SECTION 01009

GENERAL INFORMATION AND REQUIREMENTS

April 2023 GENERAL INFORMATION AND REQUIREMENTS Vernal Wareyard Parking Lot Maintenance 01009-1

PART 1: GENERAL

1.1 SUMMARY

A. Description of Work: Furnishing labor, equipment, supplies, and materials, to clean and seal approximately 2,700 lineal feet of cracks and seams; apply primer and seal coat to approximately 7,000 square yards of hot mix asphalt; and apply 2,510 feet of pavement striping and 2 accessible parking insignias with blue background.

B. Location: Work under this Contract is located 425 East 200 South, Vernal, Utah. The work site consists of parking and drive areas for the Vernal Field Office warehouse and Fire Readiness Center.

1.2 DEFINITIONS

A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

1.4 SUBMITTALS

A. Scope: Submittals include manufacturers' literature, certificates, samples, application guidelines, and written maintenance recommendations.

B. Requirements: Refer to specifications for submittals required. Allow at least 5 working days for review. Submittals shall be delivered to the Contracting Officer.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

1.6 QUALITY ASSURANCE

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.

1.7 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Protect products incorporated into the work from damage while in transit to the site.

Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.

B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.

C. Handling: Load and unload products protecting them from damage.

1.8 PROJECT/SITE CONDITIONS

A. The site includes storage buildings, shade structures, warehouse, and Fire Readiness Center.

Access to facilities adjacent to the parking lot shall be limited to the extent possible during maintenance activities.

B. The parking lot is used by vehicles used for field work. Normal conditions at the parking lot include significant amounts of mud and dirt that comes off of the field vehicles. The parking lot will require significant cleaning efforts by the contractor.

1.9 SEQUENCING AND SCHEDULING

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.

1.10 PERMITS

A. No permits are anticipated.

PART 2: PRODUCTS

PART 3: EXECUTION

3.1 PROJECT MEETINGS

A. Pre-Work Conference:

1. A Pre-Work Conference will be held prior to the start of work. The meeting will be held at the project site at a time and date agreed upon by the Government and the Contractor. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. Be prepared to summarize and explain procedures planned for the project.

B. Progress Meetings:

1. To be held at the project site, or as determined by the Contracting Officer.

2. May be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda.

C. Final Inspection:

1. To be held at the project site, or as determined by the Contracting Officer.

2. Notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.

3. The superintendent shall be present during this inspection.

3.2 PREPARATION

A. Work Layout: As shown on the drawings.

3.3 PROJECT MONUMENT

A. Requirements: None.

3.4 SALVAGEABLE ITEMS

3.5 DISPOSAL OF DEBRIS

A. Demolition material including dirt and debris shall become the property of the Contractor.

Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility.

B. Contractor shall collect all construction generated trash as it accumulates and remove it from site daily. Plastic, paper and other material that is blown from the work area shall be collected immediately.

3.6 PROJECT IDENTIFICATION

3.7 WARRANTY

A. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The

Vernal Wareyard Parking Lot Maintenance 01009-4 rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the Contractor shall:

1. Obtain warranties that would be given in normal commercial practices.

2. Require warranties to be executed, in writing, for the benefit of the Government.

3. Submit warranties to the Contracting Officer prior to the final inspection.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units:

1. Pavement marking shall be applied as shown on drawing and as directed by Contracting

Officer’s Representative. Pavement marking as described herein shall be paid at a lump sum basis.

2. Pavement Joint Sealant including cleaning shall be measured for payment to the nearest lineal foot.

3. Bituminous seal coat including cleaning, preparation, primer coat, and a double seal coat shall be measured for payment to the nearest square yard.

4.2 METHOD OF PAYMENT

A. Payment: Payment will be made at the contract price as indicated in the Bid Schedule, and will include full compensation for work described in the contract. Payment will be made under:

SECTION 02580

PAVEMENT MARKING

PART 1 - GENERAL

A. This Section includes the following:

1. Horizontal layout and control for pavement markings.

2. Furnish and apply pavement markings in accordance with these specifications, the latest revision of the “Manual on Uniform Traffic Control Devices for Streets and Highways” published by the FHWA, and in close conformity to the lines, dimensions, patterns, locations and details shown on the Drawings.

1.2 PROJECT CONDITIONS

A. Construction Traffic: Conduct pavement marking operations to ensure minimum interference with adjacent project areas under construction or temporary access.

