About this file

This is a Statement of Work for site restoration at the Tooele Single Engine Airtanker (SEAT) Base at Tooele Valley Airport in Erda, Utah. The Bureau of Land Management (BLM) operated the base from 1997 to 2024 for mixing and loading fire retardant onto aircraft. Following soil sampling in August 2025 that confirmed the soil is not hazardous, the BLM must restore the leased area to its pre-lease condition. The contractor must remove and dispose of the top six inches of aggregate from an approximately 300 feet long by 80 feet wide work area and replace it with aggregate base course meeting FAA Airport Construction Standards (AC 150/5370-10), P-208 specifications, compacted to 90% and graded to match original contours.

The contractor is responsible for providing all labor, equipment, and materials while preserving existing infrastructure including three aircraft tie-down anchors, an 80-foot by 25-foot concrete containment structure, one culvert pipe, three electrical outlets with protective bollards, one fire hydrant with protective bollards, the adjacent fence line, and nearby asphalt pavement. Key deliverables include a project schedule with start date and duration, daily start/end of workday notifications to the Airport Manager Kevin Thornock (801-209-1571) and the Contracting Officer's Representative (via group text after initial meeting), photographic documentation with particular attention to aggregate removal, waste disposal records from a permitted RCRA Subtitle D facility in compliance with DOT, EPA, and state regulations, and a final report summarizing all work performed. The period of performance is 45 days from contract award, with work performed at Tooele Valley Airport, 5451 N 2400 W Erda, UT 84074. The contractor must confirm with BLM whether any equipment will exceed haul truck height and notify BLM with sufficient lead time if FAA Form 7460-1 submission is required.

Tooele SEAT Base – Site Restoration (Aggregate Base Course Replacement)

STATEMENT OF WORK

1.0 Background

The Bureau of Land Management (BLM) operated a Single Engine Airtanker (SEAT) Base at Tooele Valley Airport in Erda, Utah, from approximately 1997 to 2024. The base was used to mix and load fire retardant onto aircraft for wildfire suppression. It was located on property leased from the airport. During aircraft loading operations, diluted retardant was occasionally spilled on the gravel area adjacent to the taxiway.

The Tooele Air Center has been constructed at Tooele Valley Airport, and beginning in 2025, all SEAT operations have been relocated there.

In August 2025, BLM conducted soil sampling at the SEAT base. The results indicated that the soil is not hazardous. Detailed soil sample results can be found in Attachment 003.

To restore the former SEAT Base lease area to its pre-lease condition, the BLM is required to remove the top six inches of aggregate and replace it with an aggregate base course meeting FAA Airport Construction Standards (AC 150/5370-10), P-208 specifications. The fill must be compacted to 90%.

2.0 Scope

The contractor shall provide all labor, equipment, and materials necessary to remove and dispose of the top six inches of aggregate within the BLM lease area at Tooele Valley Airport (TVY). All work shall be completed while leaving the existing infrastructure undisturbed.

Existing infrastructure includes three aircraft tie-down anchors, an 80-foot by 25-foot concrete containment structure, a 20-foot drainage ditch, one culvert pipe, three electrical outlets with protective bollards, one fire hydrant with protective bollards, the adjacent fence line, and nearby asphalt pavement.

The impacted area is approximately 300 feet long by 80 feet wide (see Attachment A). The contractor shall replace the removed material with an aggregate base course meeting FAA Airport Construction Standards (AC 150/5370-10), P-208 specifications. The fill must be compacted to 90% and graded to match the contours of the material that was removed.

The contractor shall confirm with BLM whether any equipment to be used will exceed the height of the haul trucks. If such equipment is required, the contractor must notify the BLM with sufficient lead time for submission of FAA Form 7460-1, Notice of Proposed Construction or Alteration, to the airport. This form is required by the FAA to evaluate whether construction equipment or activities could affect navigable airspace.

The contractor shall provide a schedule outlining the general timeline for the work, including the anticipated start date and overall duration. Throughout the project, the contractor shall notify the Airport Manager, Kevin Thornock (801-209-1571), and the Contracting Officer’s Representative at the beginning and end of each workday.

Notifications may be provided via a group text message after an initial meeting. The contractor shall also document project progression with photographs, with particular attention to the aggregate removal.

Protection of Infrastructure: Leave all existing infrastructure undisturbed, including three aircraft tie-down anchors, a 75-foot by 25-foot concrete containment structure, one culvert pipe, three electrical outlets with protective bollards, one fire hydrant with protective bollards, the adjacent fence line, and nearby asphalt pavement.

3. Work Area: Perform work within the impacted area measuring approximately 300 feet long by 80 feet wide (see Attachment A).
