Solicitation 140L4324Q0060: Amendment 0001 Attachment 1: Vendor Q&A Part 1

1. Some apartments require a background check of all occupants, will the US Government provide the necessary documents to authorize this or does the Government provide a waiver for employees?

a. The Federal Government conducts background checks as a part of our extensive screening process prior to hiring. As such no fees for background checks will be allowed in quotes.

2. The lodging units requested for this project specifically state for Seasonal employees, do you plan to rotate employees throughout the year? If so, will the US Government pay for days the units are not occupied between rotation?

a. Yes, all housing will be paid for on a monthly basis for one year at a time. See paragraph 2 in the Statement of Work, section C.1.2 Task. The government intends to pay for the entire year of occupancy. The contract will be with the government and not the individual, so payment will be for the duration of the term specified in the contract.

3. It is our plan to offer apartments for this project, is it more feasible to offer a total of 2 two-bedroom apartments or 4 one-bedroom apartments, or other arrangements?

a. Please see Statement of Work section C.1.2 Task, which states, “The Prineville BLM District annual program requires (4), double occupancy units or eight (8) singular rooms for seasonal employees. Multiple units to house the maximum of eight (8) people at a time will be considered.”

b. There is no preference; however, overall cost will be considered in the quote that is awarded.

4. The solicitation Section #1452.228-70 entitled LIABILITY INSURANCE states “Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer.” If a contractor currently has Liability Insurance does this mean the contractor would have to purchase additional Insurance specific to this project for the duration of the contract?

a. FAR Clause 1452.228-70 has been removed from the solicitation/contract.

5. Does the Bureau of [Land Management] incorporate a termination clause in the contract, detailing the notice period for lease termination without cause by the Government?

a. The Bureau of Land Management incorporates FAR clause 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services. Section L of this clause addresses Termination for the Government’s convenience.

6. Is this a new initiative, if not new, could you provide information on the current contract, including the contract number and the contract amount?

a. This is a new initiative with no incumbent.

7. When would occupancy date be? The POP lists 04/01/2024, is that when occupants would arrive? Will the government pay for vacant units?

a. The BLM would begin paying rent for a start date of 4/1/2024, assuming a contract is successfully awarded, regardless of the status of occupants. Seasonal employees arrive between April – June and will stay through October – January.

At the same time, the office often host’s permanent employees from other offices who come for two-to-four-month durations; and if a room is available, this kind of permanent employee would occupy it.

8. "C.2.2 Requirements: House-Apartment" Question-Does the units have to have Wifi provided or just Wifi capable?

a. The unit(s) shall, at a minimum, be wifi capable.

9. In reference to C.2.2 Requirements: House-Apartment “Furnished of unfurnished”: Does the government intend to furnish offered units, if the apartment/house units offered by the contractor are not furnished?

a. The government will furnish if the unit is unfurnished. Please specify in your quote.
