About this file

This document is an Amendment to Answer Questions for Solicitation 140L3925Q0039, providing clarifications for a UTV procurement by the Bureau of Land Management's Winnemucca Field Office. The amendment addresses specific technical requirements for the vehicle, including: (1) parking brake specifications, where a PARK transmission selection eliminates the need for an additional parking brake, (2) cargo bed requirements mandating a full metal bed with the option of a non-metal liner, emphasizing the need for hard mounting capabilities and durability, (3) a preference for a solid, full-height 1-piece door, and (4) acceptance of LED light bars and work lights mounted to the brush guard. The document also indicates that previously considered specifications for a speed governor/speed limiter kit and tool kit are no longer being evaluated, effectively narrowing the procurement's technical scope.

B 09 Amendment to Answer Questions

140L3925Q0039

1. Parking Brake – Is PARK in the transmission acceptable?

a. If the Transmission has a PARK selection, no additional parking brake is required.

b. If the transmission does not have a PARK selection, then a parking brake

(emergency brake) is required.

2. Cargo Bed – Is a metal frame with a plastic bed acceptable? Tie down points would be on the metal frame.

a. The complete bed MUST be metal, a non-metal liner (in addition to the metal bed) is acceptable.

b. The reason for the bottom metal bed material is multiple attachments that are used do not use the tie down locations, attachments must be hard mounted (i.e. seeders, water tanks, etc. do not use the ties downs and are bolted in)

c. A solid plastic bed with just a few metal straps breaks shortly after mounting.

We require the ability to mount directly to the bed, and from lengthy experience a solid plastic bed is not a viable option, and we have been required to build a metal bed after the plastic one breaks.

d. Also, items such as broadcast seeders are 100% incompatible with just tie down spots, which are used extensively in our operations.

3. Is a Solid, full door, acceptable or does it need to be a 2-piece unit?

a. A solid 1-piece door full height is desired.

4. Accessory Lighting: Is a LED Light Bar Acceptable?

a. Yes

b. LED Work Lights mounted to the Brush Guard

5. Speed Governor / Speed limiter Kit – What is desired for this, it is not a standard feature for many manufacturers?

a. This specification is no longer a consideration

6. Tool Kit – What tools are desired to be in this?

a. This specification is no longer a consideration
