About this file

This document is an amendment to a solicitation for the CLDQ - JNM Fossil Excavation and Stabilization project. The purpose of this amendment is to provide responses to vendor questions received regarding the project requirements.

The key details are:

  • This is a new requirement, not an extension of an existing contract.
  • The period of performance is August 1, 2024 to July 14, 2025.
  • The contractor is expected to transport the fossils to a secured location within 175 miles of the CLDQ site. There is little to no overburden to remove, and heavy equipment cannot be used due to access constraints. Exposed fossils may need consolidation prior to jacketing, and flagging/protective materials may be required. The jackets are expected to be in good condition, up to approximately 2x3x4 feet in size. The repository location is still being determined, but will be within 175 miles in Utah. The total new surface area for excavation is not expected to exceed 300 square feet. Specific consolidant requirements will be determined during initial project meetings.

140L5724Q0032: Question and Answer

1. Are we responsible for transport of fossils to the repository?

The contractor is expected to transport the fossils to a secured location like the repository or a prep lab. The secure location would be within 175 miles of the CLDQ.

2. How much overburden is present? Enough to warrant renting a small piece of heavy equipment?

There is little to no overburden to remove, nearly all excavation will be within the bone bed horizon and/or undocumented fill. Heavy equipment cannot be operated within the existing pits due to access constraints and potential impact to surface and buried fossils.

3. Is there anything beyond jacketing, backfilling, and/or removing fossils that they are including in "stabilizing the site"?

Exposed fossils may also need to have consolidate(s) applied prior to jacketing, regardless of if fossils are going to be removed from the quarry or left in situ. Flagging tp protect areas where exposed and covered fossils will remain in place may be required as construction proceeds. After these steps are completed the BLM and construction contractor may need to cover some of the areas with mats or other protective materials.

4. Can we be provided with a better understanding of the size and condition of the jackets that need removing?

The existing full jackets are expected to be in good condition and ready or nearly ready for removal from the quarry and building(s). These jackets range in size up to approximately 2 by 3 by 4. Once these are ready for extraction from the building(s) the BLM may be able to provide equipment to assist with removal from the quarry pit and/or building.

5. Which repository has the BLM selected to house fossils?

Repository discussions are ongoing, but the repository will be in Utah and is not located more than 175 miles from the CLDQ.

6. Is there an expectation of the size and quantity of new excavations as part of ¿Task 2 field work -line 2¿?

Per the SOW, aspects of the existing condition of the new excavations are unknown as the exact extent of previous quarrying, in situ bonebed, and number of fossils within this area is unknown. The bonebed plus caprock thickness varies slightly across the quarry and prior excavations vary in total depth throughout the area, but the combined thickness in any area is not expected to exceed 3 feet in depth. The total new surface area for excavation is not expected to exceed 300 square feet, but as noted in the SOW, additional excavation will be needed in that were previously opened but were not fully excavated. In situ bones remain exposed in some of these areas, yet not all will require extraction. If, for example, they can be stabilized and are not within the area of the existing or proposed foundations. Also, the final areas (e.g., square surface area and depth) of excavation will depend on the amount of excavation completed by researchers during their 2024 field season.

7. Are there requirements for which types of consolidants and other materials that are to be used?

These details will need to be worked out as part of the initial project meetings, as indicated in the SOW the fossils should be stabilized using professional standards and methods shall follow curation facility requirements where possible and proceed in a manner that does not conflict with previously used materials.

8. Is this a new requirement/contract?

This is a new requirement.
