About this file

This document is a Questions and Answers (Q&A) amendment to Solicitation 140L6324Q0041 for the HOPE CREEK MINE CLEANUP project. The solicitation is being issued by the Department of the Interior Bureau of Land Management. Evaluation of quotes will be based on Lowest Price, Technically Acceptable procedures. The due date for quotes has been extended from September 4, 2024 to September 5, 2024 at 1700 AD. The Statement of Work indicates that solid and hazardous waste can be consolidated and hauled out during the fall field season, though contractors have the option to haul out waste in the winter months. Prospective offerors may visit the site at their own risk, but there will be no official site visit with Government representation. The agency has declined to further extend the bid date beyond September 5, 2024.

Hope Creek Mine Cleanup Solicitation 140L6324Q0041 Amendment 0001, Attachment 1 of 1 8/30/2024 Questions and Answers Question 1:

Could you provide any information on what the evaluation criteria will be?

Answer 1:

Thank you for your question. Quotes received will be evaluated based on Lowest Price, Technically Acceptable procedures wherein the Government will an award will be made to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. Please review the solicitation provision 52.212-2 Evaluation-Commercial Products and Commercial Services as well as 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services.

Question 2:

Could you please extend the due date for quotes?

Answer:

Yes, thank you for this question. This amendment will change the due date for quotes from 9/4/2024 at 1700 AD to 9/5/2024 at 1700 AD.

Question 3:

Section 3.0 of the Statement of Work indicates that solid and hazardous waste can be hauled out in the winter. Please clarify as this appears to conflict with the contract performance end date of September 30, 2025.

Answer 3:

Thank you for your question. As one option, the waste can be hauled out in the winter if a contractor chose this option.

However, if this question intended to refer to the statement “all solid and hazardous waste can be consolidated into super sacks during the summer field season”, the word “summer” should technically be replaced by “fall” to lessen the confusion. Fall officially begins September 22, 2024 and the period of performance in the solicitation starts October 1, 2024 which is the fall and not the summer. If a contractor chose to begin work on October 1, the fall, this option could allow time for contractor to collect the waste, place it on skids or sleds and haul it out in the winter or even the spring, as long as there is adequate snow and/or ice as ground cover.

Question 4:

Are we able to access the area to do a self-guided site visit before the quote due date?

Answer 4:

Thank you for sending us your question. At their own risk, a vendor may visit because there are no known property restrictions such as gates or fencing that would prohibit access. A visit to the site by prospective offerors is not considered an official site visit as there will be no Government representation onsite to act as a guide, answer questions or to offer safety briefings. Please be aware, abandoned mines pose many dangers and the Government assumes no liability for injuries or exposures that could result from accessing it. While visiting, do not move or remove any material from the location. Caution should also be taken as there are other Federal and State mine lands in very close proximity and other mine operators may not be cooperative if the visitor inadvertently wanders into other mine sites. If questioned, visitors may not state they represent the Bureau in any capacity.

Question 5:

Please consider extending the bid date through September 18, 2024.

Answer 5:

Thank you for your question and please see question 2 above. Due to the size of this project, this solicitation is posted for what is believed to be an adequate amount of time for respondents to place offers. Additional budgetary and personnel constraints are also factors we’ve taken into consideration. If still interested, please consider submitting a quote to the contracting officer at lsherman@blm.gov by 9/5/2024 at 1700 AD.

When submitting a quote, always remember to include your signed acknowledgement of all Standard Form 30 Amendment(s) with your offer.
