About this file

This is a Questions and Answers document for Solicitation Number 140L3926Q0004, the 2026 Fire Prevention Campaign, issued by the Department of the Interior Bureau of Land Management Nevada Region. The document clarifies requirements and evaluation criteria for contractors bidding on advertising and media placement services designed to prevent wildfires and reach audiences aged 18-35, particularly through the newly launched Nevada Fire Info Instagram account.

Key clarifications include: unit costs must incorporate all administrative and labor costs for creative pieces; contractors have flexibility in selecting streaming platforms but must use only BLM's established social media accounts; gas pump TV vendor selection is at the contractor's discretion subject to BLM Nevada approval; billboard printing and installation may be subcontracted to local providers; platform-provided analytics are sufficient for reporting without third-party verification; contractors have approximately one week to substitute PSAs after notification; and earned PSA value should be reported narratively rather than as a credit line item. Video content should be either testimonial or documentary style using existing "Spark Safety, Not Wildfires" messaging with new videos; BLM will provide footage and branding while contractors develop scripts subject to BLM approval. Static banner creation is not required. The impression quantities listed in the SOW represent minimum thresholds that may be exceeded. Reporting requirements focus on impressions and follower growth metrics. The government employs a Best Value Source Selection approach where technical rating and past performance are primary considerations alongside fair and reasonable pricing, rather than price being the sole determining factor. Quote submission instructions are detailed in pages 27-30 of the solicitation.

Solicitation Number 140L3926Q0004 Fire Prevention Advertising Campaign Questions & Answers

Q1) The bid schedule for the 2026 Fire Prevention Campaign is requesting unit costs for each creative item. In the absence of line items for General/Administrative and Creative time is it safe to conclude you would like to see all costs reflected in the unit cost and not itemized?

A1) Include administrative and labor costs for each creative piece.

Q2) Are vendors permitted to recommend alternative platforms or networks (while still meeting impression minimums), or must placements strictly follow the examples listed in the SOW?

A2) For streaming platforms there is flexibility. We only have accounts on these social media platforms, so there are no alternatives.

Q3) Are there preferred or pre-approved gas pump TV vendors, or is vendor selection at the contractor’s discretion subject to BLM approval?

A3) Yes, vendor selection at the contractor’s discretion subject to BLM Nevada approval.

Q4) Is there a preferred reporting template for monthly and final reports, or may contractors use their standard analytics reporting format?

A4) Contractors may use their own reporting format.

Q5) Are third-party verification reports required, or are platform-provided analytics sufficient?

A5) Platform-provided analytics are sufficient.

Q6) What is the minimum notice period required for mid-campaign PSA substitutions?

A6) Contractor will have approximately one week from notification to substitute a new PSA.

Q7) May billboard printing and installation be subcontracted to local providers?

A7) Yes, include in bid and provide narrative.

Q8) Should earned PSA value be priced as a credit line item or reported only in narrative form?

A8) Narrative.

Q9) What video styling do you prefer… animated, testimonial, documentary?

A9) Either testimonial or documentary.

Q10) Do you prefer on-location filming or in-person interviews?

A10) Either one will work. BLM Nevada can also help with the filming to reduce travel.

Q11) Are you expecting one rodeo event or multiple events? How many days of brand exposure do you prefer?

A11) There is just one rodeo event and we have a Mitigation Specialist that has been helping with the event for years. The need is mostly to pay for it under the contract.

Q12) What is your desired outcome and how will you measure the success of the contract?

A12) Our goals include preventing wildfires and improving ad placement to reach new audiences aged 18-35. Our Nevada Fire Info Instagram account is newly launched and requires assistance in creating a few short videos to capture attention. We aim to increase the number of new followers on this page.

Q13) What reporting KPI’s will you track for success? Beyond impression delivery, are there specific performance benchmarks or success metrics (e.g., CTR, video completion rate) that will be used by BLM Nevada to evaluate campaign effectiveness?

A13) Impressions & Followers. See the Reporting Requirements (Section 2.7) in the SOW.

Q14) How would you favor added-value promotion beyond the SOW requirements?

A14) BLM Nevada can only evaluate based on SOW.

Q15) Does BLM Nevada have a not-to-exceed (NTE) budget established for this requirement, inclusive of production, media placement, and reporting?

A15) BLM Nevada cannot disclose that information.

Q16) Are the impression quantities listed in the SOW for each media category intended to represent the full required media buy, or minimum thresholds that may be exceeded depending on pricing?

A16) Minimum thresholds.

Q17) For the required video PSAs, can BLM Nevada clarify whether proposers may develop new executions using an existing, previously approved campaign line and messaging framework (e.g., “Spark Safety, Not Wildfires”), or whether BLM Nevada is expecting development of a wholly new creative concept and messaging platform for this cycle?

A17) BLM Nevada will still be using Spark Safety, Not Wildfires just creating new videos.

Q18) If BLM Nevada considers this determination to be at the proposer’s discretion, can BLM Nevada confirm whether pricing may vary based on whether proposers scope for new creative concept development versus refreshed execution of an existing campaign approach?

A18) Bid based on what it will cost to make social media videos. We will be providing the footage and branding. Contractor is responsible for writing script with BLM's approval.

Q19) We understand that we need to create video assets based on what the BLM will send us, we see a lot of video creative but do we also need to create static banners?

A19) The creation of banners is not necessary.

Q20) On page 29 it says-If a proposal has salient features that offer an advantage to the Government, a higher technical rating may be determined. we are not sure what this means? Is it talking about lower rates for government agencies?

A20) This acquisition will utilize a Best Value Source Selection approach. This process permits tradeoffs among price and non-price factors. The Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror when it is in the best interest of the Government. This means that technical rating is a primary consideration along with the past performance. Price is not the sole determination factor, but it must be fair and reasonable. The goal is to achieve the best overall value for the Government, considering technical, past performance, and price.

Q21) We are not sure how you want this prepared? Is it a proposal we create ourselves with the bid schedule and the Sol information we need to fill out? Just not sure?

A21) Quote submission instructions are detailed on pages 27-30 of the solicitation.
