About this file

This is a Questions and Answers document for RFQ 140L5726Q0023, which addresses clarifications on a gravel delivery acquisition.

The solicitation pertains to the delivery of gravel to three sites (Moab Rim, Moonflower, and Kings Bottom) located within one-half mile of each other and accessed via the same road. Pricing must be submitted as a single unit price per ton that includes all charges for material, hauling, delivery, and dumping. A sieve analysis per ASTM C136 should be submitted with the quote if available and must be provided at delivery. The FAR 52.219-33 Nonmanufacturer Rule applies to this acquisition, though no specific gravel sources are required. Site visits are not mandatory. Tonnage allocations per site will be provided after award by the Contracting Officer Representative rather than prior to award; however, minimal haul time variations are anticipated across sites due to their proximity. Vehicle requirements differ by location: end-dump trucks are required only at Moab Rim and Moonflower sites, while the Kings Bottom site accommodates belly-dump-style vehicles.

Q&A’s

A1. 140L5726Q0023

Q2. Is the contractor required to provide current ASTM C136 sieve analysis test results with the quote, or is a clear statement that current independent laboratory test results will be provided for Contracting Officer approval prior to delivery acceptable?

A2. A sieve analysis should be submitted with seller’s quote if available, and at delivery.

Q3. Does FAR 52.219-33 Nonmanufacturer Rule apply to this acquisition, and if so, are there any specific requirements for the gravel source/manufacturer that offerors should address in their quote?

A3. FAR 52.219-33 Nonmanufacturer Rule does apply however, there are no specific required sources.

Q4. Are end-dump trucks required, or are tandem-axle dump trucks acceptable if they can safely access and dump at the COR-designated locations?

A4. End dump trucks would only be required at the Moab Rim and Moonflower sites.

The Kings Bottom site will accomodate belly-dump-style vehicle.

Q5. Should pricing be submitted as one unit price per ton that includes material, hauling, delivery, and dumping?

A5. Price should be per ton and include all charges.

Q6. Are offerors required to conduct a site visit, or is the site visit only strongly encouraged?

A6. Site visits are not required.

Q7. Will the Government provide the approximate tonnage allocation per site prior to award, or will those quantities be provided after Notice to Proceed by the COR?
