About this file
This file is an Amendment containing questions and answers clarifying requirements for BLM Solicitation 140L6326Q0003 for Taylor Highway outhouse pumping services in Alaska.
The amendment addresses two key contractor inquiries. First, a contractor requested GPS coordinates or mileage data for the 20 service units to accurately estimate travel time and fuel consumption between remote sites spanning Mile 35 to Mile 160 of the Taylor Highway. The BLM provided exact GPS coordinates for all locations: three units at BLM Eagle Campground (1,000 gallons each), one at Fort Egbert Mule Barn (500 gallons), one at Eagle Field Station Airport (500 gallons), and seven additional locations between Mile 35 and Mile 112.5, including Mount Fairplay, West Fork Campground, Mosquito Fork Wayside, Chicken Field Station, South Fork Wayside, Walker Fork Campground, and Forty Mile Bridge Wayside. Total capacity ranges from 500 to 1,000 gallons per location. The BLM confirmed all sites are within 200 yards of the highway in well-marked waysides or campgrounds with accurate milepost markers. Second, regarding disposal requirements, the contractor inquired whether the BLM maintains a list of State of Alaska DEC-approved disposal facilities closer to the project area than Fairbanks, specifically in Tok or Chicken. The BLM clarified it does not maintain an approved dumpsite list and has not identified facilities in Chicken, though Tok or Delta may have approved sites. The contractor is responsible for identifying and arranging disposal at an approved State of Alaska DEC facility.

BLM Solicitation 140L6326Q0003 Amendment 0001 Two Questions with answers
QUESTION
To provide the most accurate estimate of travel time and fuel consumption, could you provide the exact GPS coordinates for the 20 units listed? If coordinates are unavailable, could you provide the approximate mileage (to the tenth of a mile) for each location? Currently, without precise mapping, it is difficult to calculate the exact drive-time intervals between the remote sites from Mile 35 to Mile 160.
ANSWER
Mile 160 Taylor Highway (Eagle Alaska)
1. BLM Eagle Campground, (3 each, 1000 gal) (64 47’29.75”N,141 14’01.84”W)
2. BLM Fort Egbert mule Barn (1 each, 500 gal) (64 47’1876”N, 141 12’47.34”W)
3. BLM Eagle Field Station, Airport (1 each, 500 gal) (64 46’38.36”N, 141 09’13.81”W)
Mile Post 35 – 112.5 of the Taylor Highway
1. Mile 35, Mount Fairplay; (1 each, 500 gal) (63 42’21.94”N, 142 16’05.82”W)
2. Mile 49, West Fork Campground; (4 each, 2 ea. 1000 gal 2 ea. 500 gal) (63 53’13.74”N, 142 14’29.81”W)
3. Mile 64, Mosquito Fork Wayside; (1 each, 1000 gal) (64 03’57.07”N, 141 59’ 38.91”W)
4. Mile 68, Chicken Field Station; (3 each, 2 ea. 500-gal, 1 ea. 500 gal septic) (64 03’48.09”N, 141 55’35.03”W)
5. Mile 75, South fork Wayside; (2 each, 500 gal) (64 03’30.28”N, 141 46’04.48”W)
6. Mile 82, Walker Fork Campground (3 each 1000 gal) (64 04’42.18”N, 141 38’11.01”W)
7. Mile 112.5 Forty Mile Bridge Wayside; (1 each 500 gal) (64 18’22.58”N, 141 24’32.68”W)
The sites are all within 200 yards of the highway in well-marked waysides or campgrounds. The Mileposts are all pretty accurate and should not be hard to locate. The Eagle Campground and Eagle field station sites are within two miles of the MP 160 Taylor Highway.
QUESTION
The SOW requires disposal at a State of Alaska DEC-approved facility. Currently, the closest high-capacity commercial facility we have identified is in Fairbanks. Does the BLM have a list of approved facilities closer to the project area, specifically in the Tok or Chicken vicinities?
ANSWER
BLM does not maintain a list of approved dumpsites. It is very unlikely Chicken, Alaska would have an approved site. Tok or Delta, Alaska may have an approved site but BLM has not checked or aware of any. Contractor is responsible for identifying the State of Alaska DEC-approved facility.
