About this file

This is a Questions and Answers document for solicitation 140L4326Q0119, issued by the Department of the Interior Bureau of Land Management Oregon-Washington on September 4, 2026, addressing clarifications on steel supplies procurement requirements.

The document addresses material specifications and packaging requirements for three line items. Item 1 consists of A36 2" x 2" x 3/16" square tubing (ASTM A500 acceptable as substitute), packaged in bundles not exceeding 49 pieces of 20-foot lengths with a tolerance of ±1/16", to be cut to specification rather than supplied at mill length. Item 2 specifies 5/8" cold-rolled round (CRR) material in bundles not exceeding 101 pieces of 19 feet 11.75 inches with the same tolerance and cutting requirements. Item 3 requires 1/8" x 1.75" x 1.75" square flat pieces (11-gauge carbon steel acceptable as substitute) with ±1/16" tolerance on all dimensions, packaged in wooden boxes, steel pails with wire bail handles, or UV-resistant heavy-duty plastic pails. Items 1 and 2 must be shipped on open flatbed trailers resting on 4" x 4" or larger stickers for forklift offloading. The contractor may split delivery into multiple shipments. All materials must be cut to specified lengths rather than quoted at mill length.

140L4326Q0119 Questions and Answers 9/4/2026

1. Item 1 specifies A36 2" x 2" x 3/16" square tube. A36 is not the standard specification for structural tubing. Would ASTM A500 square tubing be acceptable?

a. Yes

2. Item 3 specifies A36 1/8" x 1.75" x 1.75" pieces. Would 11-gauge CS-B material be acceptable in lieu of 1/8" A36?

a. Yes

3. Regarding item 3, could you please confirm whether the item refers to a square flat piece?

a. Yes, it is a square flat piece.

4. We also noticed that the specification includes a tolerance of ±1/16". Could you please confirm whether this tolerance applies to all dimensions of item 3?

a. Yes, it does apply to all dimensions.

5. Can delivery be split up into multiple shipments?

a. Yes.

6. On the packaging, is any special type needed or can the contractor band the material together by product, for instance banded to wooden 4x4"s for forklift unload?

a. Band the material together by product. Package item 1, 2x2 tubing, bundles no greater than (49) 20' long sticks per banded bundle. Package item 2, 5/8" crr, bundles no greater than (101) 20' long sticks per banded bundle. Package item 3, in wooden box, steel pail with wire bail handle, or uv resistant heavy duty plastic pail with wire bail handle. Ship items 1 & 2 on open flatbed trailer resting on 4"x4" or larger stickers to facilitate offloading with forklift.

7. Is it acceptable to quote the mill lengths or do you need these cut back to size?

a. No, need them cut to size. ITEM 1, 2X2 TUBING: 20' LONG +/- 1/16". ITEM 2, 5/8" CRR: 19' 11.75" LONG +/- 1/16"
