About this file
This is a Questions and Answers document for federal contract opportunity 140L5726Q0005, the Former Tooele SEAT Base Clean Up project. The document addresses 16 inquiries from potential contractors regarding project requirements, testing procedures, equipment specifications, and administrative requirements.
Key project requirements include: compaction testing of P-208 aggregate materials to 90% or greater, with the contractor responsible for hiring a third-party tester; anticipated 4 to 8 tests across the 300 x 80 worksite (one test per 1,200 square yards per 3-inch lift or minimum 4 tests per day); contractor selection of industry-standard field density testing methods such as Nuclear Density gauge or Sand cone method. Stormwater best management practices are required despite the site being under one acre, including silt fence around drains, wet sweeping, dust abatement, debris prevention, and good housekeeping practices to prevent debris from entering active airport taxiways and runways. The BLM has not identified P-208 material sources, but several gravel pits in the area can provide the material. The anticipated project start date is Spring 2026. For contract execution, if the quote exceeds $150,000, a bid bond is required at 20% of the quote. Equipment height restrictions apply at the active airport location; contractors should contact Airfield Management Kevin Thormock at kevin.thornock2slcgov.com regarding FAA Form 7460-1 requirements and height limitations for haul trucks, wheel loaders (measured at bucket top), and end-dump semi-truck trailers. The FAR magnitude is $100K–$250K, restroom facilities are available on site, and there are no SDVOSB provisions or preferences. The updated Statement of Work includes P-208 material certification as a deliverable.

140L5726Q0005 Former Tooele SEAT Base Clean Up Questions and Answers
Q1. Will on-site water be available to assist in compaction (moisture condition) of the P-208 materials?
A1. No, recommend contacting Grantsville City or Tooele Airport to plan for water.
Q2. Is the contractor responsible for testing to confirm compaction is 90% or greater for the P-208 material?
A2. Yes, the contractor will need to hire a third party to perform the test.
Q3. Is the BLM going to hire a 3rd party to conduct compaction testing?
A3. No as it is the responsibility of the contractor to hire a third party for testing compaction.
Q4. How many locations in the 300 x 80 worksite will be tested for compaction and what is the frequency of testing expected?
A4. One test per 1200 square yards per 3 Inch lift” or “minimum 4 tests per day” (two readings per test.) anticipate 4 to 8 tests on this project.
Q5. Does the BLM have a specific type of field density testing they want performed to verify compaction?
A5. No, the contractor can use the industry standard, for example Nuclear Density gauge or Sand cone Metod are acceptable.
Q6. Are any stormwater best management practices required for this project?
A6. The site is less than an acre so no storm water protection plan is required, however the contractor will need to follow the industry standard or best management practices with regard to storm water, for example, silt fence around drains, wet sweeping, dust abatement, prevention of tracking of materials off site.
It is very important to keep the sights clean and manage all debris. We are working at an active airport and need to do everything to prevent debris from entering the taxiway and runway to inshore erosion and sediment controls are in place to prevent soil from moving off site. The Contractor will need to practice Good Housekeeping and keep all entrance ways free of debris and gravel.
Q7. Have you identified a source for the P-208 aggregate materials? If yes, can you please provide a list of sources?
A7. The BLM has not identified sources for the P-208. However, there are several gravel pits in the area that can provide the material.
Q8. What is the anticipated start date?
A8. Spring 2026 (see updated SOW)
Q9. The solicitation did not list the percentage amount required for the bid bond. What is the percentage requirement for the bid bond?
A9. If quote is over $150,000 a bid bond is required at 20% of the quote.
Q10. Are there provisions or preferences for a Service-Disabled Veteran Owned Business
(SDVOSB)?
A10. No
Q11. Do you have an engineer estimate for this project?
A11. Estimates are not given but you can refer to the FAR Magnitude given of $100K - $250K.
Q12. What is the maximum height of equipment allowed without having to submit FAA Form 7460-1? What is the height of the “haul truck” you described in the SOW.
A12. Haul truck is a regular dump truck or side dump truck, please email Airfield Management Kevin Thormock at kevin.thornock2slcgov.com with height limitation questions and for form 7460-1.
Q13. If utilizing a wheel loader, is the height of the equipment measured at top of cab or top of bucket when raised?
A13. Top of the Bucket
Q14. Are there any restrictions on utilizing end-dump semi-truck and trailers to deliver materials to the worksite. When dumping, these trailers will exceed +20 Feet in height when measured from the ground.
A14. Email the Airfield Management Kevin Thormock at kevin.thornock2slcgov.com with height limitation questions and for form 7460-1.
Q15. Are restroom facilities available for the contractor to use on site?
A15. Yes
Q16. In section 4.0 Deliverable of the SOW, it does not list a submittal for the P-208 materials. I strongly recommend adding a certification for these materials as part of the deliverables.
A16. Yes (see updated SOW)
