About this file
This document contains questions and answers related to a solicitation for security systems upgrades at two Bureau of Land Management sites in Wyoming. The solicitation seeks proposals to upgrade access control and video surveillance systems at the NHTC facility and Mills Ware Yard to meet FIPS 201-2 standards, with stand-alone solutions not connected to the internet or federal bridge. Responses are required to use the provided bid schedule and include pricing for all line items such as equipment, installation, training, warranties, and project management, noting any items deemed unnecessary. Proposed solutions must be designed by the contractor according to specifications and may not match the reference drawings exactly.

140L6221R0040 NHTIC & Mills Ware Yard Security Systems Amendment 0002
1. Are these sites fully tax exempt?
a. Yes, the sites are tax exempt
2. Please provide specific service and maintenance requirements. Ie. whether remote or onsite maintenance is required; if onsite, response time requirements; price requirements – Time & Materials or Firm Fixed Price; frequency - annual, quarterly, etc.
a. Maintenance and service will be a separate contract in the future except for software and firmware updates.
3. Bid Schedule Summary tab includes a line item for Mobilization/De-mobilization. Please clarify what the BLM is looking for to fulfill this requirement.
a. In the event that the Contractor with the winning bid is not local and there is additional to Mobilize to the site and Demobilize from the site after completion, that additional cost needs to be shown in the bid.
b. This is any costs the contractor has associated with moving or setting up at each office. It can include per diem, milage, rentals, etc. associated with these types of costs.
4. Bid Schedule Summary tab includes a line item for Data. Please clarify what the BLM is looking for to fulfill this requirement.
a. The Contractor with the winning bid will supply to the Government drawings of the proposed design, proposed equipment with spec sheets and quantities, Performance Verification test Procedures, Performance Verification Test Report, Operator Training Lesson Plans, Operator Training Manuals and As Built Drawings.
b. This is a spot to capture costs associated with behind-the-scenes data personnel such as Cad Specialist for as-builts and Data Managers for putting together submittal packages. Also includes after installation testing of the system personnel. Technical writers, training manual, and Training Personnel are also included in this line item.
5. Is it the Government’s intent for all line items on the Bid Schedule be included in proposals or should contractors use their discretion to identify line items that are required to provide the solution the BLM is seeking?
a. The Government’s intent was for all line items to be included. If the Contractor does not think one is needed, please indicate on the bid schedule as to why the item does not need to be included.
6. Has any kind of asbestos testing been done in the buildings? a. If so, can the reports be provided?
a. The NHTC is less than 20 years old, and we have not encountered any asbestos and no asbestos testing has been performed. To our knowledge, the Mill’s Ware yard, we have not encountered any asbestos and no asbestos testing has been performed.
i. If not, will testing be conducted prior to the PACS installation?
1. No, the BLM will not be testing prior to the PACS installation
ii. Does the contractor need to account for any abatement that might need to be done?
1. No. If the Contractor runs into any issue that needs abatement, they are to immediately contact the COR and CO for further directions.
7. Bid Schedule Access Control System tab includes a line item for SMARTnet – please clarify what the Government is looking for by including this in the Bid Schedule.
a. Cisco SMARTnet Service is a technical support service that can give your IT staff direct, anytime access to Cisco experts and online self-help resources required to resolve issues with most Cisco products.
8. Is it the Government’s intent for Contractors to submit pricing on the Bid Schedule provided or can contractors submit pricing in their own format? a. If allowed to submit in contractor’s format, do all line items on the Bid Schedule need to be proposed, or can contractors propose only line items contractor deems necessary to cover the requirements of the Project.
a. Contractor shall use Government’s provided bid schedule. Contractor can supplement with another bid schedule or add notes to the bid schedule for clarification. Contractor can add sub bid items if they would like but the existing bid items shall be on the Contractor’s final bid. If the Contractor does not think one is needed, please indicate on the bid schedule as to why the item does not need to be included.
9. Are any of the PACS doors currently connected to building fire alarm?
a. The system must be a stand-alone solution. The ACS will be a stand-alone solution and will not be connected to the Federal Bridge at this time. Enrollment and Validation will be done locally at the site. However, new PACS and readers installed by the contractor will be on the FIPS 201 Approved Product List – PACS. The only thing that will not be stand alone is the Duress system. Whether the Duress system is activated by the hard-wired button or the wireless buttons it will prompt a cellular call from the Bosch panel to the pre-programmed numbers in the Bosch panel.
10. Is the BLM looking for a FICAM -compliant solution or a FICAM-ready solution?
a. Section 1.1 of the SOW states that the System upgrade will meet or exceed Federal Information Processing Standards (FIPS) 201 version 2 standards. During the site walk, it was mentioned that the system is to be installed as a stand-alone solution, with no connection to the internet or to the federal bridge. Without this connection, the system cannot be FIPS 201-2 compliant. Please confirm if it is the Government’s intention to have the system connected to the federal bridge to provide certificate validation or if the system will be installed as a stand-alone solution.
a. See answer for #9.
11. SOW pg. 14 states “Contractor shall furnish all labor, equipment (desktop computers, servers, and DSL/Internet services).” a. Please clarify the requirement of DSL/Internet services – if the system is meant to be standalone, internet services would be unnecessary.
a. There is no need for internet services. If licenses require an internet connection for download or Revision/Firmware upgrade, then the Contractor would be responsible for the internet connection for those downloads or upgrades. Long term DSL/Internet services at the BLM sites are not required by the Contractor since these are stand-alone systems.
12. Per the FIPS 201 PIV II Evaluation Program, it is a requirement for the PACS to be installed by a CSEIP to be FIPS/FICAM compliant. a. Please confirm that a CSEIP will be a prerequisite to meet the requirements of this Solicitation. i. If this is the BLM’s intent, will the BLM consider adding the following requirement to the Solicitation: Proposing company’s CSEIP Certifications must be included in Proposal.
a. Per the SOW the system must be FIPS 201 PIV II compliant, if part of that compliance is the requirement that it must be installed by a CSEIP certified vendor then it must be included in the Technical Proposal.
13. For NHTC: During the Site Visit, it was noted that Doors 100, 101, and 102 shown on Drawing 10-102 were represented inaccurately on the drawing. Those doors are an egress path and should not have access control. Instead, the Door 100 should be the exterior service bay man door; Door 101 should be the door inside the vestibule that leads to employee restricted area; and Door 102 should be the double doors of the IT closet which is inside the storage area (IT closet not shown on any drawings). Please confirm the doors should be labeled as indicated above vs. how indicated in drawing and include the IT closet in the drawings.
a. Concur
14. For NHTC: Drawing 10-103, all devices for head end are currently shown in the storage room; it was noted at the Site Visit that they should be shown in the IT Closet. Please confirm these devices are to be run to the IT closet.

