About this file

This request for proposal solicits proposals for wind tunnel experiments to understand plume downwash phenomena from offshore oil and gas platforms. The Bureau of Safety and Environmental Enforcement, on behalf of the Bureau of Ocean Energy Management, is seeking proposals to conduct wind tunnel experiments to collect data on airflow and plume dispersion in the wake of offshore platforms under various wind conditions. Proposers must propose a work plan, research existing structure types, build scale models for testing, collect and analyze wind tunnel data, and prepare reports and publications. The deadline for questions is February 5, 2020, and proposals are due by February 26, 2020. The government anticipates awarding a firm-fixed-price contract for less than $250,000. Proposers must meet requirements for technical qualifications, past performance, and price to be eligible for award.

Questions and Answers

Q1: Can peer reviewers come from the organization of one of the contractors or do they need to be completely independent of the institutions?

A1: The Peer Reviewers need to be completely independent of the institutions. See Section C.3.2 Task 2 which has been changed to add this information

Q2: Is there a maximum scale down factor?

A2: While there is not a specific scale down factor that can be specified, the researcher will need to make sure that the scale down factor that is used does not reduce the Reynolds Number (ratio of inertial force/viscous force) to a value that is too small to represent full-scale flow and dispersion (“Reynolds number independence”). The rule of thumb is that the Reynolds Number should be above about 10,000.

So, the scale selected may be as large as 1:50 or even as small as 1:1000, but whatever scale selected should maintain a Reynolds Number > 10,000.

Q3: How far downstream (in the full-scale application) of each structure needs to be monitored for downwash?

A3: We assume what is meant by “full-scale application” is full-scale distance equivalent to a distance in the wind tunnel. Typically, you would not monitor beyond a 5 km distance equivalent in the wind tunnel because beyond those distances, the rotation of the earth is no longer a negligible factor in the plume trajectory.

Q4: What level of structural details are needed on the rig?

A4: The rigs should be similar to that of the actual structure/platform, but do not need to be exact.

Q5: Is there a requirement that the floor of the wind tunnel be configured to have standing water.

A5: No. Will need to simulate very low roughness, but also keep in mind similar to the Reynolds

Number, when you scale up to actual size, you scale the roughness as well.

Q6: Are 2D or 3D measurement vectors desired?

A6: Experiments shall measure 2 vectors at a time but from two different orientations to get all three vectors (u, v, w). See Section C.3.4 Task 4, which has added this language in the amendment.

Q7: The scope, in particular the level of details needed for the structures, is fairly open ended. Can the government provide any guidance on the order of magnitude expected for budget so that responders can use that context to design a suitable experiment?

A7: The Government anticipates the procurement to be less than the simplified acquisition threshold of

$250,000.00.

Q8: There have been some 3D models of various platform and ship types, but do not have any real information as to reliability of these models or any statistics as to how many of the various types have been built. Will you be able to provide better information as to the geometries we should be evaluating?

A8: This is part of a deliverable under Task 3, which will be conducted during performance of the contract. Some shape of structures for oil platforms can be found via internet searches using ‘Images of

Oil Platform Gulf of Mexico.’ Some dimensions of oil platforms can be found in a book called ‘The

Mobile Offshore Drilling Units Register’ https://www.crsl.com/acatalog/the-mobile-offshore-drilling-units-register.html and some information can potentially be found under the BSEE site:

https://www.data.bsee.gov/Main/Platform.aspx#pdf. Ultimately in Task 3, the contractor will need to conduct adequate research, which additional resources may be utilized, to collect the information necessary in order to develop the CAD and actual models for testing.
