About this file

This is Amendment 0001 to a federal solicitation for HVAC repair services issued by the Bureau of Land Management (BLM) Procurement Management Branch in Portland, Oregon. The amendment answers thirty-three questions submitted by interested contractors regarding the solicitation 140L4326Q0127.

The solicitation covers a full heat pump system replacement at the Jordan Valley Guard Station in Oregon, with a performance period from October 30, 2026 to November 30, 2026. The scope includes removal and replacement of a 2.5-ton split heat pump system (30,000 BTU cooling and heating capacity) with R-32 refrigerant, including a new outdoor condensing unit and indoor multi-poise air handler. All new refrigerant line sets must be replaced (approximately 50 feet), and contractors must install a new heat pump thermostat with backup/auxiliary heat capabilities, a 10 kW backup electric heat strips system, and a media filter box with filter. The existing electrical disconnect, breaker, and circuit may be reused if they meet manufacturer requirements. The amendment confirms that new R-32 refrigerant is required; compressors may be rotary, swing, or scroll type; and Idaho-licensed HVAC contractors and Idaho electrical credentials are acceptable for this federal facility project. A new thermostat is mandatory, and the contractor must provide best commercial warranty available with one-year labor coverage. The Davis-Bacon Act applies with applicable wage determinations for Malheur County, Oregon. The acquisition is below $25,000, so bid bonds are not required; however, performance and payment bonds are not required if proposals are below $35,000. The prime contractor must maintain liability insurance naming both the contractor and the United States of America as named insureds. Similar project experience must be from the contractor submitting the proposal, not from subcontractors.

HVAC REPAIR JV RESOURCE, JORDAN VALLEY OREGON

The purpose of this amendment is to answer questions submitted by interested contractors.

Period of Performance: 10/30/2026 to

11/30/2026

140L4326Q0127 HVAC Repair Jordon Valley, Oregon

Questions and Answers

1. Please confirm the replacement refrigerant/equipment requirement. C.5.1 refers to removing R-22, C.5.2 calls for R-32, and C.2.3 includes discontinued-product wording. Should the quote include a complete new matched R-32 system and any necessary piping/code modifications?

a. Yes, the new system shall utilize R-32 refrigerant.

2. Does H.15.2 require performance and payment bonds for this procurement despite the stated under-$25,000 magnitude? If so, please confirm the required bond amounts.

a. A Bid Bond is not required. The magnitude of this acquisition is Below $25,000.00. If your proposal submission is below $35,000.00, performance and payment bonds are not required according to FAR 52.228-13 and FAR 52.228-15. Contractors are reminded that any amount awarded over $35,000 according to FAR 52.228-13 requires submission of a Payment Bond.

According to FAR 52.228-15 any amount over $150,000.00 requires both payment and performance bonds. If the thresholds in FAR 52.228-13 and FAR 52.228-15 are met, then bonds are due no later than 10 calendar days after award.

3. May the two similar projects be those of our named installation subcontractor, with its role clearly identified? Are there specific prime self-performance requirements we should address?

a. No, the “similar projects” must be the relevant experience of the contractor submitting the proposal. If the contractor submitting the proposal was the prime contractor or subcontractor on the project, you may use that as your relevant experience and clarify if you served as prime contractor or subcontractor. You may not use the relevant experience of another contractor. You must have served as the prime contractor or subcontractor on the project.

4. COI: We would like to know if the subcontractor's insurance would satisfy the requirement, or is it mandatory for the prime to hold a COI.

a. The subcontractor’s insurance does not satisfy the requirement. The Prime Contractor must have liability insurance. According to DIAR 1452.228-70 (a) “The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America.” For more details on the requirements for the liability insurance review 1452.228-70 in full text in the solicitation.

5. Could you please provide the full-size project drawings, HVAC plans, equipment layout, and any specification or drawing attachments referenced in Section C of the solicitation?

a. Yes, there is a site plan and HVAC dwg.

6. Refrigerant Line Set: The specifications do not address the existing refrigerant line set.

Because the system is converting from R-22 to R-32, should offerors price a new line set, or reuse and flush the existing line set?

a. Yes, new refrigerant line sets shall be used in new system.

7. Refrigerant (C.2.3): The specification states that recycled or recovered refrigerant is acceptable because the product is no longer in production. Since the new equipment will be charged with R-32, which is currently manufactured, please confirm that new R-32 refrigerant is acceptable and expected.

a. Yes, new R-32 refrigerant is acceptable and expected.

8. Existing Equipment Data: Can the Government provide the make, model, and serial numbers of the existing condenser and air handler, along with photos of the indoor unit location and electrical disconnect?

a. Please see attached images.

9. We are considering an Idaho-licensed HVAC subcontractor for the Jordan Valley

Guard Station HVAC replacement. Could you please clarify whether the subcontractor must hold an active Oregon Construction Contractors Board (CCB) license to perform this work, or whether any exemption applies because the work is being performed at a federal facility?

a. Licensed contractors in Idaho is acceptable.

10. Please also confirm whether the electrical disconnection and reconnection must be performed by personnel holding applicable Oregon electrical licenses, or whether Idaho credentials are acceptable for this project.

a. Idaho credentials are acceptable.

