About this file
This document contains notes from a site visit and questions and answers regarding Solicitation Number 140L5723R0009 from the Bureau of Land Management Utah Region for boat ramp repairs at Canyon Country District. Key details include that the site visit addressed plans and specifications for repairing boat ramps, with questions around where to place excavated soil and the acceptability of pre-cast concrete slabs with multiple turndowns. An update to the solicitation allows the government to pay up to 5% more than the lowest price for a technically acceptable proposal from an Indian Economic Enterprise, Small Disadvantaged Business, or other socioeconomic program.

Questions & Answers
Q1. Where can contractors place the excavated soil?
A1. On site adjacent to the ramps.
Q2. Would we be ok with multiple turndowns at the end of each slab, if it’s pre-cast, then slid into place?
A2. Yes, provided it doesn’t increase the cost.
Q3. How will the ISBEE pricing be determined to be reasonable and/or reasonable compared to other offers. For instance, should all offerors be deemed technically acceptable, and we are the apparent low and there is an ISBEE that is higher in price how much higher can they be and still be deemed reasonable?
A3. An update was made to Section M under M-1 Basis for Contract Award. The following was added "However, the Government is willing to pay up to 5% more for a technically acceptable ISBEE or SDB proposal." See updated RFP attached.
