Statement of Work Cottonwood Vegetation Exclosure Fence
Cedar City Field Office Iron County, Utah
Background
The Bureau of Land Management (BLM) is requesting riparian exclosure fence removal (e.g., t-posts, wire, fence clips, stays, wood posts, wood poles, etc.), and reconstruction services located approximately 6 miles south of SR20 and 2.5 miles east of I-15 on Bureau of Land Management lands within Iron County, Utah. The contractor shall furnish all labor, equipment, material, supervision, transportation, operating supplies, and incidentals. The project will consist of removal of approximately 2,735 feet of an existing fence and reconstruction within the same footprint using new material with the combination of fence types identified in the Specification Sheet and Maps (Refer to Attachments). Fence material installed becomes the property of the BLM.
Contractor Provided Materials
The following list identifies the estimated materials that need to be furnished by the contractor.
No fence materials will be provided by the Government.
• 8’ treated posts
• 21’ lodge poles
• 10ft metal t-posts
• 12ft treated posts
• 48in net wire
• 32in net wire
• 36in chicken wire 1 inch mesh Smooth wire
• ½” All thread rod w/hardware (size can be discussed)
Project/Site Conditions
Most of the project will be accessible by a standard 4WD vehicle, only at points along the fence lines where an existing road or trail crosses. Some of the fence lines around the exclosure may be only accessible with a 4WD, UTV/ATV type vehicle. It is the responsibility of the contractor to determine required accessibility to the respective exclosure fence lines. Driving shall be limited to along the exclosure fence line and along existing roads and trails.
Environmental Considerations
A. Construction Site Cleanup
Project site shall be cleaned up, and all refuse removed by the contractor. The contractor shall be responsible for disposal of exclosure fence materials that are removed in a legal manner and for all expenses incurred with disposal. Metal t-posts will be salvaged and returned to the Cedar City Field Office, BLM office.
B. Surface Disturbance
The contractor shall clean brush and trees with hand tools along fence lines for fence construction. It is not expected that blading fence lines is necessary; however, blading may be considered in small areas due to vegetation. This will need to be authorized in advance by the Contracting Officer Representative or the Project Inspector.
C. Soil Conditions
Soil conditions are sometimes quite rocky and may require that posts be braced if they are not buried to the preferred depth of three (3) feet. This will need to be authorized in advance by the Contracting Officer Representative or the Project Inspector.
D. Vehicles, ATVs, UTVs and Other Fence Building Equipment
All vehicles, ATV, UTV and other fence building equipment including undercarriages, shall be washed with a high-pressure system prior entering federal lands. All soil and plant parts shall be removed to prevent the spread of noxious weeds in and out of the project area.
Scope of Work
The contractor will be required to demonstrate documentation from other projects that they have completed this type of work in the past. The contractor will have constructed fence; specifically post and pole fences in rugged terrain with limited access. The contractor shall provide all the labor, equipment, supplies, and materials to complete all fence (removal and construction) work identified.
Objectives
Existing wire fence and posts will be removed and disposed of properly.
The new exclosure fence will be built to BLM fencing specifications that are identified in this document. (See Attached Map and Specifications Sheet)
Tasks and Work Details
A. Tasks
As discussed, the contractor shall provide all the labor, equipment, supplies, fence materials (e.g., t-posts, wire, wood posts, wood poles, hardware for hanging the poles, etc.) to complete all the fence (removal and reconstruction) work identified. (Refer to Exclosure Maps and Fence Specification Drawings section found at the end of this document).
A. Remove existing riparian exclosure fence and reconstruct the exclosure with new materials and fence types identified in the Specifications Sheet. (Refer to attached Maps and Specifications Sheet).
Remove entire existing fence (e.g., wire, t-posts, panels, gates, stays, clips, wood posts, wood poles, etc..) and totally reconstruct the fence as specified for each section. Posts should be buried at a minimum of 3’ in the ground. The two lodge pole rails will be hung using All Thread w/hardware. The contractor will leave some posts from existing exclosure fence in place to serve as temporary line-of-sight markers so that the new exclosure fence line is constructed in the exact same location as the fence that will be removed. Contractor will be responsible for disposal of all fence materials (e.g., wire, stays, clips, wood posts, etc..) that are removed in a legal manner off-site to a proper disposal facility and for all expenses incurred with disposal. The t-posts will be salvaged and returned to the Cedar City Field office (Coordinate with the Project Inspector).
Work Details
As outlined, the contractor will be required to provide fence materials for the project. The fence materials will comply with the following specifications:
a. Remove all materials (e.g., wire, t-posts, panels, gates, stays, clips, wood posts, wood poles, etc..) from the existing fence totaling approximately 2,735 feet. Refer to attachments. (Included pictures of old fence for reference see attachments)
b. Construct exclusion fences as outlined in the attached Maps and Specifications
Sheet totaling approximately 2,735 feet. Refer to attachments.
c. Site Preparation: Avoid destroying sagebrush plants throughout the work area however some vegetation may be cleared within two feet on the inside of the fence line and up to 8 feet total on the outside of the fence line. Provide minimum disturbance to existing vegetation, especially sagebrush. Dispose of debris by scattering on the job site.
d. Wood posts shall be set in dug or drilled holes. Dig holes for setting wood posts to the depth as shown in the drawing for setting posts. Set posts plumb and to the spacing, grades and depths as shown on the drawing, unless staked otherwise.
Posts shall be set to a minimum depth of three (3) feet. Wood post spacing shall be spaced 10’ apart. Holes shall provide adequate open space around the post so that back-fill can be tamped the full depth around the post. Back-fill gradually and uniformly with soil around each post; compact back-fill firmly from the bottom of the hole to the ground surface. Wood posts shall be a maximum of 10 feet except in extreme rocky areas; the Project Inspector can approve the spacing greater than 10 feet. All posts should be cut off 6-8” above top rail to be even across the exclosure.
21’ poles shall be spaced on the posts as follows (Refer to Attachments):
Bottom rail: (bottom of pole from ground): 24” Top rail: (top of pole from ground): 42”
*Total 2 rail fence height in sections “C” and “D” (see Map 2 and 3) should be approximately 42” (Fluctuations in total height based on pole diameter are expected)
Poles need to be attached to the posts by drilling a hole through the post and the pole and inserting ½” All Thread ~15-18" long. Then fitted with the proper hardware (e. g. nuts, washers).
Fence Construction Schedule and Delivery and Project Meetings
A. Fence Construction Schedule and Delivery
The contractor shall provide a detailed plan for the requested services (fence removal and fence construction/reconstruction) to the Contracting Officer Representative (COR) at the pre-work conference. This shall include a detailed construction schedule that identifies milestones for completion. It is expected that this project will take 30-60 days to complete dependent on completion of wildlife/cultural clearances and contractor capabilities to construct this amount of fence. The Contractor shall work with the COR and PI to develop a project schedule for when the exclosure will be started and completed so that BLM can ensure that all clearances (wildlife and cultural) are completed, and livestock permittees are coordinated with prior to construction.
The contractor shall submit an updated schedule within three (3) calendar days if the schedule is revised.
