About this file
This is a technical specification (Section 02828) detailing fence material requirements for the New Fork Blue Rim Individual Fence project. The document outlines specific material standards for barbed wire (12½ gauge galvanized, zinc-coated steel with 4-inch spaced barbs), barbless wire, staples, fence clips, steel fence posts (T-bar type with minimum 1.33 lb/ft weight), and wood posts (5-6 inch diameter, 6.5 feet long, made from specified wood species including Ponderosa pine, Lodgepole pine, fir, and tamarack).
The specification supports a Bureau of Land Management Wyoming Region contract opportunity (140L6225Q0004) to convert approximately 3.3 miles of existing barbed wire fence to wildlife-friendly fencing. The project includes installation of 17,424 linear feet of new 4-wire fence with all-wood posts, eighteen stress panels, two end panels, two 3-post corners, and four 16-foot wire gates. The period of performance is August 15, 2025 to November 15, 2025, with quotes due January 13, 2025 at 2:00 PM MST. Questions are due December 27, 2024 at 12:00 PM MST to the Contracting Officer, Crystal Martinez.

Wire and barbs shall be zinc‑coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb‑force. The barbed wire shall conform to ASTM A 121.
B. Barbless Wire: A strand of two (2) 12‑1/2‑gauge galvanized wires twisted together. Wire shall be zinc‑coated steel wire of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb‑force. The barbless wire shall conform to ASTM A 121.
C. Staples: Bright‑finish or galvanized 9-gauge, 1-1/2 inch long.
D. Clip‑Type Wire Fastener: Shall be 11-gauge galvanized wire.
E. All wood line post fence clips shall be as shown in Figure 1 or equal approved by the government. The wire confinement nail shall have a slight bend but not so much to impede removing it from the clip.
Figure 1. Approved fence clip.
F. Steel Fence Posts: ASTM A 702; painted green with white or silver tops "T" bar type, with a welded or riveted anchor plate. Furnish with clip type wire fasteners (punched tabs for fastening wires are not acceptable). Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 lb/ft. The anchor plates shall weigh a minimum of 0.67 pounds ±5 percent, be a minimum of 18 square inches in area, and be 18-inches from the bottom of the post.
G. Wood Posts and Braces:
1. Acceptable Wood Posts: Sound single-stem members. A slight bend in one plane is acceptable. Posts may be full stem members, sawed members of square cross section, or split members (western red cedar only). Nominal diameter for treated posts shall be 5-inches or 6-inches. The following species will be acceptable: Ponderosa pine, Lodgepole pine, fir, and tamarack. All treated posts shall be free of bark with ends cut square. All wood line posts shall be minimum of 5-inches in diameter and 6.5-feet long. All brace posts shall be 6-inches in diameter and 6.5-feet long.
2. Basis for Rejection: Posts are not acceptable when sweep causes a straight line joining the center of the top to the center of the butt to fall outside the body of the post, or at point 2-inches or more from the center of the post. Posts that are charred, twisted, rotted, or excessively bent are not acceptable. Seasoning checks, single or opposite of each other with a total sum equal to or more than 1/2 the thickness of the post, are not acceptable.
H. Wood Treatment Practices: General: The following treatments may be used. Treatment method shall be in accordance with AWPA U.
1. Chromated Copper Arsenic Method: Chromated copper arsenate, waterborne preservative (conforming to Type B in AWPA 5) shall be applied. Minimum net retention of solid preservative shall be 0.4 pounds per cubic foot (gauge only) using the full-cell pressure treatment process.
