STATEMENT OF WORK
Post-Flood Cleanup and Disaster Abatement
Sand Island Ranger Station, Bluff, Utah
October 2026
Firm-Fixed Unit Price Contract
1.0 Background
The Bureau of Land Management (BLM) has an immediate abatement need for remediation of flood damage at the Sand Island Ranger Station, located in a remote area near Bluff, Utah. Flooding occurred when the San Juan River overtopped its banks.
Health Advisory: The San Juan County Health Department detected E. coli in the flood waters at 25 times the typical level. Vendors should take all appropriate precautions.
Structures requiring attention:
• Boat House (BH) – approximately 1,800 SF open warehouse
• Visitor Contact Center (VCC) – approximately 700 SF office and exhibition space (straw bale construction with adobe over straw and sandbags; no drywall)
• Law Enforcement Office (LEO) – approximately 400 SF office and sleeping area
• Residential Unit (RU) – approximately 1,800 SF three-bedroom manufactured home (flooding appears limited to the crawl space; main-floor work is not anticipated except as specifically noted)
2.0 Scope of Work
The contractor shall furnish all labor, materials, equipment, and services necessary to perform the following, plus any additional standard abatement tasks normally required in similar post-flood situations:
1. Conduct an initial hazard assessment of the designated structures, evaluating at a minimum structural integrity, electrical hazards, and contamination levels, as well as other assessments the contractor customarily performs in comparable projects.
2. Map and document the extent of moisture damage. Provide the Government with documentation and detailed damage inventories to support the estimate of work.
3. Pump out remaining standing water from all buildings, including the RU crawl space. Dry and dehumidify spaces in all designated buildings as appropriate.
4. Perform complete muck removal from the designated structures excluding the RU.
5. Remove saturated flooring and baseboards in the LEO and VCC.
6. Replace drywall where appropriate in the Boat House and Law Enforcement Office.
• Note: The Visitor Contact Center is straw-bale construction and does not contain drywall.
Abatement methods must be suitable for this construction type.
• Drywall replacement is not anticipated in the Residential Unit.
7. Operate HEPA air scrubbers to filter airborne contaminants in all structures.
8. Haul off and properly dispose of all debris in accordance with applicable federal, state, and local laws and regulations.
3.0 Technical Requirements
• Contractor shall hold all licenses and certifications required to perform the work in the State of Utah.
• Contractor is solely responsible for the health and safety of its personnel.
• Contractor shall provide its own power and water. Vault toilet facilities are available on site.
• Safety and Health: Contractor shall comply with all applicable OSHA standards for flood cleanup and potential biological or chemical contamination. Minimum PPE includes waterproof boots, gloves, eye protection, and respiratory protection as conditions warrant. Contractor shall perform a daily hazard assessment and has stop-work authority for unsafe conditions. The San Juan County Health Department detected E. coli in the flood waters at 25 times the typical level. Vendors should take all appropriate precautions.
• Protection of Existing Property: Contractor shall take reasonable precautions to protect undamaged portions of the structures, utilities, and surrounding site. Any damage caused by the contractor shall be repaired at no additional cost to the Government.
• Site Access and Coordination: Vendor shall coordinate all access through the COR. As BLM understands that work may carry on through the weekends, the vendor shall coordinate any weekend access with the COR in advance. Contractor personnel shall comply with all BLM facility rules and any temporary restrictions due to flood damage.
• Waste Characterization and Disposal: Contractor is responsible for characterizing and disposing of all waste in accordance with applicable federal, state, and local regulations. If any materials are suspected to be hazardous, the contractor shall stop work in that area and notify the Government immediately.
4.0 Place of Performance
Sand Island Ranger Station, approximately 4 miles west of Bluff, Utah (remote location).
5.0 Period of Performance
Contractor shall commence work as soon as possible but not more than three (3) business days of Notice to Proceed and complete all work within thirty (30) calendar days of NTP. Work shall proceed diligently until completion.
As BLM understands that work may carry on through the weekends, the vendor shall coordinate all site access, including any weekend work, through the COR.
6.0 Documentation and Submittals
In addition to the damage inventories required under the Scope of Work, the contractor shall provide the following:
• Pre- and post-work photos of each structure.
• Moisture meter readings (before drying and at completion).
• Disposal manifests or weight tickets for all debris removed.
• Brief daily progress report (email is acceptable).
7.0 Acceptance Criteria
Work will be accepted when the following conditions are met:
• All standing water and muck have been removed.
• Affected areas have been dried to acceptable moisture levels.
• Saturated flooring and baseboards have been removed.
• Specified drywall replacements (where appropriate) are complete.
• Required documentation has been submitted.
