About this file

This document contains questions received and answers provided related to solicitation number 140L4324Q0001, which is an indefinite-delivery, indefinite-quantity (IDIQ) contract for stand examination services on Bureau of Land Management lands in western Oregon. Under the IDIQ, contractors can submit pricing for evaluation purposes, and will later have the opportunity to submit lower bids in response to task order requests for more specific project details. Site tree plots, walk-in plots over 1 mile, and other items will be paid as separate fixed prices regardless of the base plot data extent. The number of awardees will be determined based on best interest of the agency, and contractors need only submit pricing for districts they prefer rather than all districts.

1. Final Pricing: Could you kindly clarify whether the pricing spreadsheet submitted with my quote reflects the final amount to be paid if awarded projects under this IDIQ, or is it solely for evaluation purposes? Additionally, will IDIQ contractors have the opportunity to submit bids in response to an RFQ for projects with more specific details revealed on a per-project basis?

A. The pricing submited will be the maximum pricing that a contractor can propose on subsequent task orders. Contractors can propose lower pricing on task orders. More specific details about the project will be provided when task orders are solicited.

2. Site Tree Plot Bid Item (#12): I understand that a subset of plots in each stand may require site trees, and the site tree plot is listed as bid plot type #12. Given that a site tree could potentially need to be collected on Plot types #1 (full plot), #2 (Variable Radius Tree Plot Only), or #3 (Variable Radius Tree Plot + Fixed Plot), is the #12 price meant to be added to each plot requiring a site tree, or is it a fixed price regardless of the data extent of the plot itself?

A. Site tree items are fixed price items paid out regardless of the data extent of the plot itself (i.e., same fixed price will be paid for a site tree item ordered for Plot Type 1 (Full plot), Plot Type 2, or Plot Type 3.

3. Walk-in Price (#13): Could you clarify whether the walk-in price (#13) will be paid out once per group of units requiring a walk-in, once per plot, or based on the number of times the contractor walks in over the duration of the project?

A. The walk-in bid item is paid on a unit-by-unit basis and is paid once per unit. Any unit requiring a greater than 1.0-mile walk-in is identified prior to the pre-work meeting.

4. How many awardees do you expect to have for this IDIQ?

A. The amount of awardees will be based on the best interests of the BLM.

5. Are contractors required to submit a price for each district, or only the districts they would prefer to be acve in?

A. Contractors are not required to submit a price for each district. If an offeror cannot cover all Western Oregon BLM districts, the Government may sll consider the offeror for award. Awards will be based on the best interests of the BLM.
