52.212-2 Evaluation - Commercial Items Nov 2021
Note: Quotes will be evaluated based on a best value, trade-off process. Best Value allows the Government to consider or award to an offer whose Price might not be the lowest offer, but the offeror’s proposal is more advantageous in Technical Capability and/or Past Performance. The Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror when it is in the best interest of the Government.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical Capabilities:
Offeror shall submit a narrative to address, at a minimum, the following items:
1. A list of all amenities available and utilities
1. What furniture is included including appliances both small and large.
1. Room availability, if any room changes would be required.
1. Must pass inspection meeting the criteria in the statement of work as well as an inspection of cleanliness, safety, and quality. In order to further review quality, The Government may also use publicly available reviews.
(ii) Price:
Offeror to complete the Standard Form (SF) 1449 and indicate a cost Per Night. Price should include ALL costs associated with the completion of the project.
Technical can be considered more important than price.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Evaluation Factors:
Quotes submitted will be evaluated according to the criteria stated below. An evaluation will be performed on each offeror's submission based on the information furnished and subsequent information gathered after quotes are received, such as responses from references or data from past performance databases.
Quotes will receive an evaluation rating of Technically Acceptable or Technically Unacceptable. If an offeror received a technical rating of Technically Unacceptable, they will not be considered for award. The government is not required to request clarifications on incomplete packages.
Price Evaluation – The purpose of the Price/Cost evaluation is to provide an assessment of the reasonableness of the proposed price in relation to the solicitation requirements. Proposals will be evaluated in the following manner.
a) The Government evaluation team will review each offeror’s Price proposal to determine whether or not each proposal complies with the stated criteria: “Reasonableness”. If the proposed price is determined to be reasonable a GO rating will be given, if found to be unreasonable and/or unrealistic, a NO GO rating will be assigned to the Price evaluation factor.
(b) Those proposals evaluated as not satisfying all of the price/cost criteria may be eliminated from consideration for award unless the Contracting Officer determines.
(i) A minor clerical error has occurred, then the offeror may be given an opportunity to correct the minor error within the constraints of the “clarifications” process or
(ii) The Contracting Officer determines discussions are required
