About this file

This document outlines the Evaluation Criteria for a federal contract solicitation using a Lowest Price Technically Acceptable (LPTA) procurement method for the Department of the Interior. The evaluation will consist of two primary factors: Past Performance and Total Price, with non-price factors being weighted equally. For Past Performance, offerors must submit three references from projects completed within the last three years that are similar in size and scope, which will be rated as Acceptable, Neutral, or Unacceptable based on the government's assessment of the contractor's potential to successfully perform the required work.

The pricing evaluation will involve assessing price reasonableness and examining both the base requirement and optional pricing. Offerors are required to complete an attached price schedule, and the government will evaluate offers by adding the total price for all options to the base requirement price. The solicitation notes that offers with significantly unbalanced option prices may be deemed unacceptable, though the exercise of options is not guaranteed. A written notice of award to the successful offeror within the specified acceptance time will result in a binding contract without further action by either party.

EVALUATION CRITERIA

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered on a Lowest Price Technically Acceptable (LPTA) basis. Technical acceptability is defined as meeting or exceeding the non-cost evaluation factors. All evaluation factors other than price, when combined will be weighted equally. The evaluation factors listed below will be used to select the contractor that offers the LPTA offer.

Factor 1 – Past Performance: The past performance factor will receive an acceptable, neutral, or unacceptable rating defined below, based on the Offeror’s past performance. Offeror’s who lack recent or relevant past performance will neither be rated favorably nor unfavorably. The Source Selection Team will evaluate past performance based on provided references, prior work completed for The Department of the Interior, and reports in the Contractor Performance Assessment Reporting System.

Submit three references (including brief description of the project and point of contact information) for jobs completed within the last three years, which are similar in size and scope to this project. Referenced projects must demonstrate the experience, capacity, and expertise to perform the required tasks.

Past Performance Rating Table

Rating Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Offeror lacks a record of recent, relevant past performance.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Factor 2 – Total Price: Price will be evaluated for reasonableness. Offeror shall complete and submit the attached price schedule.

Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
