About this file

This document contains an amendment to a solicitation for temporary seasonal housing by the Bureau of Land Management in Prineville, Oregon. The amendment provides additional vendor questions and answers regarding the scope of work. Key details include that the solicitation is for housing up to 8 employees rotating over a 12-month period in either apartments, houses, or recreational vehicles. The government will provide cleaning supplies for common areas, and vendors must provide parking for one vehicle per occupant. The pre-work conference between the contractor and contracting officer's representative will take place prior to tenants moving in. Vendors may submit multiple offers for different housing types. Double occupancy rooms must contain two twin beds of the same size. Itemized pricing is not required in responses.

Vendor Q&A Part 2

1) How many employees total are anticipated to rotate (for all units combined) during the 12-month lease?

a) The amount of employees will vary throughout the season; however, there will not be more than 2 people per bedroom.

2) When employees rotate, is Housekeeping of the bedrooms required by the Contractor – change of linens, towels, etc.?

a) If the respondent is a hotel/motel then housing keeping would be required as there is no means to clean said items provided by vendor.

b) If the respondent is a house-apartment or recreation vehicle, the tenants will be providing their own linens and towels, and cleaning will be the responsibility of the government.

3) In reference to C.3.2 Temporary Housing Policies paragraph 3 “Cleaning supplies for these common areas will be provided”: Is the Government or Contractor to supply cleaning supplies in units upon award?

a) The government will provide these.

4) In reference to C.3.2 Temporary Housing Policies paragraph 7 “One personal/private and one government vehicle per occupant is authorized to be parked on the premises”: Is the contractor expected to provide 16 parking spots for 8 employees, or 8 parking spots?

a) One vehicle space per person (8 spots). Off-street, on-street within a reasonable distance (a city block or less) or a combination of both is acceptable.

5) In reference to F.2.0 Progress Plan: When will the prework conference between the Contractor and COR take place? Can you please elaborate on the expectation of this plan?

a) The date will be dependent on the award timing; however, the “prework” conference will happen prior to tenants moving into the unit.

6) If required by the property, will employees complete a standard screening application upon move-in?

a) No.

7) Will the government accept multiple offer options from one contractor – with one offer for apartments/house, and another offer for hotel/motel?

a) Yes.

8) For the double-occupancy rooms is the expectation for beds a single king/queen bed in each room or two twin-sized beds in each room?

a) Two, twin-sized beds, and both beds should be the same size.

9) Regarding my quote do I need to itemize each expense and profit?

a) No. Please see Section L, Quotation Instructions, and Section M, Evaluation Factors for

Award, (pages 51-53). Quotation instructions are found within L.2.2, L.2.3, and L.2.4.
