About this file

This is a Questions and Answers document for the OHV Trail Tread Maintenance Solicitation No. 140L4326R0001 issued by the BLM Northwest Oregon District. The document provides clarifications on contract terms, equipment, work scope, and payment procedures for a two-year trail maintenance contract covering approximately 31 miles at Shotgun and 24 miles at Nestucca. Labor will be paid based on contracted hourly rates with other allowable costs reimbursed based on actual costs incurred; invoices may be submitted periodically throughout the performance period. For estimating purposes, contractors should assume approximately 10–15 grade reversals per mile across the trail network.

The Government will provide a Sutter 500 cab machine (approximately 9,000 lbs) and a Vermeer CTX 160 mini loader (approximately 4,120 lbs), along with a 2011 Tilt Bed Trailer for equipment transport. Contractors are responsible for renting additional equipment beyond what the Government provides and may perform work by hand or with rented appropriate equipment as needed. Required experience must be directly related to trail construction and/or maintenance, not general road work. BLM staff typically work Monday through Friday, 7:00 a.m. to 5:30 p.m. The Sutter 500 cannot be used on Class 3 trails; contractors should plan handwork or smaller equipment for those areas. Bonding is required even if the optional Gabion basket construction is not awarded. Unexpected mechanical repairs to Government equipment may be performed by the contractor for reimbursement, while routine manufacturer-recommended maintenance remains BLM's responsibility. Contractors must use non-government quarries for rock materials and plan to transport materials by hand or powered wheelbarrow across the pedestrian-designed Clay Creek bridge.

Amendment 0003 – Attachment 1 OHV Trail Tread Maintenance Solicitation No. 140L4326R0001 BLM Northwest Oregon District, Oregon Page 1 of 4

Questions and Answers No. 1-21

Q1: Since all of the base items are listed as lump sum and the contract will take place over the course of 2 years, how will progress payments be calculated?

A1: Labor will be paid based on the contracted hourly rates. Other allowable costs will be reimbursed based on actual costs incurred in accordance with the contract. Invoices may be submitted periodically throughout the performance period.

Q2: How are we supposed to calculate the needed supplies for armoring grade reversals when grade reversals "shall be constructed throughout the trail network with discussion and input from govt reps and contractor experience?" Bidders could have widely varying assumptions on the number of grade reversals needed.

A2: For estimating purposes, contractors should assume approximately 10–15 grade reversals per mile. There are approximately 31 miles of trail at Shotgun and 24 miles at Nestucca

Q3: Since the provided Sutter 500 machine is wider than the 18"-24" single track trails, is it expected that work will be performed by hand? By rented machine? Something else?

A3: Contractors should plan to perform work either by hand or by renting appropriate equipment as needed.

Q4: If other equipment needs to be rented, I assume that will be a modification and pricing will be negotiated at that time, correct?

A4: If equipment beyond what is provided by the Government is required, it will be the contractor’s responsibility.

Q5: Has this maintenance contract been solicited in the past, or is this the first time?

A5: Yes, similar maintenance contracts have been solicited previously.

Q6: If the optional Gabion basket (construction) is not awarded, is bonding still required for the maintenance portion of the contract?

A6: Yes.

Q7: If you require two years of experience, does experience doing normal roads, rather than ohv trails, count for experience?

A7: No. The required experience must be directly related to trail construction and/or trail maintenance.

Q8: Which trailer is it and what does it look like? What are its specifications?

A8: There are 2 trailers that are used to haul equipment. It depends on which of the two is available at the time, but it is typically a 2011 Tilt Bed Trailer. See photo for reference.

Q9: Does the equipment need to come back to Salem at the end of each day?

A9: No. It can be staged in the work area.

Q10: What hours do the BLM staff typically work?

BLM Northwest Oregon District, Oregon Page 3 of 4

A10: BLM staff typically work Monday through Friday, 7:00 a.m. to 5:30 p.m.

Q11: Can the equipment go down mountain bike trails?

A11: No. This contract does not include maintenance of mountain bike trails.

Q12: What happens if they “blow a hose” or have something break?

A12: If unexpected mechanical issues occur, the contractor may perform necessary repairs and submit documentation for reimbursement. Routine manufacturer-recommended maintenance remains BLM’s responsibility.

Q13: Gas or diesel? What are the specifications (i.e. width of plate) of the equipment?

A13: Sutter 500 specifications can be found here - https://www.sutterequipment.com/sutter-500

Vermeer CTX 160 specifications can be found here - https://www.vermeer.com/na/mini-loaders/ctx160

Q14: Can we have pictures of the trailer that the Government will provide? It was not available during the equipment viewing. Specifically an overall picture, one that shows conditions of the tires and the hitch and electrical plug in.

A14: Please refer to question 8.

Q15: What weight can the bridge at Clay Creek bear?

A15: The Clay Creek bridge was designed for pedestrian use. Contractors should plan to transport materials by hand, powered wheelbarrow, or equivalent small equipment.

Q16: If there are mechanical issues with the Government provided equipment, who is responsible for the costs? What is the methodology for getting them fixed? i.e if the trailer has a flat tire or the dozer blows a hydraulic hose does the contractor contact BLM to have it repaired? Does the contractor perform the repair at their cost? Does the contractor perform the repair and get reimbursed? Something else?

A16: See response to Question 12.

Q17: Can the Sutter 500 machine be used on Class 3 trails?

A17: No. Contractors should plan to perform handwork or use smaller appropriate equipment.

Q18: Is the Sutter 500 a walk behind or cab machine?

A18: A cab machine. https://www.sutterequipment.com/sutter-500

Q19: Do you know the approximate weight of the other equipment?

A19: Sutter 500 is approximately 9,000 lbs. See specifications here:

https://www.sutterequipment.com/sutter-500

Vermeer CTX 160 is approximately 4,120 lbs. See specifications here:

https://www.vermeer.com/na/mini-loaders/ctx160

Q20: Is there a government rock quarry or source?

A20: No. Plan on using non-government quarry.

Q21: Do you have a approximate number of grade reversals?

A21: See response to question 2.
