About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for water quality sample analysis services. The solicitation (1401.4326Q0124) is issued by the BLM OR-ST OFC PROC MGMT BR in Portland, Oregon, for analytical laboratory services supporting the AREMP Program. Amendment P00004, effective October 16, 2026, corrects the solicitation closing window to October 21, 2026 at 2:00 PM PT as originally established in Amendment P00002. The requirement involves analyzing 165 water quality samples collected from 28 specified creek and river locations across Oregon for Total Nitrogen and Total Phosphorus using Lachat QuikChem methods (10-107-04-4-B and 10-115-01-4-B) or equivalent methods. The contractor must provide samples in a single 60-75 mL bottle, deliver analytical results within 60 days of receipt, and obtain Government approval (mark.raggon@usda.gov) if proposing alternative methods such as SM 4500 with documented equivalency data. Samples will be provided frozen and may be thawed prior to analysis. The contract period of performance runs from October 31, 2026 through March 31, 2027, with one-time sample delivery anticipated.

Contractors must acknowledge receipt of this amendment prior to the October 21, 2026 closing time through completion of offer items or separate written communication referencing the solicitation and amendment numbers. The Government requires submission of complete analytical method descriptions, comparative performance data across relevant matrices, method detection limit studies compliant with 40 CFR 136.6, quality control procedures, matrix applicability documentation, validation study plans, and equivalency justification if alternative methods are proposed. The NAICS code for this procurement is 541715. No set-asides, special contract vehicles, or pricing templates are specified in this amendment documentation.

A. Yes.

Q. Which accreditation standard does the work need to be completed under?

A. Standard Operating Procedure for the

Persulfate Digestion of Freshwater and the

Determination of Total Nitrogen and Total

Phosphorus by Flow Injection Analysis (FIA).

Associated analytical methods referenced in the required SOP:

Lachat QuikChem Method 10-107-04-4-B (Total

Nitrogen digestion/analysis)

Lachat QuikChem Method 10-115-01-4-B (Total

Phosphorus digestion/analysis)

(Nitrate-N determination)

QuikChem Method 10-115-01-1-B and EPA 365.1M

(Orthophosphate determination

Q. Could the Government please confirm the physical condition in which the 165 samples will be provided to the contractor and whether thawing or other preparation of frozen samples by the laboratory is permissible prior to analysis?

A. Thawing is permissible

Q. Please confirm whether documentation demonstrating equivalency for these specific methods may be submitted for Government evaluation and, if so, where that documentation should be submitted.

A. Yes, it can be submitted - send to mark.raggon@usda.gov

Q. Will separate sample bottles be provided for

Total Nitrogen (TN) and Total Phosphorus (TP) analysis, or will both analyses need to be performed from a single 60¿75 mL sample bottle?

A. Single bottle

Q. The laboratory performs TN and TP using persulfate digestion under SM 4500 methods rather than the exact Lachat methods specified in the SOW. Amendment 0001 states that alternative methods may be considered if sufficient evidence of equivalency is provided.

Could you please advise what documentation the

Government would require to evaluate and

¿ Equivalency Justification

¿ Clearly state that performance meets or exceeds requirements and SOW criteria.

Amendment P00001 is issued to address questions and change the NAICS to 541715.

Q. Please confirm the anticipated number of samples per delivery or batch throughout the period of performance.

A. 165 samples

Q. Please clarify the anticipated sampling and delivery frequency. For example, should the contractor expect weekly, monthly, periodic, or one-time sample deliveries?

Q. Could you confirm whether a lab using this

SM 4500-based approach for Total Nitrogen

(rather than the exact method specified, if different) would be acceptable for this requirement, or whether strict adherence to the specified method is required?

Q. Strict adherence to the specified method is the default expectation. Use of an alternative method such as SM 4500 for Total Nitrogen may be acceptable only if the laboratory provides sufficient evidence that the method yields results equivalent to the specified Lachat/EPA methods and the Government formally approves the equivalency. If your laboratory wishes to pursue this option, please submit documentation demonstrating equivalency so it can be evaluated.
