracting Officer.
1.3 INSPECTION
A. Inspections shall be performed according to National Association of Coatings Experts (NACE) and the
American Society for Nondestructive Testing (ASNT) standards, and shall be included as part of the cleaning process and cost. The inspection shall be accomplished as a continuous process by the diver and include a detailed final inspection. Contractor shall submit a comprehensive inspection checklist detailing all areas of inspection. The Government will approve the inspection list or amend the inspection list if necessary.
B. Diver shall have a video camera with adequate lighting capable of capturing video feed and displaying to the surface. The live video will be set up so that surface personnel can view underwater procedures as they are performed and so that procedures can be electronically recorded and transferred on media such as DVDs along with live voice narration. The video camera must have sufficient focal range to detect sanitary defects. Cameras with a limited short focal range are not acceptable. Hand held cameras and hand held video cameras, if used, shall meet these standards or used for still images.
1.4 INSPECTION REPORT
A. Inspection report shall include high resolution color video recordings on transferable media such as flash drives or DVDs with real time imprint and a time log indicating where each feature or problem area may be found.
a. VIDEOS: The videos should include a complete account of all activities. The DVDs shall be narrated live by the divers and/or other personnel. DVDs of the inspection shall also include the pre and post cleaning conditions of each feature of the tanks and any problem areas or features of the tank that may require repair.
b. SCHEMATIC DIAGRAMS AND UPDATED TABLE ONE: Submit a schematic diagram of each tank, and an updated Table 1 with field verified dimensions including for tank material, dimension/diameter, hatch opening and floor surface area.
