About this file

This is a Questions and Answers document addressing clarifications for Solicitation 140L6226Q0015, a Request for Quotation (RFQ) issued by the Bureau of Land Management for the procurement of hay at the Rock Springs Wild Horse and Burro Facility in Rock Springs, Wyoming. The solicitation is a 100% small business set-aside under NAICS code 111940 (Hay Farming) with a size standard of $2,500,000. Quotations are due by July 15, 2026 at 2:00 p.m. Mountain Time. This is a recompete of existing contract 140L6225C0003, previously awarded to McDaniel Farms, Inc. for $617,000, covering 1,000 tons of grass hay and 2,000 tons of alfalfa hay.

The facility will accept only 3x3 and 3x4 large square bales and will not accept 4x4 bales weighing approximately 1,800 pounds. Regarding crop year, hay harvested in 2025 is acceptable if properly tarped or stored under a hay shed with no weather damage; however, due to 2026 drought conditions, contractors should plan accordingly. The contract is based on tons delivered, with weight verified through certified weigh slips provided by the contractor. Contractors are responsible for calculating bale quantity and determining pricing based on their own estimates. The Rock Springs facility has not experienced performance issues in previous hay procurements due to seasonal conditions or drought-related supply shortages.

Questions Addressed Solicitation: 140L6226Q0015 Rock Springs Hay Purchase

1. Has the Government experienced any performance issues in previous hay procurements due to seasonal conditions or drought-related supply shortages that offerors should consider when planning deliveries?

a. The Rock Springs WH&B Facility has not experienced any performance issues in previous years due to seasonal conditions or drought related supply shortages.

2. Please confirm whether the solicitation requires large square bales.

a. In the statement of work the WH&B facility will only accept 3x3 and 3x4 bales.

3. Will the Government accept large bales measuring approximately 4 ft × 4 ft and weighing approximately 1,800 pounds?

a. The Government will not accept 4x4 bales. In the statement of work the WH&B facility will only accept the 3x3 and 3x4 bales.

4. Will the Government accept hay harvested in 2025, or is only 2026 crop hay acceptable under this solicitation?

a. Due to drought conditions in 2026. Hay from 2025 will be accepted only if it has been tarped or under a hay shed and there is no weather damage to the bales (rain, snow, water damage on bottom of bales).

5. Is this a new requirement or a recompete of an existing contract? If it is a recompete, please provide the previous contract number and award information, or identify any similar contracts previously awarded for these services.

a. This requirement is a recompete of an existing contract (140L6225C0003). The previous contract was awarded to McDaniel Farms, Inc. for the purchase and delivery of 1,000 tons of grass hay and 2,000 tons of alfalfa hay, with a total contract value of $617,000.00.

6. Please confirm the anticipated quantity of hay bales required. Based on the solicitation quantity of 2,500 tons (equivalent to 5,000,000 pounds) and an estimated bale weight of 1,300 pounds per bale, our calculation results in approximately 3,846 bales (3,846.15 bales). Please confirm whether the BLM’s expectation is approximately 3,846 bales, or if a different bale quantity should be used for pricing purposes.

a. The contract is based on tons delivered. The weight is figured out by the certified weigh slips provided by the contractor. It is the contractors responsibility to figure out bale quantity or tons for pricing purposes.
