Questions Answers
1. Could you please clarify what proposal documents are required for CLIN 00020 Optional
Task: Remove Study Materials? Should a description of CLIN 00020 be included in the technical proposal for CLIN 00010, or does it get its own stand‐alone technical proposal?
Similarly, is there a stand‐alone Cost Proposal submitted for CLIN 00020, or is it included as part of the Cost Proposal for CLIN 00010? Also should the “continuation sheet” attached to Form 33 in the original offering (140M0122R0009) be amended to include a price for 00020?
The technical proposal shall include a discussion of the optional task (CLIN 00020) and what the offeror proposes to perform for that task. The discussion should be included in the technical proposal but clearly indicated that it is for the optional task.
The price proposal shall also include pricing for the optional task, clearly indicated that it is for the optional task, with a total price (base and option). The "continuation sheet" will not be amended at this time but CLIN 00020 will be added to the award.
2. The Table under section B3 is labeled in a way that it is not clear to us how ‘authorized supplies and services’ would be entered. Could you describe how ‘authorized supplies’ would be entered in the table‐For example, if we were purchasing three shovels at $20 each. Similarly, could you describe how a contract for ‘authorized services’ would be entered into the table listed under B3. For example, what if the service was paving 1,000 feet of a bike path for $100,000.
BOEM anticipates that this will be a time and materials (T&M) type award. With this type of contract, the labor categories and rates are set. That is what Section B.3 is for ‐ to set out the approved labor categories and rates. Materials, in a T&M contract, are paid based on actual costs and are not listed in the contract. Changes have been made to Sections B.3 and G.4.2 to clarify the T&M process. See FAR 16.6 and 52.232‐7 for additional information on T&M Contracts.
3. Section L.9.2 (g) (1) asks for a labor matrix‐would this be the same format as the table in
B3? And is it the same table?
The Table in B.3 is similar to what is required in L.9.2(g)(1), except the latter table includes additional information such as proposed labor hours by task. This is needed for the optional task also. Section L.9.2(g)(1) is revised to clarify this requirement.
4. Section L.13 shows a contract start date of 9/30/2022, which does not appear to have changed with the issuing of Amendment 3. Is that still correct? This information is needed to appropriately fill out the Gantt chart for project timing.
Yes, September 30, 2022 is the anticipated contract start date.
5. Section C.1 of the revised RFP states that ‘Engineered Rock’ is being used as scour protection at the base of the two turbine foundations at the CVOW Pilot Study. Could
BOEM provide more information specifically defining the composition and attributes of what constitutes engineered rock that is being used so that we can factor that information into our materials selection? Also, could BOEM provide a copy or link to the report of this use as we have been unable to find specific details regarding the material used.”
The Research Activities Plan (RAP) revision on the BOEM web page has info on the armor rock on pages 9 and 10.
