About this file
This document contains Questions and Answers related to a federal contract opportunity for the IRA - CCFO Mountain Spring Enclosure Fence project. The solicitation is for a construction contract to remove 2,549 feet of existing 4-wire fence and reconstruct a new wood post and three rail lodge pole fence within the same footprint. The work is located in Iron County, Utah. The contract also includes procuring and delivering fence materials to the Cedar City and Price Field Offices. The estimated magnitude of the construction requirement is between $25,000 and $100,000. The period of performance is 45 contract days after the Notice to Proceed, which can only be issued after wildlife and cultural clearances are completed by the BLM. The solicitation is set aside for 100% small business, with a tiered evaluation preference for Indian Small Business Economic Enterprises and small disadvantaged businesses. Prospective offerors are strongly encouraged to visit the site prior to submitting a proposal, and an electronic bid bond is required if the quote exceeds $150,000.

Question 1.
Can you bid per project (for example can I bid just the supply/construction of the mountain spring fence and not the misc materials) or is it a all in one package, I've never seen a solicitation where we install and then provide other misc materials for other projects so I'm just trying to clarify the bid/ award format.
Answer 1.
There will be only one awardee for the entire contract. As most of our supply contracts are not awarded directly to supply dealers but thru a third party to be delivered directly to BLM, we have combined these requirements
Question 2.
Having completed a job for the DNR last fall in an area only 10 miles north of the proposed project, we encountered many areas where even t posts became difficult to pound and required rock drilling.
Due to those conditions we are wondering if there has been any consideration to the extent of what happens if 5" lodge pole posts cannot be properly dug and compacted on this project.
Answer 2.
I have walked the entire project and it appears where the existing wire fence is located they had no issues getting t-posts into the ground. Soils appear to be conducive for auguring holes for the 5" treated posts. If there happens to be a small area not conducive for digging, braces would be allowed that would not require digging. But the likelihood of that is low on this project.
If we run into issues we did not anticipate...like rocky conditions...we fall back on the Differing Site Conditions Clause that will be in the solicitation to then do a change order to deal with those conditions.
Question 3.
I'd like to confirm that visiting this site for fence replacement is open to the public and no additional instructions are needed for access?
Answer 3.
Yes the site is accessible and the roads and site are both on BLM So no appointment or scheduling will have to be made for you to do a site visit.
Question 4.
Will you explain what the statement below means and the steps we have to take to get the clearance if awarded the contract?
Estimated Period of Performance: 45 Contract Days after NTP. Work can be performed after award (once wildlife/cultural clearances are completed) thru 09/30/2024
Answer 4.
The Contractor needs to inform the BLM COR two weeks prior to desired start of work date to allow the BLM to conduct wildlife/cultural clearances prior to start of work. These clearances are done by the BLM and once completed the Notice to Proceed will be issued for the work to begin.