B. Protection of Existing Improvements: Provide protection necessary to prevent damage to newly installed improvements.

C. Reference Standards: Comply with the requirements of the reference standards noted herein, except where more stringent requirements are listed herein or otherwise required by the Contract Documents.

1.3 SUBMITTALS

A. Certificate of Conformance: Submit electronic or hard copy of manufacturer’s certificate of conformance and application preparation requirements for the products to be used on this project.

PART 2 - PRODUCTS

2.1 PAVEMENT MARKING PAINT

A. Pavement marking paint shall be a White Latex Traffic Paint 21209 by Glidden, or set fast Acrylic Waterborne Traffic Marking Paint by Sherwin Williams, or equal.

PART 3 - EXECUTION

3.1 PAVEMENT MARKING WITH PAINT

A. Striping shall be done during daylight hours when the air and pavement temperatures are at least 40 Deg F. The pavement surface and weather conditions shall be conducive to satisfactory results. Surface shall be cleaned by a method to provide a satisfactory bonding surface.

B. Layout work in conformity to the plan dimensions.

C. Equipment shall be capable of painting a reasonably clean-edge stripe of the designated width.

In areas where machine is not practical, suitable hand-operated equipment shall be used. Stripes shall be protected until dry.

D. Paint shall be applied within the following limits:

4.1 METHOD OF MEASUREMENT:

A. The work described in this section shall be paid at a lump sum rate for approximately 2,510 lineal feet of striping and 2 wheelchair accessible parking insignias with blue background.

4.2 BASIS OF PAYMENT:

A. Payment: The quantities determined above shall be paid for at the contract price per unit of measurement shown in the bid schedule. Such payment shall be full compensation for pavement marking as described in the contract.

PART 1 - GENERAL

1.1 SUMMARY

A. Work Description: Provide all materials, equipment and labor to clean, route, and fill approximately 2,700 feet of parking lot cracks and construction joints with hot applied polymer modified asphalt crack sealant.

1.2 SUBMITTALS

A. Submittals: Manufacturer's certification that the crack sealant material meets the requirement of this specification.

PART 2 - PRODUCTS

2.1 MATERIALS

A. Compatibility: Provide joint sealants, backing materials, and other related materials that are compatible with one another and with joint substrates under conditions of service and application, as demonstrated by joint-sealant manufacturer based on testing and field experience.

2.2 HOT-APPLIED JOINT SEALANTS

A. Hot-Applied, Single-Component Joint Sealant for Concrete and Asphalt: ASTM D 6690 Type

II.

1. The sealant shall conform to ASTM D 6690-06 Type II, with any modifications necessary to make the crack sealant material applicable for the local temperatures. Any deviations from ASTM D 6690 Type II shall be noted in the submittal.

2. Approved crack sealant materials: Elastoflex 65 by Maxwell Products (650 Delong Street, Salt Lake City Utah 84104, (800) 266-2090, or Deery 115 by Deery American Corporation

(800) 227-4059, or other similar product meeting the requirements of this section.

3. The sealant shall be delivered to the job site in the manufacturer's sealed containers. Each container shall be legibly marked with the manufacturer's name and the trade name of the material.

4. Material from different manufacturers or different types of material shall not be intermixed.

2.3 EQUIPMENT: The following equipment or its equivalent approved by the Contracting Officer’s Representative shall be furnished and maintained in satisfactory working order at all times.

A. Hot Sealant Applicator: Equipment for heating and applying bituminous material: The distributor shall be so designed, equipped, maintained, and operated that asphalt material at even heat may be applied uniformly. The mixing/holding tank shall have a minimum capacity of 200 gallons. The

March 2023 PAVEMENT CRACK AND JOINT SEALING Vernal Wareyard Parking Lot Maintenance 02764-2 asphalt-rubber material shall be heated indirectly and the tank shall be equipped with a temperature gauge to continuously monitor the temperature of the asphalt material. The tank shall also be equipped with an auger in the lower part of the tank to thoroughly agitate the materials. Direction of rotation and speed of the auger shall be controllable. The tank shall be completely enclosed, with a solid hinged lid to prevent heat loss.

The plumbing on the unit shall be arranged so the pump can fill the tank with the initial charge of material, apply pressure to the applicator nozzle, or recirculate the material in the tank. The unit shall be equipped with a minimum of one 20-foot applicator hose equipped with a shut-off cock and applicator wand. A pressure regulating device shall be provided to regulate pressure on the applicator nozzle, and to bypass material into the holding tank when the applicator nozzle is shut off.

