BLM Alaska – 140L6325Q0017 - Solicitation

Statement of Work Dalton Highway Vault Winter Pumping

1. Background The BLM Fairbanks District Office oversees designated recreation lands along the Dalton Highway (Central Yukon Field Office). In managing these lands resources, the BLM is guided by the principles of multiple use and sustained yield and a recognized need to protect and enhance the natural and human environment.

2. Required Services The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and incidental services necessary to perform the removal of waste material from vault toilets along the Dalton Highway. The Contractor shall be notified when service is required and shall perform services within ten (10) business days after notification. BLM reserves the right to inspect all services to ensure completeness of service. The Contracting Officer Representative shall work with the vendor to resolve any discrepancies. Any issues needing resolution above the COR, shall immediately be brought to the attention of the warranted Contracting Officer (CO).

The Contractor is reminded that only a warranted CO can obligate the government.

3. Period of Performance, Location, Deliverables and Specifications Base Year: May 12, 2025 to June 30, 2025 Option Year One: December 1, 2025 to March 31, 2026 Option Year Two: December 1, 2026 to March 31, 2027 Option Year Three: December 1, 2027 to March 31, 2028 Option Year Four: December 1, 2028 to March 31, 2029

Project Location & Deliverables:

1. Dalton Highway MP 56, Yukon Crossing (1 each - 1,000 gallon). Vault toilet is also known as trucker’s outhouse is located on the west side of the Dalton Highway in front of Yukon River Camp. It is a stand-alone facility and is plainly visible from the highway.

MP 115, Arctic Circle Truck Pullout (1 each – 1,000 gallon). Vault toilet is located at the truck pullout adjacent to and on the east side of the Dalton Highway. It is below the Arctic Circle display/deck area. It is a stand-alone facility and is plainly visible from the highway.

MP 235, Farthest North Spruce Tree Wayside (1 each - 1,000 gallon). Vault toilet is located adjacent to and on the east side of the highway. It is a stand-alone facility and is plainly visible from highway.

Coordinates: 68.03381, -149.6630

** Total number of services annually equals pumping three (3) 1,000-gallon vaults. Each vault would be pumped once annually.

Specifications:

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items incidental services necessary to perform the winter removal of waste material from vault toilet within the Central Yukon Field Office. All holding tanks identified in the Project Location and Deliverables section shall be serviced. The project inspector will contact contractor when pumping is required. All waste is to be removed from the vaults and disposed of in accordance with approved state and local laws within 10 business days of notification. Contractor is responsible for securing all necessary licenses and permits. Billing is to be made after every service has been made. The Contractor shall provide an original invoice to the Contracting Officers Representative and Project Inspector.

4. Government Furnished Property, Materials and Supplies No applicable requirements.

5. Business Hours.

The work shall be completed on-site work at the convenience of the Contractor, excluding Federal holidays. The contractor shall coordinate specific on-site work schedule with the Contracting Officer Representative (COR) and the Project Inspector. Work shall be completed within 10 business days of Contracting Officer notifying contractor of need for service.

6. Management.

The Contractor shall manage the total work effort in accordance with effective and efficient management principles and safe working practices to ensure on-time completion of this contract.

7. Safety and Environmental Compliance

• The contractor shall comply with pertinent provisions of the Occupational Safety and

Health Act (OSHA), and state, local, safety, laws.

• The contractor shall comply with pertinent Environmental Protection Agency laws and regulations.

• The contractor shall immediately report to the CO, COR or PI, all accidents resulting in employee injury, death or damage to property while performing this contract.

8. Insurance The Contractor shall be insured in accordance with State of Alaska insurance regulations. The

Government is not responsible for damage to Contractor's equipment, vehicles, tools or materials or their employees and the personal property brought on-site. The Government will not accept any liability due to contractor employee negligence.

• Workers Compensation: The contractor shall furnish proof of workers compensation insurance to the Contracting Officer for those employees performing work related to this contract and shall comply with the Workman's Compensation Laws of the State of Alaska.

• Liability: The Contractor shall maintain a level of insurance that will protect the contractor and the Government from any claims as a result of bodily injury (including death) and property damage which may arise from and during the performance of this contract and shall submit proof of insurance to the Contracting Officer.
