About this file

This is Amendment 0003 to solicitation #140L4325Q0004 for Janitorial Services at the Yaquina Head Outstanding Natural Area (YHONA), issued by the BLM Oregon State Office. The amendment provides responses to 9 contractor questions and includes a PDF version of the Interpretive Center floor plan.

Key clarifications from the Q&A include: background check timing will be flexible with supervised work permitted during processing; window cleaning excludes staff offices and work rooms; contractors must determine their own staffing levels to complete tasks within specified timeframes; Room 103 will be provided as shared storage space; early cleaning is permitted on holidays but not for yearly floor maintenance; and the Statement of Work has been updated from previous contracts. The period of performance is 04/01/2025 to 03/31/2030. The yearly ceramic tile floor maintenance for rooms 104-106 must be performed on the 4th Wednesday in November, with contractors free to determine their own process as long as the specified sweeping, mopping, scrubbing, stripping and sealing tasks are completed.

QUESTION RECEIVED FOR REQUEST FOR QUOTE # 140L4325Q0004 WITH AGENCY RESPONSES

1. QUESTION: How long for background checks?

RESPONSE: There is no pre-determined amount of time it will take to get the background check complete; however, we will work with the awarded contractor to develop supervised timeframes for them to complete the building tasks until the background checks have been completed.

2. QUESTION: Are the windows in the offices apart of the requirement?

RESPONSE: No, please pay close attention to the building layout print with room numbers to compare with the requirements. The windows in offices and the work room are not included in the requirement for window cleaning.

3. QUESTION: How many cleaners has it taken per night for the past contractors to complete the tasks?

RESPONSE: The requirement and Statement of Work is different than it was in the past and we don't require a certain number of workers. We only focus on whether the tasks were completed. Therefore, you will need to determine yourselves what it would take to complete in the allotted work hour timeframes.

4. QUESTION: Is there a room dedicated for storage of supplies and equipment?

RESPONSE: Yes Room 103 as it states in Section C.4.1 of the Statement of Work is a shared space that has a floor sink and storage area for utilization.

5. QUESTION: Would it be possible to come in early to start cleaning and completing the ceramic floors for the yearly services C.5.3 and on Thanksgiving Day and Christmas day?

RESPONSE: For C.5.3 the yearly stripping and sealing of the floors would not be able to be completed early because the Interpretive Center would be open to the public during that day.

However, with coordination between the contractor and the COR the contractor would be able to be permitted to start cleaning early on Thanksgiving Day and Christmas day due to the Interpretive Center being closed to the public on those days and having limited staff working those days.

6. QUESTION: Are the specifications for tasks the same as they were in the previous contract?

RESPONSE: No, the Statement of Work has been changed and updated from the current contract in place.

7. QUESTION: Are we required to clean the inside windows in the staff offices?

RESPONSE: No as referred to by room numbers in C.5.2.1 the windows mentioned due not include the windows in staff offices.

8. QUESTION: A digital copy of the floor plan is requested to see the room numbers better as they are blurry in the solicitation.

RESPONSE: A PDF version of the floor plan is included with this amendment response for all to review.

9. QUESTION: A step by step process was asked for that the agency would like done for the tile floors in C.5.3.1?

RESPONSE: Please refer to section C.5.3.1 which states to “Sweep, mop, scrub, strip and apply sealer on ceramic tile floors once per year on the 4th Wednesday in November in rooms 104, 105, and 106.” The process, steps, and equipment to use is not specified so long as the task is completed.