3.1 PREPARATION:

A. Preparation of Surface: Prior to the application of hot asphalt-rubber sealant, joints and cracks shall be cleaned to remove vegetation, soil, dust, moisture and foreign materials. Clean all cracks 1/8” or greater, cleaning shall be accomplished with an air compressor producing a minimum of 125 CFM output, and equipped with a maximum 3/4 inch nozzle. No backpack blowers will be allowed.

B. Surface Conditions: The sealant shall be applied only when the surface to be treated is clean and dry. The sealant material shall not be applied when the weather is foggy, rainy or when the ambient and pavement temperatures are below 40° F. Final cleaning shall be performed not more than 10 minutes before application of sealant material.

C. Direct flame shall not be used.

3.2 APPLICATION:

A. General: Comply with joint-sealant manufacturer's written installation instructions for products and applications indicated unless more stringent requirements apply.

B. Applying Asphalt-Rubber Material: Asphalt-rubber sealant materials shall be heated to a minimum temperature of 300oF and a maximum temperature of 390oF. The material shall be held in the mixing tank at application temperature so that when a bead of sealant material is placed on the pavement, very little separation of the rubber and asphalt occurs. A thermometer calibrated to +/- 5oF for a range of 200 to 500oF shall be provided in order to monitor sealant temperature.

C. Sealant material may be added to the mix as long as the minimum temperature of 300oF is maintained.

D. The sealant shall be applied with a pressure type applicator.

E. The sealant shall be applied to the crack from the bottom up, until it is slightly above the pavement surface. Then the sealant shall be smoothed tightly against the pavement surface with a U-shaped

March 2023 PAVEMENT CRACK AND JOINT SEALING Vernal Wareyard Parking Lot Maintenance 02764-3 squeegee or other similar device, approved by the Contracting Officer’s Representative, to provide a film of sealant on the roadway surface one to two inches on both sides of the reservoir. Crack sealant shall not protrude above the height of the adjacent pavement.

F. The sealant shall not be tracked or pulled out by traffic. If tracking occurs, blotter material may be applied to cracks to minimize damage to the sealant. Blotter material shall be clean sand or other material approved by the Contracting Officer. Sealant damaged by tracking shall be replaced at no additional expense to the Government. Blotter shall also be used if sealant runs or flows from the crack.

G. Small pot holes, and small areas exhibiting fatigue or "alligator" cracking, shall be repaired by applying a thin (3/16-inch to 1/4-inch) uniform layer of hot asphalt-rubber over the pavement surface followed immediately by the application of cover material. Traffic shall not be allowed on the repaired areas until they have cured, or until they have been sanded to prevent tracking.

H. The distributor, when not spreading, shall be parked so that it will not drip bituminous material on the surface of the traveled way.

SECTION 02789

BITUMINOUS SEAL COAT

PART 1: GENERAL

A. Section Includes: The Contractor shall furnish all labor, equipment, supplies, and materials to apply one prime coat and two bituminous seal coats to the existing asphalt parking lot at the BLM Vernal Wareyard.

1.2 SUBMITTALS

A. Requirements: The Contractor shall submit the manufacturers data on the prime coat and seal coat material to be used on this project in accordance with this specification.

PART 2: PRODUCTS

2.1 MATERIALS

A. GSB-78 prime coat or equal

B. Emulsifed asphalt meeting AASHTO M 140 or AASHTO M 208

1. Emulsified asphalt per AASHTO M 140 or AASHTO M 208, diluted 2:1 (two parts concentrate to one part water, or as recommended by the manufacturer).

3.1 PREPARATION

A. Surface Conditions: The surface upon which the prime and seal coats is to be applied shall be smooth, clean, and free from loose spots. The Contractor shall prepare the surface by washing the pavement surface with pressurized water and allowing pavement surface to dry.

1. Asphalt shall be at the proper temperature and viscosity for application.

2. Prime and Seal Coats shall be applied only when the surface to be treated is dry, when the

3.2 SURFACE APPLICATION

A. Prime Coat Application: The prime coat shall be uniformly applied per manufacturer’s recommendation. Excess prime coat shall be squeegeed from the surface. Skipped areas or deficiencies shall be corrected.

B. Seal Coat Application: The seal coat application shall be applied at a rate of 0.15 gallons per square yard. The seal coat application shall not be applied until the first application as completely dried.

3.3 CLEAN UP

A. Surface treatment that strips away during clean up shall be replaced by the Contractor.

3.4 TRAFFIC CONTROL

A. Requirements: Traffic shall not be allowed on treated asphalt until seal coats are completely dry.
