DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

WIND TUNNEL EXPERIMENTS FOR OFFSHORE OIL AND GAS PLATFORM AND

DRILLING RIG DOWNWASH (NSL GM-19-02)

C.1. INTRODUCTION

The Bureau of Ocean Energy Management (BOEM) has proposed a study to improve overwater dispersion modeling for both short- and long-range transports to fulfill its regulatory mandate under the OCS Lands Act. BOEM is coordinating this effort with United States Environmental Protection Agency (USEPA) that certifies dispersion models. The study will obtain information immediately downwind of the platform and mobile offshore drilling rigs (MODUs) where downwash has an effect on plume dispersion. The results will be used to improve the American Meteorological Society/Environmental Protection Agency Regulatory Model Improvement Committee’s Dispersion Model (AERMOD) for overwater use. The BOEM will use the AERMOD model for both pre-lease and post-lease NEPA analysis of emissions impacts to the shoreline.

The Outer Continental Shelf Lands Act (OCSLA) requires compliance with the National Ambient Air Quality Standards (NAAQS) pursuant to the Clean Air Act (CAA) (42 U.S.C. 7401 et seq.), to the extent that activities approved under OCSLA significantly affect the air quality of any State (43 U.S.C. 1334(a)(8) or section 5(a)(8) of OCSLA). The CAA also gives BOEM regulatory authority for air quality on the Outer Continental Shelf (OCS) in areas westward of 87°30'W longitude in the Gulf of Mexico. Therefore, BOEM assesses the impacts of air emissions released from the OCS sources on the air quality of any state pre-lease in the National Environmental Policy Act (NEPA) documents and through the review of oil and gas industry’s post-lease exploration and development plans.

In order to improve overwater dispersion modeling, the BOEM needs to perform wind tunnel experiments to characterize oil platforms and MODUs downwash. A meteorological wind tunnel is often used to simulate the air flow and air dispersion in the atmospheric boundary layer.

This study will conduct the wind tunnel experiments to gather the downwash information which will be applied to improve the algorithms used in air quality modeling.

The BOEM’s regulations at 30 CFR 550 subpart B invoke the USEPA modeling guidelines stating, “When BOEM requires air quality modeling, you (the lessee) must use the guidelines in

[USEPA] appendix W of 40 CFR part 51 with a model approved by the Director”. Hence, is it important that these overwater models realistically portray dispersion to adequately assess air quality impacts. The BOEM and the USEPA must work together to improve overwater modeling through the Interagency Workgroup on Air Quality Models (IWAQM).

Currently, because of technological advances and the need to improve offshore modeling algorithms, BOEM would like to replace the USEPA’s older Offshore and Coastal Dispersion

Model Version 5 (OCD) air quality model

(https://www3.epa.gov/ttn/scram/userg/regmod/ocdugsup.pdf). The OCD model has not been substantially changed since 1997 and it does not provide outputs that are directly comparable to the statistical forms of the more recent NAAQS. The replacement model is the AERMOD model.

https://www3.epa.gov/ttn/scram/userg/regmod/ocdugsup.pdf

C.2. OBJECTIVES

The objective of this study is to conduct the wind tunnel experiments to characterize downwash on several types of offshore structures, oil platform and mobile offshore drilling rig (MODU) during varying conditions. The goal is to obtain information on downwash that will be used to improve air quality modeling. This effort is part of BOEM’s longer term goal to replace the OCD model with AERMOD. The information obtained from the wind tunnel measurements will add to understanding the atmospheric process, characterizing the structure of the atmospheric boundary layer for air quality modeling and model validation.

Specific objectives shall include:

1. The Contractor shall Establish Peer Reviewers to Advise the Study.

2. The Contractor shall describe and provide supporting information/data on how they will capture the downwash phenomena for the structures identified in Section C.3.

3. The Contractor shall conduct plume downwash experiments from all of the oil platforms and MODUs (see below: Structure for Experiments) in a meteorological wind tunnel, using structures that resemble unique porous oil and gas platforms structures and irregularly shaped MODUs;

4. The Contractor shall obtain downwash and flow data to be used for dispersion modeling and model validation.

C.3. SCOPE OF WORK

The scope of this work is to conduct meteorological wind tunnel experiments to understand the downwash fluid dynamics of typical oil and gas production platforms and drilling MODUs’ length of influence and relevant dispersion parameters at a small scale (order of 2 km), including characteristics of the boundary layer, velocity measurements, turbulence measurements, concentration calibration data, and mean concentration fields, which would be of sufficient data for USEPA to update any AERMOD algorithms.

The scope includes delivery of draft report and final report including the data processing and reduction, and quality assurance and quality control (QA/QC).

The tasks are designed to gather information and to collect data by conducting the wind tunnel experiments. All data collected will need to be quality assured, quality controlled, and analyzed.

Structures for Experiments

Test shall be conducted on all six platform types listed below:

1. Production Platform (small)

2. Production Platform (medium)

3. Production Platform (large)

4. Mobile offshore drilling unit (jackup)

5. Mobile offshore drilling unit (semisubmersible)

6. Mobile offshore drilling unit (drill ship)

The specific tasks are as follows:

C.3.1. Task 1: Project and Data Management
