Amendment 1 Questions & Answers

1. The Seed Task Order has a performance period of 60 days from NTP. Suppliers are indicating some long lead times for some of the items being requested. Can you confirm how procurement of those items will be addressed concerning the NTP.

Answer: 60 calendar days is the performance period after the issuance of the NTP, for on-site construction to substantial completion. Total period of performance is 240 days from the award of the task order.

2. Section L Technical Factor 4 for relevant experience indicates that additional consideration would be given to similar MATOC etc. contracts and that we should provide a "list" of up to 10 awards within the last 3 years. Section M states that we are to provide and be evaluated based on 5 previous relevant projects. Can you confirm that the "list" of

10 should be separate from the 5 relevant experience projects presented. Please clarify.

Answer: The list of 10 should be separate from the 5. The 5 projects submitted under Experience can be included in the list of 10.

3. Section L Technical Factor 4 relevant experience says that all project in the past 5 years of the close date (paragraph 1). All other indications seems to be that relevant experience is based on past projects in the past 3 years of the close date. Please Clarify.

Answer: For consistency, Section L, Technical Factor 4 Experience is herein revised to state the definition of recent experience is three years instead of 5. The solicitation is amended to change this statement to read:

Recent experience is defined as currently on-going, or completed within the past three years of the solicitation close date.

4. 1 - Spec section 22 15 19 - 2.3 lists Atlas Copco as a manufacturer however they do not make an Oil Free Rotary Screw compressor in this size. In this size of compressor they offer an oil free scroll compressor. Is this an acceptable alternative.

Answer: An oil free scroll compressor is an acceptable alternative. Oil injected compressors with an oil filter to produce instrument grade compressed air is also acceptable, such as the Atlas

Copco G2. Oil levels shall be low enough to be compatible with the Pall Aria water treatment system.

5. Per discussions at the site visit, would the Govt consider the installation of a Mezzanine to potentially house specified new equipment due to the access and location of existing equipment?

Answer: The contractor may install a mezzanine to house the new equipment.

6. Per discussions at the site visit; will the Govt consider relocation of the electrical panel further into the corner on the same wall as it is shown on the furnished drawings?

Answer: The contractor may relocate and install new panels in locations permitted by the

National Electrical Code (NEC).

7. Given the lead time lengths of many products and unprecedented fluctuations in commodities, materials, and labor pricing; can FAR’s clause’s referencing escalations and price increases, “14.408-4 Economic price adjustment”, “16.203 Fixed-price contracts with economic price adjustment”, be added to the solicitation?

Answer: No. This contract is a firm-fixed price and contractors should price the contract and associated task orders accordingly.

8. Can the government provide a schematic for the air system piping to include all accessories, valves, bypass lines?

Answer: A schematic does not exist of the air piping system. Contractor to field verify accessories necessary to be relocated for air compressor installation, air receiver re-location, and air compressor control panel installation. See plans, air compressor specification, and electrical specifications for more information.

9. Does the existing overhead crane work and will the contractor be allowed to utilize it for the removal and replacement of the vertical turbine pumps?

Answer: The overhead crane does work and is available for contractor’s use.

10. It was mentioned during the site visit that the facility only “Manually Operates all

Equipment”. Can you please clarify in detail any SCADA or controls requirements?

Answer: The water pumps are turned on manually when the operator decides to fill the 2 million gallon water storage tank. This is done by turning the HOA switch from off to automatic on the existing control panel. When running, the pumps are controlled by a level sensor in the clear well operating the pumps in an alternating, lead, lag, and low water off configuration. The contractor is required to connect the new valves, pumps and soft start motor controllers to the existing controls. The pumps are connected to an existing SCADA system that does not function and may be removed, or bypassed as part of this project. Add, or replace any electrical devices to make new pumps and soft starts compatible with existing controls. See plans and specifications for more information.

Compressors operate automatically depending on air and pressure demands of water treatment plant. A new air compressor control panel will be installed and associated sensors. See plans, air compressor specification, and electrical specifications for more information.

11. It was mentioned during the site visit that one of the compressors may be replaced prior to the issuance of a contract under this solicitation. If it happens, one of the compressors will be descoped. If this occurs, will the replacement compressor be replaced exactly where it sits, or will it be moved to allow room for the second air compressor to be installed?

Answer: It was decided not to procure the new air compressors before awarding the contract. The scope of work for the air compressors remains un-changed.

