This statement encompasses the installation, configuration, testing of a new integrated Audio/Visual system in the BLM Nevada State Office, 1340 Financial Blvd. Reno, NV 89502.

Training of the BLM local User Support Staff on the system is also part of this scope.

2 BACKGROUND INFORMATION

This room is utilized by the BLM State Office staff for a wide range of activities, conferences and meetings, including public outreach and educational activities.

While there is some basic technology in place, an investment must be made to this facility to ensure the room and AV architecture better serve the BLM NVSO mission within the facility as well as throughout the Bureau and with external public and tribal entities for the next seven to ten years.

3 CURRENT ENVIRONMENT

The room is a large-format multi-purpose room with dimensions of approximately 39’x35’. There is no outdoor-facing glass as this is an internal room.

The room is equipped with an overhead projector on a lift and motorized projection screen. (Retire in place) There is audio support in the room with ceiling mounted speakers, a commercial grade amplifier and a basic wireless microphone system. – (Replace as part of AV project) The room is currently controlled by a consumer-grade Universal Remote Control - MSC-400 Master System Controller – (Replace as part of AV project) The room is equipped with a Sony VHS/DVD player. – (Replace as part of AV project w/ DVD Player) There is currently no dedicated audio conferencing. Audio conferencing is accomplished via external speakerphones located in the room.

There is currently no dedicated web or video conferencing.

3.1 CURRENT TECHNOLOGY

· Lift-mounted Projector w/ motorized screen (Not for re-use, retire in place)

· Universal Remote Control - MSC-400 Master System Controller (Replace as part of AV Refresh Project)

· Coliseum CA1 6-Channel Amplifier (Replace as part of AV Refresh Project)

· Nady Systems DW-22 Wireless Microphone System (Replace as part of AV Refresh Project)

4 GOALS AND OBJECTIVES

4.1 BUSINESS AND SOLUTION OBJECTIVES

- To construct a conference facility that will allow BLM staff to easily collaborate within the room, or via video and/or Web and/or Audio Conferencing anywhere in the Bureau. Due to the nature of the mission of the State Office, functional reliability and ease-of-use is a primary objective and needs to meet the needs of all entities using the facility. The technology within the room shall have a utility lifespan of seven to ten years.

4.2 TECHNICAL OBJECTIVES

To provide a highly reliable and secure technical solution for BLM staff to interact and participate in live local presentations, PC Client-Based video conferencing, (Zoom video conferencing, MS Teams, WebEx or similar) and VoIP audio conferencing.

To build on the existing audio system for transmission to off-site attendees and also room voice lift. This system will include the integration of a new Audio DSP/Mixer and two beamforming array microphones.

To provide, using the same equipment, a 4K multimedia portal from which to conduct educational instruction, training events, meetings and general gatherings.

To provide an easy-to-navigate and intuitive control interface which aligns with the Enterprise-wide control standards, which BLM will provide.

To construct a private and secured network to provide communication between active audiovisual hardware devices which allows for remote administration and updates yet is separate and isolated from any Governmental network, Wi-Fi or wired.

4.3 SERVICE OBJECTIVE

- To provide a streamlined and uniform Web/Video/Audio/Presentation operation with technological headroom for future enhancement, remote serviceability and less than 5% downtime per year.

4.4 SECURITY OBJECTIVE

- To ensure that IT security protocols are adhered to and no connection to any Governmental network, either logically or physically, are allowed under any circumstances.
