Amendment 002 to Solicitation 140L4324Q0138, Vale Seasonal Housing, modifies the solicitation as follows:
1. Releases Vendor Question and Answers Part 2 (Attachment 1)
2. Changes the due date of quotations to 2:00 pm PDT, Tuesday July 30, 2024.
Please follow the instructions on page 53 of the original solicitation for submitting quotations.

Amendment 0002: Attachment 2 Vendor Questions and Answers Part 2
1. On page 4 of the requirements it states two double occupancy units or 4 singular rooms for 4 seasonal employees. We would be able to house the 4 occupants in a 3 bedroom house?
a. Yes, we would accept a 3 bedroom house, as long as it fits within the requirements stated in the SOW.
2. Is there a quantity of bathrooms you are wanting? Would one bathroom work for all 4 occupants?
a. We would accept a single bathroom house/apartment and would require a bathroom in the room if it was a hotel/motel. See C.2.2 for further requirements.
3. If the housing provided is a house/apartment, the only requirements are listed under C.2.2. No furniture (beds, sofas, dressers, tables ...), no utensils (Kitchens utensils, pots, pans), no linens are expected to be provided. The contractor just needs to provide what is listed under C.2.2. In other words the house/apartment would be considered "Not furnished". Am I understanding the requirements correctly?
a. Yes, that is correct.
4. Does the Government intend to furnish units for all items not listed in C.2.2 if the apartment/house units offered by the contractor are not furnished?
a. Correct. The Government will furnish those items not listed within C.2.2 House/Apartment.
5. There is two locations on this Solicitation, if we are not able to propose on both will our proposal not be considered?
a. Companies may submit quotes for either location or for both. See the “Services and Prices” section. “Multiple awards may be considered. Interested vendors may quote on Items 0001-0005, Items 0006-0010, or All Items, 0001-0010.”
6. What is the turnaround time for a decision?
a. Although we do our best to evaluate and award as soon as possible after the close date of a solicitation, the time it may take to reach an award can vary due to many factors. We intend to award prior to the start date of 09/01/2024.
7. If the home gets rented from the time we propose to [the time of award] will we be able to provide an alternative at the same price as the original bid?
a. The awardee is expected to comply with the terms and conditions on the firm fixed price contract.
8. Is the parking requirement two spaces per unit? If we offer two units, that's a total of 4 spaces, correct?
a. Each location will need parking accommodations for 4, to account for four employees at each residence.
b. See, C.4.0 Other Requirements: Parking accommodations will be required for four vehicles when employees are in residence at the establishment.

9. Some apartments require a background check for all occupants. Will the Government provide the necessary documents to authorize this? Or, Is the expectation that the background investigation already conducted by the government will suffice for the background check?
a. The expectation is that the background investigation has already been conducted by the government. This contract is between the Government and the Vendor, not the employee and the vendor.
10. Is it preferred for all tenants to be at the same location, or can they be split between locations within the proximity requirements?
a. See Updated SOW C.1.3: Vendors may submit multiple units that will fit as little as 2 occupants, as long as the total amount of units submitted meets the required amount of space for each line item.
11. I am asking for further clarification from the amended document regarding #7 [Amendment 0001 Vendor Question and Answers Part 1]. It states that this solicitation does not qualify for the GSA per diem rate. Can you clarify that answer. Is the agency willing to pay more than the GSA rate?
a. According to GSA.gov, “Per diem is an allowance for lodging, meals, and incidental expenses. The U.S. General Services Administration (GSA) establishes the per diem reimbursement rates that federal agencies use to reimburse their employees for subsistence expenses incurred while on official travel within the continental U.S.
(CONUS), which includes the 48 contiguous states and the District of Columbia.”

b. Per Diem rates are for reimbursing federal employees while travelling. This contract is to procure the services of a company that provides rental housing.
12. The lodging units requested for this project specify they are for seasonal employees. Do you plan to rotate employees throughout the year? If so, is the Contractor responsible for cleaning during turnover? How many turnovers are expected, and will advance notice be provided for these turnovers?
a. See Amendment 0001, Vendor Q&A, Questions 1, 2, and 3.
13. How many different tenants are expected to occupy the unit in any given year?
a. A maximum of 4 employees will occupy each unit, at each location, at a time. The number of different/individual employees rotating through may vary.
14. Is there a Standard Form 18 or 1449 that will be submitted with the RFQ?
a. No, please see section L.2.0, Quotation Instructions for the format and content of the quotation (page 53 of the original solicitation).
