About this file
This is Amendment P00002 to a federal solicitation for water quality laboratory analysis services issued by the Bureau of Land Management (BLM) Procurement Management Branch in Portland, Oregon. The amendment extends the quotation submission deadline to October 21, 2026, at 2:00 PM PT and addresses contractor questions regarding analytical method requirements and sample specifications.
The solicitation requires laboratory analysis of 165 water quality samples for the AREMP (Aquatic Resource Evaluation and Monitoring Program) with a period of performance from October 31, 2026, to March 31, 2027. The work involves total nitrogen and total phosphorus determination using persulfate digestion and flow injection analysis methods, specifically referencing Lachat QuikChem Methods 10-107-04-4-B and 10-115-01-4-B, along with supporting EPA methods. Samples will be delivered one-time and must be analyzed within a 60-day turnaround from receipt. The government confirmed that samples will be provided in a single 60-75 mL bottle, thawing of frozen samples is permissible, and strict adherence to specified methods is required as the default expectation. Alternative methods such as SM 4500 may be considered only with documented equivalency evidence submitted to mark.raggon@usda.gov for formal government approval. The NAICS code for this requirement is 541715.

Amendment P00002 is issued to address questions and extend the quotation window through
10/21/2026 at 2PM PT.
Q. One of the laboratories we are working with asked whether the Government would like the
SOPs for the proposed analytical methods prior to submission of the quote.
A. Yes.
Q. Which accreditation standard does the work need to be completed under?
A. Standard Operating Procedure for the
Persulfate Digestion of Freshwater and the
Determination of Total Nitrogen and Total
Phosphorus by Flow Injection Analysis (FIA).
Associated analytical methods referenced in the required SOP:
Lachat QuikChem Method 10-107-04-4-B (Total
Nitrogen digestion/analysis)
Lachat QuikChem Method 10-115-01-4-B (Total
Phosphorus digestion/analysis)
Ameel 1993 (basis for alkaline persulfate digestion)
QuikChem Method 10-107-04-1-C and EPA 353.2M
(Nitrate-N determination)
QuikChem Method 10-115-01-1-B and EPA 365.1M
(Orthophosphate determination
Q. Could the Government please confirm the physical condition in which the 165 samples will be provided to the contractor and whether thawing or other preparation of frozen samples by the laboratory is permissible prior to analysis?
A. Thawing is permissible
Q. Please confirm whether documentation demonstrating equivalency for these specific methods may be submitted for Government evaluation and, if so, where that documentation should be submitted.
A. Yes, it can be submitted - send to mark.raggon@usda.gov
Q. Will separate sample bottles be provided for
Total Nitrogen (TN) and Total Phosphorus (TP) analysis, or will both analyses need to be performed from a single 60¿75 mL sample bottle?
A. Single bottle
Q. The laboratory performs TN and TP using

(C) persulfate digestion under SM 4500 methods rather than the exact Lachat methods specified in the SOW. Amendment 0001 states that alternative methods may be considered if sufficient evidence of equivalency is provided.
Could you please advise what documentation the
Government would require to evaluate and approve an alternative method?
A. ¿ Complete Method Description
¿ Detailed steps, reagents, instrumentation, digestion parameters, analysis technique, alignment with SM¿4500 and Lachat.
¿ Comparative Performance Data
¿Side-by-side studies (replicate analyses) comparing SM¿4500 vs. Lachat across relevant matrices.
¿Including precision, accuracy, detection limits, linear range, bias.
¿ Quality Control and Method Detection Limit
(MDL)
¿ MDL studies per 40¿CFR¿136.6 (e.g., four replicates mid-level standard, blank/ LCS/ matrix spikes, routine QC).
¿ Ongoing QC plan: Method blanks, mid-level
LCS, matrix spikes, calibration verification, control charts. [ecfr.gov], [epa.gov]
¿ Matrix Applicability & Interferences
¿ List sample types intended (wastewater, surface water, digested sludge).
¿ Document potential interferences and corrective actions.
¿ Validation Study Plan and Final Report
(especially for ATP)
¿ QAPP-style plan detailing matrix types, sample counts, acceptance criteria.
¿ Final report with data, statistical assessments, deviation logs, conclusions.
[epa.gov], [nepis.epa.gov]
¿ Equivalency Justification
¿ Clearly state that performance meets or exceeds requirements and SOW criteria.
Amendment P00001 is issued to address questions and change the NAICS to 541715.

Q. Please clarify the anticipated sampling and delivery frequency. For example, should the contractor expect weekly, monthly, periodic, or one-time sample deliveries?
A. One-time delivery
Q. Please confirm the required laboratory turnaround time from receipt of the samples to delivery of analytical results.
A. 60 days
Q. Could you confirm whether a lab using this
SM 4500-based approach for Total Nitrogen
(rather than the exact method specified, if different) would be acceptable for this requirement, or whether strict adherence to the specified method is required?
Q. Strict adherence to the specified method is the default expectation. Use of an alternative method such as SM 4500 for Total Nitrogen may be acceptable only if the laboratory provides sufficient evidence that the method yields results equivalent to the specified Lachat/EPA methods and the Government formally approves the equivalency. If your laboratory wishes to pursue this option, please submit documentation demonstrating equivalency so it can be evaluated.