15. For NHTC: Drawing 10-103, the strobe is shown where the IT closet is located; however, it was discussed during the Site Visit that it is to be mounted in the storage room. Please confirm the strobe is labeled incorrectly on the drawings and is meant to be installed in the storage room.

16. For NHTC: During the Site Visit, in the IT closet in the Storage Room, it was noted that there was not room for a new head end rack; however, there was available space in existing racks that could be used to house the PACS and NVR head end. Is it acceptable for contractors to use the open space in the existing racks in the IT closet for the head end? If unacceptable, where will the new rack need to be installed?
a. If there is no room to put in an additional rack, the it is acceptable to use space in the existing racks.
17. For NHTC: Drawing 10-102, the location indicated for number 4 is incorrect and the SOW indicates that BLM would like to reuse the existing PTZ camera and tie it into the new system. During the Site Visit, it was discussed that FPS National Protection and Programs Directorate Specification/Guideline for Video Surveillance Systems Guide Section 2.3.1/2.3.3 (limits use of PTZ only to facilities that have active monitoring and only multisensory or panoramic cameras should be used instead of PTZ) requirements will not be met using the existing PTZ and the existing PTZ is too dated to tie into the new head end; therefore, rather than using the existing PTZ camera, a new 360 degree multi-sensor camera would be used in place of the existing PTZ. Please confirm that the BLM would like contractors to propose a new 360-degree multi-sensor PTZ to meet the FPS Video Surveillance System Specification Guide requirement.
a. Concur.
18. For Casper Mills Ware Yard: How does the BLM want the KABA L1021 mechanical cipher locks to be keyed? Do they need to be prepped for small format interchangeable? Will BLM provide the cores and keys?
a. Yes, the KABA L1021 will need to be keyed.
b. Yes, need to be prepped for small format interchangeable.
c. No, cores and keys need to be provided by the contractor.
19. For Casper Mills Ware Yard: During the Site Visit, it was noted that the location shown for the NVR was to be relocated to the NW corner of the building closest to Camera 102 near the breaker panel mounted to the wall. Please confirm the relocation of the NVR on Drawing 10-101.
a. That was a suggestion made by another contractor. It would be acceptable to mount the CCTV in an enclosure near the breaker panel.
20. For Casper Mills Ware Yard: During the Site Visit, it was noted that the drawings provided were for reference only and that the contractor would be responsible for a design that met the requirements. Please confirm the contractor is responsible for providing a design that meets specifications rather than a design that matches the drawings.
a. The BID Set drawings are strictly to aid and assist in the bid process. The drawings are to give bidding contractors an idea of what the government is looking for and where. The contractor is responsible for providing a design that meets specifications. The design by the Contractor may or may not entirely match the BID Set of drawings.
21. For Casper Mills Ware Yard: During the Site Visit, it was noted that the BLM was going to be responsible for trenching between the utility pole and main shop and providing an empty conduit with pull string for a pathway for the fisheye called out in the drawings. Please confirm.
a. Concur
22. On all site drawings, there are two different card readers identified on the equipment reference chart: “card reader with keypad” and “contact/contactless card reader with keypad.” To meet FICAM requirements, there must be a contact chip in the keypad; PIN numbers alone are not a viable authentication factor. Therefore, is it BLM's intent that all doors with the "card reader with keypad" symbol be listed as single factor card readers and all doors with the "contact/contactless card reader with keypad" symbol be listed as two factor readers?
a. Yes, that is the intent.
b. If the card reader with keypad is single factor, can we propose a card reader that has no keypad but will still be FICAM ready.
i. The BLM standard for all Wyoming sites will have a card reader with a keypad and be FICAM ready.
