About this file

This is a Questions and Answers document clarifying requirements for the Lower Deschutes Developed Recreation Site Maintenance contract (Solicitation 140L4326Q0050) issued by the Department of the Interior Bureau of Land Management Oregon-Washington.

The document addresses key operational and contractual clarifications. The Government will furnish toilet paper, cleaning supplies, and personal protective equipment, while contractors must provide additional equipment such as pressure washers. Work is scheduled for a May 1 through October 31 season with a base requirement of 26 trips per year (once-weekly service) plus an option for 16 additional trips (twice-weekly service in May through August) for a total of 42 trips, with each trip requiring approximately 10 hours of labor by one employee. All work must use BioPreferred disinfectants on high-touch surfaces at 19 recreation sites and 31 vault/pit toilets. Saturday is an authorized work day and the preferred day of service due to higher weekend demand. All garbage must be packed out and disposed at dumpsters located at the Bakeoven Work Site in Maupin at no charge to the contractor. Past performance evaluation requires three references, with experience specifically in outdoor recreation site maintenance or vault toilet servicing evaluated more favorably than commercial janitorial references. The incumbent contractor is Technologies Link Business and Services Corporation. Insurance requirements are governed by FAR 52.212-4(q) and applicable federal, state, and local laws, with the Government not ordinarily concerned with contractor insurance coverage for fixed-price contracts.

1. Section 3.0 (Contractor-Furnished Items) lists cleaning supplies, personal protective equipment, and toilet paper as contractor-furnished. However, Section 4.0 (Government-Furnished Property) states the Government will furnish toilet paper, cleaning supplies, and PPE. Please clarify which party is responsible for furnishing these items, as it directly impacts our pricing.

a. Government will furnish toilet paper, cleaning supplies, and PPE. Additional equipment, such as pressure washers, need to be purchased by the contractor.

2. Sections 5.3 references a "federally approved disinfectant as described in 8.0 below." We do not find a Section 8.0 within Section C of the solicitation. Can you provide the disinfectant specifications or approved products list referenced?

a. Section H8.0 added. Statement of work now states: “Use a BioPreferred disinfectant as described in H8.0 on all high touch surfaces including doors, door handles, handrails (inside and out), riser lid, toilet seat (top and bottom) and riser base.”

3. Section H.3.0 states no work will be done on Saturday unless authorized by the COR. Section C.5.1 lists Saturday as a preferred day of service. Is Saturday an authorized work day under this contract, or is separate COR approval required?

a. Saturday is an authorized work day. Saturday is a preferred day of service as weekends are busier and the need for service is greater.

4. Section B specifies a quantity of 82 trips per year. With a once-per-week schedule over a May 1 – October 31 season (~26 weeks), how is the quantity of 82 trips derived? Additionally, if the Government elects the Option 2 twice-per-week schedule (Section C.5.1), does the 82-trip quantity increase, or does it remain fixed?

a. Number has been revised to 42.

The number of trips for a once-per-week schedule should be 26, and twice per week for four months (16 additional trips) would be 40 trips total:

1 Employee @ 1 Trip/week (26 weeks) May through October (26 Trips) 1 Trip will take 1 day ~ 10 hours each

1 Employee @ 2 Trips/week May through August (16 Additional Trips) 1 Trip will take 1 days ~ 10 hours each

5. Section 5.2 references "the Lower Deschutes Developed Recreation Site Maintenance Table which is attached to this document." This table does not appear to be included among the three attachments available on SAM.gov. Can you provide the site maintenance table listing the 19 recreation sites and 31 vault/pit toilets?

a. See Lower Deschutes Developed Recreation Sites Table attachment.

6. Section 5.3 directs all garbage to be packed out and disposed of in dumpsters at the Bakeoven Work Site in Maupin. Are these dumpsters available to the contractor at no charge, or is there a disposal fee?

a. Dumpsters are available to the contractor at no charge.

7. For Evaluation Factor 1 (Past Performance), Section L.2.1 requests projects of "similar scope and magnitude." Will commercial janitorial references — such as apartment complexes, office buildings, and community centers — be considered similar in scope, or does the Government require experience specifically in outdoor recreation site maintenance or vault toilet servicing?

a. Experience specifically in outdoor recreation site maintenance or vault toilet servicing would be evaluated more favorably.

8. How many past performance references should offerors provide?

a. Three

9. What is the relative importance of Evaluation Factor 1 (Past Performance) and Evaluation Factor 2 (Price)?

a. Under Simplified Acquisition Procedures, solicitations are not required to state the relative importance assigned to each evaluation factor.

10. Is there an incumbent contractor for this requirement?

a. Technologies Link Business and Services Corporation

11. Are there any insurance requirements for this contract (general liability, commercial automobile, workers compensation) beyond the FAR clauses incorporated by reference in Section I?

a. The Government is not ordinarily concerned with the contractor’s insurance coverage if the contract is a fixed-price contract. However, FAR 52.212-4(q) states: “The Contractor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this contract.”