11. Q1. Would you be able to provide us with sufficient on-site photos showing the existing HVAC equipment, installation conditions, connections, surrounding work area, and any other relevant details? Q2. Since the October 7 site visit has passed, can the Government provide photos and nameplate data (make, model, tonnage) of the existing indoor and outdoor units? Alternatively, is another site visit possible?

a. Q1, yes. Q2, another site visit would be possible at the end of October.

12. The Section C page header reads "HVAC Compressor Replacement," and C.5.1 and the Section J attachment refer to compressor removal and a unit that needs a compressor replacement, while C.1.1, C.2, and C.5.2 describe removing and replacing the 2.5-ton heat pump, heat pump condenser, and air handler. Please confirm that the requirement is a full heat pump system replacement (outdoor unit and air handler), not a compressor replacement only.

a. Yes, a full system replacement is required for an indoor and outdoor until.

13. If available, please provide the make, model, and tonnage (and nameplate airflow, if known) of the existing outdoor unit and air handler.

a. Please see attached images.

14. The solicitation calls for a 2.5-ton heat pump system with a single-stage rotary compressor, 30,000 BTU cooling, and 30,000 BTU heating, along with an air handler.

Would the procurement office consider an inverter heat pump with an electric air handler and backup heat strips for when the heat pump isn’t as efficient below -10 degrees. Please confirm whether this would be acceptable, or if the quoted equipment must strictly be single stage as specified.

a. New system shall have auxiliary and or backup heat electric strips.

15. The SOW document calls for a rotary compressor in the replacement condensing unit. Will a condensing unit with a swing compressor be an acceptable substitution?

a. Yes, compressor can be swing or scroll.

16. Will R454B refrigerant equipment be considered compatible with R-32 requirement listed in the SOW document?

a. No.

17. Is the existing refrigerant line-set able to be re-used with the new equipment provided the line-set is flushed and pressure tested before re-use?

a. No.

18. Is there electric heat strips present in the existing air handler?

a. Yes.

19. Q1. Is R-454a a suitable refrigerant in place of R-32? (Daikin, Amana, and Goodman use R32. Most other brands i.e. Carrier, Bryant, Lennox, Trane, York use R-454b) Q2.

Refrigerant (C.2.3 and C.5.1): The existing system uses R-22, and the new system is to be charged with R-32. C.2.3 says recycled or recovered refrigerant is acceptable because the product is no longer in production. Please confirm that the intent is a new R-32 system charged with new R-32 refrigerant, and that the recycled-refrigerant note refers to R-22.

a. Q1, No. Q2, yes the intent is to have a new R-32 system.

20. Air filtration - none is specified. Is there a filter in the return grill? Will we provide a media filter box and media filter with the installation?

a. Yes media filter box and filter shall be provided. Contractor shall ensure new media filter box and filter will fit air handler location prior to installation.

21. Thermostat - no thermostat replacement is specified. Is that correct? And if not, are there any specific requirements for a new thermostat?

a. A new thermostat is required. New thermostat shall be heat pump thermostat with backup/auxiliary heat capabilities.

22. Warranty terms - Due to the travel distance of this project, I want to clarify that a trip-charge (ours is $275 to Jordan Valley) is not included in the terms of the parts and labor warranty.

a. Warranty shall be best commercial warranty available with one year including labor warranty.

23. Refrigerant Lines - Replacement of refrigerant lines is not specified. Is flush and pressure testing sufficient or is it expected that the refrigerant lines will be replaced?

a. Refrigerant lines are to be replaced.

24. If we use RLS press fittings exclusively on refrigerant line connections, with no brazing, welding, or other open-flame work, can we be exempted from the three-hour fire watch and firefighting equipment requirements?

a. No.

25. I want to confirm that the bid will be delivered to you via this same e-mail address. Is that acceptable?

a. Please see instructions for the submission of proposals in Section L of the solicitation.

26. Could you please confirm the required kW capacity for the backup electric heat to be installed in the AHU?

a. 10.

27. Could you confirm the building classification for this specific unit? Specifically, is it a single-family residence or crew housing? Does it allow the work to be filed under the residential minor label program?

a. Crew housing and yes work can be filed under the residential minor label program.

28. Is the scroll compressor acceptable for this requirement?

a. Yes.

29. Equipment (C.1.1 and C.2): Please confirm the scope is one 2.5-ton split heat pump system: one outdoor heat pump condensing unit (30,000 BTU) and one indoor multi-poise air handler. Or are separate additional units required?

a. No other units are required.

30. Line set: Should the refrigerant line set be replaced with the equipment, or may the existing lines be flushed and reused if they are compatible with R-32? Please provide the approximate line set length and the location of the indoor and outdoor units.

a. Refrigerant lines are to be replaced. Approximate line set length is 50’.

31. Electrical: May the existing disconnect, breaker and circuit be reused if they meet the new equipment's requirements, or should new electrical work be included?

a. Yes, existing electrical can be used if they meet manufacturers’ electrical requirements.

32. Wages: The solicitation includes both Davis-Bacon (52.222-6) and Service Contract Labor Standards clauses. Please confirm which applies and provide the applicable wage determination for Malheur County, Oregon.

a. The Davis-Bacon Act applies. The Wage Determination is attached to solicitation.

33. Thermostat and condensate: Should a new thermostat and condensate line or pump be included?

a. New thermostat is required.
