Statement of Work Summary: Muskrat Water Well Repairs
This Statement of Work for the Bureau of Land Management's West Desert District describes repair and rehabilitation of a potable drinking water well located at the Muskrat Fire Station, 2043 South Skull Valley Highway, Grantsville, Utah 84029. The 6-inch diameter well, originally drilled in 1999 to 382 feet with perforations from 370-380 feet, has degraded significantly over 26 years due to silt accumulation (currently at 372.4 feet depth) and extensive rust and hard water buildup from 350 feet downward. The contractor must provide all labor, materials, equipment, and supervision to: clean out the well back to original depth; scrub and clean the casing; re-perforate existing 6-inch casing at 350-360 feet and 370-380 feet with 0.050-inch by 6-inch perforations; drill an additional 20-foot borehole to 402 feet; line the well with new 5-inch Schedule 40 steel casing from 2 feet above grade to 402 feet with matching perforations; and install a new Franklin Electric submersible pump system (15FA3S4-PE pump end, 3 HP 230V 60Hz single-phase motor, 1-1/4 inch Schedule 120 PVC drop pipe, and 8 AWG 3-wire submersible wire provided by Government). All pump equipment will be Government-furnished. The contractor must test pump the well for a minimum of 10 hours and report specific yield and drawdown elevation.
The contract is anticipated to be awarded in early to mid-April 2026 with a 45-day period of performance that includes submittal time, material ordering, and implementation. The work must be completed before the end of May 2026 when fire season begins. The project location coordinates are latitude 40.638386 N and longitude -112.674579 W.

1. INTRODUCTION
This project consists of repair and maintenance to a potable drinking water well located at the Muskrat Fire Station, 2043 South Skull Valley Highway, Grantsville, Utah.
The Muskrat potable water well was drilled in 1999 and at the time of completion produced 45 gallons per minute with 4.9 feet of drawdown in the well. The 6-inch diameter well was drilled to a depth of 382 feet and was perforated from 370 feet to 380 feet. Over the years the bottom of the well has silted in. From 1999 to 2015 the well silted in to a depth of 375 feet and then from 2015 to 2025 it silted in to a depth of 372.5 feet. The perforations are now silted in and the well can’t recharge quickly enough. A down hole video was performed on the well casing on September 4, 2025, and revealed that the current bottom of the well was 372.4 feet. The video also revealed that there was excessive rust and hard water build-up from 350 feet to the bottom of the well. The Bureau of Land Management bailed the well out and noticed that large, rusted pieces of casing were coming out in the water indicating significant rusting and deterioration of the casing.
The submersible pump and drop pipe have been pulled from the well and the hole is open and ready for repairs.
2.0 SCOPE
This project will consist of providing all labor, materials, equipment, and supervision to clean-out the bottom of the well back to the original drilled depth, scrub/clean the casing, re-perforate two sections of casing from 350 feet to 360 feet and from 370 feet to 380 feet, drill an additional 20 feet in the bottom of the well to provide a silt basin, and re-line the well with new 5 inch diameter Schedule 40 steel casing.
Once all rehabilitation work has been completed a new submersible pump/motor, drop pipe and submersible wire shall be re-installed in the well and the well shall be test pumped for a minimum of 10 hours to determine the new specific yield.
3.0 TASKS
The following tasks shall be performed at the Muskrat Well using the rotary drilling method:
1. Clean-out/blow-out well from 372.5 feet to 382 feet.
2. Scrub/clean casing from 350 feet to 382 feet.
3. Perforate the existing 6-inch casing from 350 feet to 360 feet and from 370 feet to
380 feet. Perforations shall be 0.050 inch by 6 inch.
4. Drill an additional 6-inch diameter borehole 20 feet to a depth of 402 feet.
5. Line the 6-inch casing with new 5-inch Schedule 40 steel well casing from 2 feet above grade to 402 feet. Perforate the new casing to match the sections called out in task 3.
