About this file
This is a Questions and Answers document for the Caliente HVAC Replacement solicitation (140L3926Q0005). Quotes are due by 11:59 PM PST on February 23, 2026, and must be submitted via email to MBernard@blm.gov and MBMerritt@blm.gov. Award will be made on a best value, trade-off basis using technical merit, past performance, and price as evaluation factors. The period of performance runs from February 27, 2026, through April 17, 2026, with all work to be completed by the latter date. While only one CLIN exists on the SF 1442, a detailed cost breakdown using the A_06_Caliente_Quarters_HVAC_Repair_Bid_Schedule.xlsx attachment is requested but not required.
The replacement equipment specifications require propane-fired furnaces and air conditioning units meeting or exceeding the performance of existing equipment, with refrigerant compliant to current codes and a minimum Annual Fuel Utilization Efficiency (AFUE) rating of 90 percent. New units must be single-stage or equivalent and considered high-efficiency. No performance or payment bonds are required, and insurance must meet only standard FAR requirements. FAR 52.225-9 Buy American Act requirements apply to construction materials. The contractor is responsible for permit acquisition and protection of in-place fire suppression systems during work. Optional replacement of oversized electrical disconnect boxes may be included as separate line items but does not guarantee selection. The site visit was optional. Model numbers for existing thermostats are unavailable; pictures of the units were provided showing Bryant-brand thermostats with associated wiring diagrams.
