About this file

This is a technical specification section for a modified bituminous membrane roofing system as part of the Medford Interagency Office Roof Replacement Project. The specification outlines comprehensive requirements for removing existing roofing, installing a four-ply built-up roofing system with tapered isocyanurate insulation, and applying a modified SBS/SIS (Styrene Butadiene Styrene/Styrene Isoprene Styrene) membrane with recycled tire crumb rubber content over a fiberglass ply sheet base, topped with a gravel surface and steel flashing assemblies. All materials must comply with NRCA guidelines and applicable ASTM standards, including ASTM D6162 for modified bituminous sheet materials and ASTM D5147 for testing procedures.

The specification mandates stringent quality assurance requirements including submission of four samples, manufacturer's technical data, ISO 9001 certification, and a 30-year manufacturer's warranty. The contractor must maintain a full-time supervisor on-site and prohibits phased construction, requiring complete daily application of all roofing components without overnight exposure. Critical installation parameters include bitumen mopping rates of 25 pounds per square for interply and 30 pounds per square for membrane application, 8-inch end lap minimums with 12-inch staggering, and 4-inch side laps. The specification requires third-party independent testing with adherence percentage reporting for each ply layer and void size documentation, along with design load calculations per ASCE 7-02 sealed by a professional engineer. Design wind uplift pressures range from 13.7 psf in roof field zones to 34.5 psf at corners, and the system must withstand a 25 psf snow load. Additional requirements include manufacturer site inspections every two days, manufacturer's written certification of authorized installer status, thermographic scanning at final inspection with possible core cuts at the contractor's expense if moisture is detected, and a minimum five-year labor warranty with no additional cost to the government.

Remove cut-offs immediately before resuming work. Contractor shall not remove (tear-off) any amount of roofing and flashing material that cannot be replaced in the same day.

D. Asphalt Bitumen Heating: Heat and apply bitumen in accordance with the

Equiviscous Temperature (EVT) Method as recommended by National Roofing

Contractors Association (NRCA). Do not raise temperature above minimum normal fluid-holding temperature necessary to attain EVT (plus 5°F at point of application) more than one (1) hour prior to time of application. Determine flash

Roof Replacement Project 07550 - 14 point, finished blowing temperature, EVT, and fire-safe handling temperature of bitumen either from information by manufacturer or by suitable test. Do not exceed recommended temperature limits during bitumen heating. Do not heat to a temperature higher than twenty five degrees (25°) below flash point. Discard and remove from the job-site bitumen that has been held at temperature exceeding

Finishing Blowing Temperature (FBT) for more than three (3) hours. Keep kettle lid closed except when adding bitumen.

E. Bitumen Mopping Rate:

1. Interply Mopping: Apply bitumen at the rate of approximately twenty five

(25) lb (11.3kg). of bitumen per roofing square.

2. Modified Membrane Mopping: Apply bitumen at the rate of approximately thirty (30) lb (13.6kg) of bitumen per roofing square.
