About this file
This document contains answers to questions from contractors regarding solicitation number 140P1221R0006 from the National Park Service Intermountain Region for a water system improvement project at Kolob Canyons Visitor Center in Zion National Park. The project involves construction of a new water storage tank and distribution system. Road closures for construction activities such as tank site excavation and pouring will require coordination with the Contracting Officer's Representative at least two weeks in advance. Single lane closures will be considered based on schedule impacts. Estimated cut and fill quantities are provided for tank site excavation. Contractors are responsible for verifying all quantities and accounting for material lead times in their proposed schedule. Alternative materials like HDPE may be considered if requirements are met and benefits provided.

KOLOB CANYON WATER TANK
AND DISTRIBUTION SYSTEM
Questions 6-18-21
1. Could the NPS service please define the amount of time the access road above the new water tank may be closed? Our team has determined the potential need for a 120 size pump which with outriggers would close both lanes. Possibly six different pours of 4-6 hours.
Road closures can be proposed by Contractors. Road closures must be coordinated by the Contractor with the COR for durations necessary to ensure safe operations. Coordination should occur at least two weeks prior to the desired closure. Contractor will submit an updated Construction Schedule prior to two key events after contract award, the Pre-Construction Conference and issuance of the Notice to Proceed. Contractor must show in their proposed and updated schedule the necessary time for full or partial (single lane) road closures. Morning hours are more desirable to the Government. Local concrete suppliers have been known to provide product in the New Harmony area as early as 3am MST. Contractor must show graphically and describe in writing in their safety plan how they will manage traffic to support a proposed full or partial (single lane) road closure.
2. How long of delays will be accepted for single lane closure?
See response to previous question.
3. Could the engineering group provide Design quantities of cut fill for the new storage tank. It is hard to define with the current drawings, and from the site visit it appears the NPS would want a cut fill balance for the selected location.
Government estimates the following cut/fill (Contractor responsible for verifying all quantities prior to proposal submission):
· Tank site excavation: 1755 CY
· Tank site backfill: 70 CY
4. What consideration will the NPS provide for long lead materials, or the possibility of material shortages? i.e. HDPE is 8-10 weeks at this time. And the industry discussions regarding potential concrete shortage.
Contractors should propose a Construction Schedule that accounts for logistics lead times that are known at the time of proposal submission. Variations to logistics lead times are known to occur during any given construction project. Contractor is responsible for notifying Government of any changes to the Construction Schedule and reasons for those changes immediately upon learning of the need for change. Timely submission of Submittals by Contractor is essential to initiating material logistics lead times.
5. Can the tank fill and Supply line both be HDPE instead of using PVC for the water main?
The Government will consider Contractor-proposed material alternatives if those alternatives meet or exceed original material requirements (dimensions, quality, application). Contractor’s proposal should identify alternatives and specifically state the material differences and any benefits to the government in accepting the proposed alternative material(s).
