About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Northwest Oregon District Office Annual Fire Extinguisher Servicing Service. The amendment, numbered 0001 and effective 07/10/2025, provides responses to vendor questions for Solicitation #140L4325Q0086. The contract covers fire extinguisher servicing across six BLM locations in Oregon, including offices in Salem, Springfield, Tillamook, Molalla, Delta, and Willamina.
Key details include a period of performance from 08/01/2025 to 12/31/2028. The solicitation is a new district-wide effort to consolidate fire extinguisher servicing, though individual locations have previously undergone annual servicing by independent vendors. Noteworthy responses to vendor questions reveal that the exact number and type of fire extinguishers are not predetermined, and vendors are instructed to provide pricing for a 5 lb. 2A: 10B:C fire extinguisher if servicing costs exceed replacement. The Bureau of Land Management (BLM) Oregon-Washington is the contracting agency, and the solicitation's point of contact is Kevin J. Cochran.

Questions with responses received for Solicitation # 140L4325Q0086 NWOD Fire Extinguisher Annual Servicing
1. QUESTION: Could you please confirm the exact number, size, and type of fire extinguishers across all sites?
RESPONSE: Currently, the fire extinguishers are actively being used in various vehicles, buildings, and outstations. Collecting information on their locations would require significant effort and would disrupt daily BLM operations.
2. QUESTION: Can you provide a list or the number of the specific service locations?
RESPONSE: See the six service locations listed below.
1. BLM Salem District Office 1717 Fabery Road SE Salem, OR 97306
2. BLM Springfield Interagency Office 3106 Pierce Parkway, Suite E Springfield, OR 97477
3. BLM Tillamook Field Office – Temporary Office Location 6 6275 Blimp Blvd.
Tillamook, OR. 97141
4. BLM Molalla Shop 32691 S. Mathias Road Statement of Work 2 Molalla, OR 97038
5. BLM Delta Shop 3040 N. Delta Hwy Eugene, OR 97408
6. BLM Willamina Shop 520 NE Main Willamina, OR 97396 (Note: Servicing at Tillamook was completed in 2025 and is not required until 2026.)
3. QUESTION: Do you have historical data on how many extinguishers typically require recharging or hydrostatic testing?
RESPONSE: No, typically, each location underwent independent servicing, and some invoices were missing specific servicing details, such as the type of individual service provided.
4. Is this a new or a follow-on effort?
RESPONSE: The district-wide effort to consolidate the servicing of fire extinguishers is new; however, each individual location has been undergoing annual servicing on a regular schedule by independent servicing vendors.
5. If so, are you able to provide the incumbent contractor’s name and contract number?
RESPONSE: no.
6. If the cost to test, inspect, and recertify an extinguisher exceeds the price of a new extinguisher, how should we price this?
RESPONSE: Provide the cost of a 5 lb. 2A: 10B:C fire extinguisher.
7. Additional question: Is there a predecessor? If so, could please provide the contract number.
RESPONSE: There is no predecessor as this is a new requirement to combine annual fire extinguisher servicing in the Northwest Oregon District.
