Statement of Work Mountain Spring Riparian Exclosure Project

Cedar City Field Office Iron County, Utah

Background

The Cedar City Field Office (CCFO) is requesting riparian exclosure fence removal (e.g., T- Posts, wire, fence clips, stays, wood posts, wood poles, etc…), and riparian exclosure fence construction (e.g., wood posts and three rail lodge pole) services within one grazing allotment that is located on Bureau of Land Management lands within Iron County, Utah. The Contractor will be required to furnish labor, equipment, material, supervision, transportation, operating supplies, and incidentals. The project will consist of removal of 2,549 feet of an existing 4-wire fence and then reconstruction within the same footprint of a wood post and three rail lodge pole fence. (Refer to Mountain Spring Exclosure Map).

Contractor Provided Materials

New riparian fence materials will be as follows:

• 8’ treated posts

• 21’ lodge poles

• ½” All thread rod w/hardware (size can be discussed)

• 2- 12’ x 52” Powder River Metal Gates.

(See Material Specifications Section Below)

Project/Site Conditions

Most of the project will be accessible by a standard 4WD vehicle, only at points along the fence lines where an existing road or trail crosses. Some of the fence lines around the riparian exclosures may be only accessible with a 4WD, UTV/ATV type vehicle. It is the responsibility of the Contractor to determine required accessibility to the respective exclosure fence lines.

Driving shall be limited to along the riparian exclosure fence line and along existing roads and trails.

Environmental Considerations

A. Construction Site Cleanup

Project site shall be cleaned up, and all refuse removed by the Contractor. The Contractor shall be responsible for disposal of riparian exclosure fence materials that are removed in a legal manner and for all expenses incurred with disposal. Metal T-posts will be salvaged and returned to the Cedar City Field Office, BLM office.

B. Surface Disturbance

The Contractor shall clean brush and trees with hand tools along fence lines for fence construction. It is not expected that blading fence lines is necessary; however, blading may be considered in small areas due to vegetation. This will need to be authorized in advance by the Contracting Officer’s Representative (COR) or the Assistant COR.

C. Soil Conditions Soil conditions are sometimes quite rocky and may require that posts be braced if they are not buried to the preferred depth of 3’. This will need to be authorized in advance by the COR or the Assistant COR.

D. Vehicles, ATVs, UTVs and Other Fence Building Equipment

All vehicles, ATV, UTV and other fence building equipment including undercarriages, shall be washed with a high-pressure system prior entering federal lands. All soil and plant parts shall be removed to prevent the spread of noxious weeds in and out of the project area.

Scope of Work

The Contractor will be required to demonstrate documentation from other projects that they have completed this type of work in the past. The Contractor will have constructed fence; specifically post and pole fences in rugged terrain with limited access. The Contractor will provide all the labor, equipment, supplies, and materials to complete all fence (removal and construction) work identified.

Objectives

Existing wire fence will be removed and disposed of properly.

The new riparian exclosure fence will be built to BLM fencing specifications that are identified in this document. (See Attached Map and Drawings Section)

Tasks and Work Details

A. Tasks

As discussed, the Contractor will provide all the labor, equipment, supplies, fence materials (e.g., wood posts and wood poles and hardware for hanging the poles) to complete all the fence (removal and construction) work identified (Refer to Iron County Exclosure Maps and Fence Specification Drawings section found at the end of this document.

A. Remove existing riparian exclosure Fence (wire) and totally reconstruct the exclosure with post and pole fence. (Refer to exclosure map).

Remove entire existing fence (e.g., wire, T-posts, panels, gates, stays, clips, wood posts, wood poles, etc..) and totally reconstruct the fence with 8’ treated posts and 21’ lodge poles. Posts should be buried at a minimum of 3’ in the ground. The three lodge pole rails will be hung using All Thread w/hardware. The Contractor will leave some posts from existing riparian exclosure fence in place to serve as temporary line-of-sight markers so that the new riparian exclosure fence line is constructed in the exact same location as the fence that will be removed. These riparian exclosure will have (2) 10’ Powder River metal gates (vehicle access). The Contractor will be required to work with the Assistant COR to determine the location of the gates.

Contractor will be responsible for disposal of all fence materials (e.g., wire, stays, clips, wood posts, etc..) that are removed in a legal manner off-site to a proper disposal facility and for all expenses incurred with disposal. The T-posts will be salvaged and returned to the Cedar City Field office (Coordinate with the Assistant COR).

Work Details

As discussed, the contractor will be required to provide fence materials for the project. The fence materials will comply with the following specifications:

a. Remove the existing wire fence totaling 2,549 feet referencing the project location map. (Included pictures of old fence for reference)

b. Construct a post and three rail lodge pole exclosures fence totaling 2,549 feet referencing the project location map.

c. Site Preparation: Clear brush and trees within two feet on either side of the fence line or four feet on one side of the fence line. Provide minimum disturbance to existing vegetation. Dispose of debris by scattering on the job site.

d. Wood posts shall be set in dug or drilled holes. Dig holes for setting wood posts to the depth as shown in the drawing for setting posts. Set posts plumb and to the spacing, grades and depths as shown on the drawing, unless staked otherwise.

Posts shall be set to a minimum depth of 3’. Wood post spacing shall be spaced 10’ apart. Holes shall provide adequate open space around the post so that back-fill can be tamped the full depth around the post. Back-fill gradually and uniformly with soil around each post; compact back-fill firmly from the bottom of the hole to the ground surface. Wood posts shall be a maximum of 10 feet except in extreme rocky areas; the Assistant Contracting Officer Representative can approve the spacing greater than 10 feet. All posts should be cutoff 6-8” above top rail to be even across the exclosure.

21’ poles shall be spaced on the posts as follows (Refer to Attached Pictures):

Pole 1: (bottom of pole from ground): 19” Pole 2: (bottom of pole from ground): 30” Pole 3: (bottom of pole from ground): 43”

*Total Fence Height approximately 46” (Fluctuations in total height based on pole diameter are expected)

Then poles will be alternated as shown in the picture as follows (Refer to Attached Pictures):

Pole 1: (bottom of pole from ground): 12”

Fletcher, Dan T Do you want all the posts cutoff and even when they are done? If so add this.

Pole 2: (bottom of pole from ground): 25” Pole 3: (bottom of pole from ground): 37”

*Total Fence Height approximately 44” (Fluctuations in total height based on pole diameter are expected)

Poles need to be attached to the posts by drilling a hole through the post and the pole and inserting ½” All Thread ~15-18" long. Then fitted with the proper hardware (e. g. nuts, washers).

Attach two 12’ x 52” powder river 6-rail gates for access where the current wire gates are located.

Material Specifications for Total Reconstruction of Existing Wire Exclosures with post & pole fence.

• 8’x 7” Treated Wood Posts

• 21’ x 4-5” lodge pole pines

• ½” diameter all thread rod, w/proper nuts, and washers (size and lengths can be discussed)

• 12’ X 52” Powder River 6-Rail Gates
