Amendment 01
Solicitation: 140L6424Q0006 – Agua Fria National Monument (AFNM) Sycamore Tree Thinning
The purpose of this amendment is to respond to questions received. In accordance with this amendment, Attachment 3_Maps have been updated from the original solicitation release.
The following is a list of questions received in response to this solicitation:
Question 1: The last sentence in this paragraph refers to "cost per acre to be mowed". Is this a typo or is mowing an additional requirement under this solicitation?
Answer 1: This is a typo and should be limited to thinning.
Question 2: Can the BLM specify acceptable bucked piece lengths?
Note: Longer lengths may reduce labor costs. The contractor requests lengths of up to 8 feet. This length falls within the 8' x 8' x 6' pile dimension specification.
Answer 2: Buck length specifications are 8 feet or less. No longer than 8 feet.
Question 3: How will the BLM measure stump heights?
Answer 3: Stump height will not exceed 6 inches from the top of the ground surface adjacent to the stumps.
Question 4: Considering the impact of large rocks near the stump. Will a rock's height count as the "ground height" or will only soil/sand height be counted as the "ground height"?
Answer 4: If the stump is 100% surrounded by rock, the 6-inch requirement will be based off the top surface of the rock. If the stump is less than 100% surrounded by rock, then the soil/sand/dirt will be used to measure 6-inch stump height.
Question 5: Will the BLM consider increasing the allowable stump height to 18 inches?
Answer 5: 6-inch stump height is required.
Question 6: How will the BLM measure the 4-6 leave behind trees per acre? Will the inspector simply confirm that there are 800-1200 trees of 10" or greater at DBH on the 200-acre work area?
Answer 6: Evaluation of 4-6 leave trees per acre will be via ocular assessment. This will be a weekly assessment by one of the Project Inspectors as the contractors work progresses.
Question 7: Does the BLM intend to furnish a permit authorizing the actions required by the solicitation?
Answer 7: BLM will not provide permits. The BLM provided signed contract will be the authorizing document to perform work.

Answer 8: Currently, a Site Tour is not anticipated, the location is open to the public. All potential quoters are encouraged to visit the location.
Answer 9: This section references the Value Bid Schedule as "Attachment 4". The Value Bid Schedule is Attachment 7. Will the BLM revise Attachment 6 to rectify this typo/error?
Question 9: This has been corrected.
Question 10: Is the use of small unmanned aerial systems (sUAS) permissible within the defined boundaries?
Answer 10: UAS can be utilized as long as the UAS and UAS operation is in compliance with Presidential Executive Order 13981 dated January 18, 2021.
