Site Visit 8-17-2021 0900 MP 0.0 Glen Avon Bridge – Molalla Corridor Culvert Replacement

Questions:

1. Can we draft water from the river?

Response: You may draft from a tributary, providing no more than 10% of the volume flowing is taken. An ideal drafting location is +/- 2 miles up the Tablerock/Middle Fork Mainline located at MP 12 off the Molalla Corridor. There are stipulations required for the pump site, e.g. a pump containment system, spill response kit, etc.

2. How does the start work date correspond to the Notice to Proceed (NTP) date and when does the contract time begin?

Response: In accordance with SF1442, page 1, box 11, the Contractor shall begin performance 10 calendar days and complete within 475 calendar days after receiving notice to proceed. The contractor must furnish performance and payment bonds within 5 days of award. The Government intends to issue NTP approximately 6 days after the date of award. The period of performance will be adjusted via a modification upon issuance of NTP.

3. Can BLM supply a list of landowners to contact?

Response: Timber companies with adjacent lands that utilize the Corridor may be provided upon award. Phone numbers may be provided after award including a list of Private landowners that may be impacted by operations. BLM has control over the road and the COR will serve as the BLM POC.

4. Are there utilities present?

Response: There is buried cable in the vicinity of MP 0.45 and follows Trout Creek Rd.

The cable is posted off the road prism and is not expected to be an obstacle for work in that area.

5. In-stream work, when do the rules apply and under what circumstances?

Response: The rules apply only if water is flowing. If ground water is present during excavation, it shall be pumped and discharged in a dry area and not directly into the channel.

6. Can the contractor stay on site, i.e., camp out?

Response: Yes, the Contractor may camp on site for security and commuting issues.

7. Can the road be closed?

Response: The gate at MP 5.3 is guaranteed to remain in place until November 1, 2021.

Afterwards there is no assurances that it will remain closed to the Public. Before Nov. 1, The road may be closed (above MP 5.3) on weekends (Saturday and Sunday) for construction purposes. The Contractor is obligated to coordinate with the BLM and the listed timber companies 7 days prior to closure. The closure dates shall be posted on the required electronic reader board at the beginning of the Corridor five (5) business days before actual closure.

8. How does the Firm-Fixed Price work with the estimated quantities?

Response: See FAR 16.202 Firm-fixed-price contracts and FAR 52.211-18 Variation in Estimated Quantities. At no time shall the contractor perform work that exceeds the estimated quantity in advance of a modification being executed by a Contracting Officer.

In the absence of a modification, the contractor is performing at their own risk.

9. Is the lowest price based on just the Base Items or do you rate the overall cost, including the Option Items?

Response: See FAR 52.217-4 and 52.217-5 (page 89 of solicitation package).

The Government will evaluate offers or award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

10. Does BLM have a facility where culverts could be safely stored that is close by?

Response: There is a BLM Maintenance facility located in Molalla that the Contractor could use for storage of supplies and some equipment. It is a gated compound that they would be issued a code for access. The compound is located on Mathias Rd, 1/2 mile from the S. Feyrer Park Rd intersection, approximately 8 miles from the Glen Avon Bridge.
