About this file

This is a Q&A document for solicitation 140L6225Q0004, addressing contractor questions about a wildlife-friendly fence construction project for the Bureau of Land Management in Wyoming. The document clarifies technical specifications including: 5" diameter treated wood posts between stress panels, permission to use skid steers and trailers without blading, minimum 6'6" post length for corner posts with longer posts permitted, and acceptance of AWPA U wood treatment standards. Line post driving is confirmed as acceptable, and both driving and setting methods are allowed for corner, end, and stress panels.

The related fence construction project involves converting 3.3 miles (17,424 linear feet) of existing barbed wire fence to wildlife-friendly fencing, including installation of eighteen stress panels, two end panels, two 3-post corners, and four 16-foot wire gates. Questions were due December 27, 2024, and quotes are due January 13, 2025, at 2:00 PM MST. The period of performance is August 15, 2025 to November 15, 2025. Alternative payment protections are required but bonds are not. The contractor must maintain livestock control during fence conversion, and all contractor communication must go through the Contracting Officer's Representative.

Questions Addressed Solicitation: 140L6225Q0004 IRA New Fork Blue Rim Individual Fence

1. The fence that will be removed, what posts are used between Stress Panels, Post Corners and Gates?

a. 5” diameter treated wood posts will be used between the set posts for all braces.

2. What heavy equipment is permitted on the BLM land? Can we use Skid Steers, Trailers? Will grading be requested at any part of the fence for smoother transitions of the landscape?

a. Skid steers and trailers are allowed along the fence line. No blading will be allowed.

3. Will we be able to be in contact with any Rancher/Livestock owner to ensure the smoothest way to keep animals where they should be and safe.

a. All correspondence must be with the Contracting Officer’s Representative.

4. I also was hoping for some clarification for the new fence. Per the picture of the fence Will all posts between Stress Panels, Post Corners and Gates be 5" posts at 6'-8'?. I just want to ensure we bid for the correct posts and if 8' is acceptable or 12' is desired we don't over-price thinking they should be 6'.

a. Set posts for bracing shall be set at 6.5 inch centers. Posts between brace posts will be 5” diameter treated wood posts.

5. Confirm that there is no bond requirement. Section 12a of the Sol_140L6225Q0004.pdf document has a No selected.

a. Bonds are not required however alternative payment protections are required. Please see clause 52.228-13.

6. The Scope of Work specifies that the fencing should be wildlife-friendly, with only the bottom wire being barbless. However, our understanding of wildlife-friendly fencing typically includes both the top and bottom wires being barbless, the first with visual cues and barbed intermediate wires.

To better illustrate this point, I have attached a reference image. Could you kindly confirm whether we should prepare our cost estimates based on the details provided in the Scope of Work or as depicted in the attached image?

a. Use the wire and wire spacing depicted in the scope of work and specifications.

7. I'm planning to run up and look at these fences in person in the next ten days or so. I just want to make sure that there's no private property blocking access to the projects before I head up there.

a. It is all legal access to this fenceline.

8. I see that the corner posts are noted as being 6'6" in length, typically brace, gate, and corner posts are longer than standard line posts. I would suggest either 7' or 8' long for those posts, is there any reason why we wouldn't be able to use a longer post?

a. You can use longer posts. 6’6” is minimum length.

9. SOW -Section 02828, H. Wood Treatment Practices: General: The following treatments may be used. Treatment method shall be in accordance with AWPA C 1. The standard AWPA C 1 was replace by standard AWPA U. Will the government update the standard for treatment of wood products to AWPA U?

a. We will update to current wood treatment standards, and will accept AWPA U.

10. SOW - Section 02824, 3.2 Installation B. Driving Post, Wood Posts: Driving wood posts shall be allowed for Stress Panels, Three Post Corners, and End Panels. Driving wood posts will be allowed if they drive without damaging the post and drive plumb and are sufficiently tight. The SOW only addresses driving and setting posts for corners, end and stress panels. Please confirm if driving posts will be allowed for line posts.

a. Driving line posts is acceptable.
