Amendment 001 to Solicitation 140L4324Q0138, Vale Seasonal Housing, modifies the solicitation as follows:

1. Releases current vendor questions and answers (Attachment 1)

2. Corrects part of the Statement of Work (Attachment 2), see highlighted correction.

This amendment does not change the due date of the quotations.

Amendment 0001: Attachment 1

Vendor Questions and Answers Part 1

1. Will the same tenants be in residence for the entire term?

a. No, seasonal employees will likely rotate throughout each term.

2. Will the unit require cleaning and turnovers? At what rate?

a. No, the Government Occupants are responsible for maintaining a clean and healthy environment. This cleaning includes washing of linens, vacuuming/sweeping the living area, keeping dishes washed and put away, etc. If further cleaning than regular maintenance is required, the vendor and the Government can discuss options to clean.

3. Do the units require regular cleanings of linens, bathrooms, etc?

a. See Statement of Work Section C.2.0 for the requirements. The only type of housing that requires cleaning of linens, bathrooms, etc is the Hotel-Motel. C.2.1, Hotel-Motel requires twice weekly maid service, to include change of bed linens and towels. House or

Apartment it is the occupants duty to maintain their linens and towels.

b. Maintenance such as exterior landscaping and interior maintenance (related to normal wear and tear) is to be included.

4. Is there an incumbent? If so, what is their name and the contract number?

a. No, there is no incumbent, this is a new requirement.

5. Could you please clarify the sentence in Section C.1.3 Tasks: “Multiple units to house the maximum of two people at a time is permitted.”?

a. This sentence has been removed from the SOW and replaced with the following:

“Vendors may submit multiple units that will fit as little as 2 occupants, as long as the total amount of units submitted meets the required amount of space for each Line Item.”

b. See updated SOW, Attachment 2.

6. If the housing provided for Vale Housing and/or Baker Housing is a 2 bedroom house or a 2 bedroom apartment, is it acceptable if each bedroom is furnished with 2 twin beds. (1 for each seasonal worker, total of 4 twin beds)

a. Requirements for House/Apartment are listed in Statement of Work Section C.2.2. No beds need to be furnished if providing a house/apartment.

7. Does this solicitation qualify for the GSA per diem rate?

a. No, it does not.

8. Will the Vale Housing and/or Baker Housing be co-ed?

a. Yes.

9. If the housing provided for Vale Housing and/or Baker Housing is a house or an apartment, do you need the housing fully furnished or partially furnished?

a. Requirements for House/Apartment are listed in Statement of Work Section C.2.2.

10. If the housing provided for Vale Housing and/or Baker Housing is a house or an apartment, please confirm that no TV is needed.

a. Requirements for House/Apartment are listed in Statement of Work Section C.2.2. A TV is not listed within these requirements.

11. Upon award will the names of the occupants be provided? If so, can you provide a target date or date range in which the occupants list will be provided.

a. Please provide this request, and the reason behind it, with your quote package if it is necessary for occupancy. This contract is with the Federal Government, not the individuals that will be staying in the unit(s).

Emergency Seasonal Housing Statement of Work (SOW)

C.1.0 Objectives

Provide housing to meet BLM mission requirements for service to the public and/or protection of BLM assets and resources due to a lack of available and affordable housing in the area.

C.1.1 Scope

This would be for the purposes of providing seasonal housing for September 1, 2024 – August 31, 2025 with four option years.

C.1.2 Location

For Items 0001 – 0005: In or within 30 miles of the Vale District BLM Office, at:

Vale, Oregon 97918

For Items 0006 – 0010: In or within 50 miles of the Baker City BLM Field Office at:

3100 H Street

Baker City, Oregon 97814

C.1.3 Task

2024 Temporary Housing/Quarters/Lodging within 30 miles of the Vale District Office and 50 miles for the Baker Field Office.

At the Vale location, the Vale BLM District annual program requires two double occupancy units or four singular rooms for four (4) seasonal employees.

At the Baker City location, the Vale BLM District annual program requires two double occupancy units or four singular rooms for four (4) seasonal employees.

Multiple units to house the maximum of two people at a time will be considered.

Vendors may submit multiple units that will fit as little as 2 occupants, as long as the total amount of units submitted meets the required amount of space for each Line Item.

These temporary employees are needed to meet mission critical work in areas of range, archeology, recreation, fuels, wildland fire, botany, weeds, administration, and range. The employees may be gone for periods of time ranging from a few days to twenty-one days on field or fire assignments. The employees shall not be expected to check in and out during times of absence and may be leaving personal belongings in the room. All employees have undergone an extensive background investigation prior to being hired to work for the Federal Government.

Water/Sewer/Garbage will be invoiced directly into the monthly rent.

The residence can be a hotel, motel, house, apartment, or recreational vehicle as long as all requirements are met. Residence must meet all local, state, and federal health and safety requirements.

The government cannot pay a security deposit; however, when damage caused by employees is outside normal wear and tear, the contractor will work with the BLM for reimbursement.

C.2.0 Requirements

C.2.1 Requirements: Hotel-Motel

Each room is to include at a minimum.

The utilities (water, power, sewer, trash, wi-fi) are to be inclusive in the bid price..

Twice weekly maid service (to include change of bed linens and towels)

HVAC (able to use 24/7)

Bathroom (shower/toilet/sink)

TV

Phone

Micro-fridge

Microwave

1 to 2 Beds per room

Access to all amenities available.

C.2.2 Requirements: House-Apartment

Accommodations needed if it is a house or apartment.

The utilities (water, power, sewer, trash) except wi-fi are to be inclusive in the bid price.

Must be Wifi capable for immediate connection

Bedrooms: 2 - 4 (to allow double occupancy as needed) bedrooms

HVAC (able to use 24/7)

Bathroom (shower/toilet/sink)

Refrigerator/Freezer full size (1)

Microwave (1)

Stove/Oven (1)

Access to all amenities available.

All exterior landscaping and maintenance to be provided.

Interior maintenance related to normal wear and tear to be provided.

C2.3 Requirements: Recreational Vehicle, Space with Full Hookups

Accommodations needed if it is a recreational vehicle.

The utilities (water, power, sewer, trash) except wi-fi are to be inclusive in the bid price.

Must be Wifi capable for immediate connection

Bedrooms: 2 – 4 (to allow double occupancy as needed)

HVAC (able to use 24/7)

Bathroom (shower/toilet/sink)

Refrigerator/Freezer full size (1)

Microwave (1)

Stove/Oven (1)

Hookups for sewer, water, power

Access to all amenities available.

All exterior landscaping and maintenance to be provided.

Interior maintenance related to normal wear and tear to be provided.

C.4.0 Other Requirements

Parking accommodations will be required for four vehicles when employee(s) are “in residence” at the establishment.

The unit(s) must be Wi-Fi capable for immediate connection.

The contractor will be responsible for all interior and exterior maintenance and repairs and any required yard work.

Upon receipt of quotes, the BLM may request a site visit to the proposed facility to ensure it meets the minimum requirements.

C.3.0 Vale District Office Housing Policies

See Attachment 2, “Vale District Housing Rules and Regulations” for government rules and regulations.

If there are any additional rules and regulations that need to be adhered to by the employees, please submit these with your quote.
