About this file

This document is a Justification and Approval (J&A) for a sole source (including brand name) acquisition under the Simplified Acquisition Procedures. The Department of the Interior, Bureau of Land Management (BLM) is requesting to contract on a sole source basis to add two (2) option years to an existing contract 140L4023P0015 for OnBase software maintenance and support services.

OnBase is a proprietary database/software system developed by Hyland Software, Inc. and can only be procured through Hyland's authorized dealer, Naviant, Inc. The OnBase system is integrated across multiple BLM systems and used by over 230 end users to manage over 500,000 records. Awarding option years to the existing contract with Naviant will allow the government to take advantage of established pricing while avoiding the administrative costs of a new solicitation. The statutory authority cited is 41 U.S.C. 1901 for Simplified Acquisition Procedures, as the value does not exceed the simplified acquisition threshold.

SOLE SOURCE (INCLUDING BRAND NAME) JUSTIFICATION AND APPROVAL

FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES

This document sets forth the justification and approval as required by 13.106-1(b)(1) &(2).

1. Contracting agency and activity.

The Department of the Interior, Bureau of Land Management (BLM), New Mexico State Office, 301 Dinosaur Trail, Santa Fe, NM 87508, requests the to contract on a sole source (including brand name) basis to add option years to contract 140L4023P0015 for same services.

2. Nature and/or description of action being approved.

This will be a modification to add two (2) Option Years to an existing contract. The suggested source is:

Naviant, Inc.

201 Prairie Heights Dr.

Verona, WI 53593

3. Description of supplies or services.

OnBase is a proprietary database/software designed and developed by Hyland Software, Inc. OnBase is a content services platform that helps organizations maximize efficiency. allows users to manage all content, processes, and cases in a single secure location. OnBase can be integrated into other software systems.

OnBase is an Enterprise Content Management (ECM) platform helps users capture, store, and retrieve paper/electronic data into a single electronic location. OnBase, allows users to route documents for approval creating a seamless workflow automation, reducing time management. OnBase helps accelerate decision making, which increases operational capability across all aspects of an organization.

4. Estimated dollar value.

5. Statutory authority.

__X__41 U.S.C. 1901 – Simplified acquisition procedures (use when the simplified procedures for purchases of property and services for amounts (1) not greater than the simplified acquisition threshold

____41 U.S.C 1903 – Special emergency procurement authority (applies when in support of a contingency operation as defined in section 101(a) of title 10 or to facilitate the defense against or recovery from nuclear, biological, chemical, or radiological attack against the United States).

6. Rationale supporting use of the authority stated in paragraph 5.

Naviant is the only authorized dealer, per Hyland’s commercial business practices and a letter was submitted by Hyland which was signed by their sales team and legal counsel representative. OnBase is proprietary database/software that is only authorized and issued via Hyland Software through their authorized dealers which are assigned. Because OnBase selects for customers, whom the authorized dealer is, BLM is left to only work with Naviant.

OnBase is integrated into a plethora of BLM systems to help with over 500,000 records that are housed throughout district, field office, and other states. There are 230 end users that have been authorized to use such software. On average for a fiscal year, BLM authorized users view almost 200,000 records and OnBase ensures for a seamless process, that cuts down on operational time and manhours to review documents, allowing senior leaders to make more effective business decisions to ensure 100% of mission success.

7. Other information.

If BLM/NMSO were to have to resolicit this requirement, it would be a duplicative cost, since Hyland Software would assign any new contract to go through Naviant anyways. By adding option years to an existing sole source, the government can take advantage of established pricing while saving on the administrative cost that it would take to resolicit a requirement that is going to be awarded to the original awardee.

8. The efforts to identify additional sources including the market research conducted.

A review of market research conducted was the following and the actions that came out:

A review of GSA Advantage showed that Hyland Software does have a GSA contract, which also listed authorized dealers; however, not all dealers had an approved GSA contract. This led to a phone call to understand Hyland Software business practices, which
