About this file

This is a Questions and Answers document (Amendment 0001 – Attachment 2) for Solicitation No. 140L4326R0003, the Medford Hot Water Heaters Replacement project for BLM Medford District, Oregon. The document addresses 12 contractor inquiries regarding project specifications and requirements. Key technical clarifications include: the roof is a flat, built-up fiberglass and hot asphalt roof with rock surface; water delivery is at 2 PSI; seismic design engineering is not required, but units must be secured per 2023 Oregon Plumbing Specialty Code; concentric venting is acceptable with contractor verification of manufacturer requirements; and only multiple unit installations are permitted (not single integral tankless units). The Contracting Officer's Representative (COR) is onsite Monday to Friday, 6:00 AM to 4:30 PM.

Additional specifications address installation requirements: expansion tanks must comply with 2023 Oregon Plumbing Specialty Code and manufacturer requirements; contractors are responsible for extending the equipment pad if seismic strapping is needed; core drilling is prohibited in the interior back wall; existing B-vent roof penetrations are acceptable for PVC venting paths with contractor verification; abandoned B-vents must have interior components removed and roof/ceiling penetrations capped; and the existing hot water recirculation pump shall remain in service. These clarifications establish contractor responsibilities for design verification, structural modifications, and compliance with applicable codes and manufacturer specifications.