12. During the site visit, there was confusion as to where the new VFD’s (soft starts) should be located. In order to price correctly, please clarify the exact location of the new VFD’s.

Answer: See note 5, sheet E1.0 for soft start location. New soft start control panel will replace existing disconnects. The contractor has the option to locate the soft starts in areas complying with the National Electrical Code (NEC). Suggested locations are west wall of pump room, north wall of the filter room, and/or on a stand and rack in the filter room. Exact location of soft starts determined by contractor depending on dimensions of proposed equipment.

13. Since most contractors will be traveling it would seem very costly to include travel and lodging for every single CLIN which could be performed concurrent with other tasks. We are assuming that the smaller CLINS will not be awarded alone however in the case that they are, and for the sake of this proposal, how should the general conditions be captured?

Answer: The task orders under the contract are to be priced as firm-fixed price and pricing structure should be developed accordingly.

19. Please indicate if we are to provide commissioning of the new units?

Answer: Yes the contractor is to provide commissioning of new units with manufacturer approval.

20. Will new units require VFD’s

Answer: The new units require soft starts, see specifications. Often soft starts are VFDs programmed to start and stop motors slowly but there are specific soft starts available.

21. For seed project are we to assume we will need a MEP Engineer for design? Or are the documents provided by the govt stamped or will be stamped by a govt. engineer?

Answer: You may need engineers, technicians, or licensed electricians to provide some design as called for in material specifications. Stamped documents are not required.

22. Please indicate if KTR is to provide drawings if so, please provide level of effort of design submittal.

Answer: Contractor to provide as constructed drawing by red lining contract drawings, see specification 017700. Vendor shop drawings, or schematics, may be required per material specifications.

23. Will KTR need to provide temporary equipment while construction is ongoing?

Answer: Very little temporary equipment is required see specification 015000 TEMPORARY FACILITIES

AND CONTROLS.

24. Will this work need to be weekend and night work to avoid impacting the water treatment plant?

Answer: see excerpt below and specification section 011100 - SUMMARY OF WORK.

WORK RESTRICTIONS

A. Seasonal Restrictions:

1. WTP outages will not be permitted between May 1st and September 30th due to high fire danger and the need for potable water for fire fighting purposes.

2. WTP outages will be permitted between October 1st and April 30th, when required, upon specific approval of Contracting Officer for a maximum of seven (7) days. Clarification, WTP may be offline for up to seven consecutive days. Additional seven-day outages may be permitted after operator fills water tank.

B. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7:00 a.m. to 4:30 p.m., Monday through Friday, except when otherwise indicated.

1. No work shall be performed beyond normal working hours, on weekends or federal holidays without prior approval of the Contracting Officer.

25. If KTR is to determine that new circuit breakers need an upgrade will Gov’t treat this as an unforeseen?

Answer: New circuit breakers not called for on the plans and specifications, will be added as a contract modification.

26. Will Gov’t require stamped drawings by electrical engineers?

Answer: For the seed project, stamped drawings are not required.

27. Please indicate the existing WTP control system that pumps are to be integrated into?

Answer: See notes on plan sheets E1.0 and E2.0.

28. Govt indicates that proposal is to be held for 120 calendar days. Due to the volatility of the current market subcontractors are only able to hold prices for no more than 30 days.

Will gov’t allow any for material escalation on equipment if project is not awarded within the time frame?

Answer: No. Task Orders are firm-fixed price, and per the stated terms and conditions. Offerors shall price accordingly.

29. Due to the holiday season, it will be difficult to get Gov’t reps to provide PPQ’s for the proposal due date. Will Gov’t accept already completed PPQ’s from other agencies?

Answer: The response time for this solicitation has been extended with this amendment to allow more time for contractors to complete their proposal, including the submission of PPQ questionnaires.

Additionally, this solicitation is amended herein to state that contractors may submit CPARs reports in lieu of PPQs at their option, however contractors should note the statement under

Section L, Past performance Questionnaires:

“Submit Past Performance information for the same projects submitted under Relevant Similar

Experience (Technical Factor 4) using the attached Past Performance Questionnaire.”

This statement is amended herein to state a CPARs report will be accepted in lieu of the PPQ, but the

CPARs report shall still be for the same projects listed under relevant similar experience.

30. Will the govt. require 3 hats (superintendent, QC, SSHO) or can 1 person serve all 3 positions?

Answer: This will be case-by-case for the task orders when issued. For the seed task order one person can assume all roles.

