About this file

This document is a Request for Quote (RFQ) Questions and Answers for the Southview Trailhead Shade Shelters contract (Solicitation Number 140L5725Q0044). The Q&A addresses five key vendor inquiries regarding delivery, project specifications, and installation requirements. Critical details include: the delivery location does not require special clearances but needs coordination with the Contracting Officer's Representative (COR) during business hours; the specified 90-day delivery timeline has very limited flexibility; the shade shelters must have a dual-pitch roof with equal pitch and open gable ends; BLM requires 1" thick anchor plates for the project; and no installation is required - the contract is solely for shelter procurement and delivery.

The solicitation is a Small Business Set-Aside for the Bureau of Land Management Utah Cedar City Field Office, with a North American Industry Classification System (NAICS) code of 332312 for Fabricated Structural Metal Manufacturing. The government plans to award a single firm-fixed price contract on an "ALL or NONE" basis to the lowest-priced technically acceptable offeror. Submission deadline is 30 June 2025 at 3:00 pm MDT, with quotes to be emailed to Contract Specialist Mark Renforth. Vendors must be actively registered in SAM.gov with current small business representations and certifications.

RFQ Questions and Answers

Q1. Can you please confirm if this is an open-access delivery location, or if any special clearance or escort is required for offloading?

A1. The delivery location does not require any special clearances. It does require the vendor to deliver during regular business hours and coordinate with the COR to permit access to the unmanned site and unloading with a forklift.

Q2. The specified delivery timeframe is 90 days. Our current lead time is approximately 16 weeks (112 days). Is there any flexibility with this schedule?

A2. The vendor should provide a quote to comply with the delivery time as much as possible. This delivery schedule allows the project to remain on schedule, so there is very little wiggle room.

Q3. The design notes indicate a “dual-pitch roof.” Could you please confirm if this refers to a gable-style roof with equal pitch on both sides, similar to the shelter shown as “Example Shade Shelter” in the solicitation?

A3. The roof shall be dual pitch, with equal pitch on each side and open gable ends as shown in the "Example shade shelter".

Q4. The specifications call for a 1" thick anchor plate. Are these plates to be welded to the bottom of the columns? Additionally, have these components already been engineered for this project? In our experience with similar structures for the State of Utah, only 1/2" plates were required.

A4. BLM has determined that 1" plates as stated in the specs are required for this project.

Q5. Wondering if we need to install the shelters, or and if so are concrete pads already poured? or is the just a buy and deliver?

A5. No installation is required. This is for the shade shelters, instructions and their delivery.