32. To increase real estate and avoid creating unnecessary obstructions, it was briefly discussed during the site visit to investigate installing an equipment mezzanine for the air compressor dryer. Will the design change or shall the contractors bid per the provided plans?

Answer: The contractor has the option to elevate the air compressor dryer provide the elevated location allows for maintenance and operation.

33. Would a 140-day POP be acceptable rather than 60? Several of the mechanical components have a lead time up to 60 days currently.

Answer: The total period of performance for the seed task order from the date of award to substantial completion shall be 240 days. The 60 days applies to on-site work, after receipt of the Notice to Proceed for on-site construction.

34. Section B – Price Schedule references a Construction Superintendent/Foreman as a labor discipline. Are we required to provide resume(s) for a Construction

Superintendent/Foreman?

Answer: Please refer to Section L of the solicitation for information required to be submitted in the proposal.

35. Section B – Price Schedule does not include the QC Manager or Safety Officer as labor disciplines under the MATOC binding rates. Are we to assume that we do not need to provide binding rates for those positions?

Answer: Schedule B lists the binding rates for these contracts.

36. Factor 4 - Relevant Experience asks us to provide information on relevant and recent actions under previously awarded contracts. This section does not specify what type of information is requested for each of the 10 identified contracts. Please clarify what information we are to provide for each of the 10 awarded contracts. Is this section simply a brief list of up to 10 contract names and references?

Answer: There shall be sufficient detail provided by the offeror to allow the Government to evaluate Factor 4 as identified in Section M.2. Evaluation Factors.

37. Factor 4 – Relevant Experience makes reference to contracts similar in size, scope, complexity, and contract type. Are we allowed to submit IDIQ contracts for evaluation, or do you prefer individual projects/task orders under IDIQ contracts?

Answer: Reference Section M.2. Evaluation Factors.

38. Section L, paragraph C.1 states, “Submit proposals in separate VOLUMES (I and II) in the FORMATS specified, containing CONTENTS required.” Paragraph C.5 states, “Electronic volumes shall be in separate folders and submitted via email.” Further instructions under paragraphs D.2 and E.2 state, “ORGANIZATION: Include a Table of

Contents with folders and files for electronic formats named as follows:…” Can you clarify what is meant by “…with folders and files for electronic formats…”? Are we to submit two electronic files, one for Volume I and one for Volume II (inclusive of all factors and required documents), or multiple electronic files for each individual factor in Volume I and each individual item in Volume II?

Answer: As stated under Submission Requirements in Section L, “Submit proposals in separate

Volumes I and II”. Each offeror shall submit 2 volumes. The information required in each volume is specified in the solicitation.

39. Section L, paragraph C.3 states, “All pages shall be 8 ½” x 11” with minimum 10 pt font.” For ease of viewing, may the project schedule required under Factor 2 be formatted for 11”x17”?

Answer: No. Proposals must meet the solicitation requirements.

40. Section L, (Factor 4) paragraph D.3.d states, “If an offeror has more than 10 awarded contracts during the past 3-year period, then identify no more than 10 contracts most applicable to the work of this MATOC.” Section M, paragraph M.2, B, Factor 4, states, “The prospective awardee(s) shall provide documentation of no more than five recent previous relevant projects that shall, at a minimum, include…” Please clarify whether offerors are required to submit a narrative of their experience on five projects or ten projects.

Answer: As stated in Section M Factor 4 – “The prospective awardee(s) shall provide documentation of no more than five recent previous relevant projects that shall, at a minimum, include the contract number and title, award and completion dates, name the customer and point of contact for the customer, the scope of the project, the magnitude of the project, and any specific information that demonstrates similarities with the work of this solicitation.”

Section L (Factor 4) where is refers to . “If an offeror has more than 10 awarded contracts during the past 3-year period, then identify no more than 10 contracts most applicable to the work of this MATOC.” is a separate list. No narrative is required for this list.

41. Would the Government consider extending the proposal due date to at least January

13, 2023? With the holidays, many people take time off work and It will be difficult to secure PPQs from our references and get adequate subcontractor input for the seed project.

Answer: The proposal due date was extended with this amendment.

42. To increase real estate and avoid creating unnecessary obstructions, it was briefly discussed during the site visit to investigate installing an equipment mezzanine for the air compressor dryer. Will the design change or shall the contractors bid per the provided plans?

Answer: The contractor has the option to install an equipment mezzanine, at their expense, to accommodate larger, approved equal equipment.
