Questions and Answers
Important Note: Due to the immediate need for an award of housing for 2021, following the issuance of the Blanket Purchase Agreement (BPA), the BLM is requesting interested vendors to provide a quote for housing for this year. The requirement for this year is 12 rooms for 12 employees. With the consideration of COVID, CDC guidelines, and social distancing requirements, each employee will require an individual room regardless of whether the room/apartment is capable of double occupancy.
Please provide a quote to include the per person/per day rate, the proposed property, and the availability date. Ideally, BLM would like to move employees in on/about May 13th however this may be slightly delayed, depending on the housing approval process.
Q1. Does the property have to be stated at the time of the proposal submission or if both hotels have been identified, should they be included?
A1. Given the immediate need of housing for this year, yes, the proposed property must be identified at the time of quote, in order to get it approved by the housing division. If the selected contractor offers an alternate property in future years, the location must be approved by the National Housing program before it can be accepted.
Q2. Can the days be split between two hotels if the days are consistent and not broken in between due to capacity? Example, 12 at one hotel, then 13 at another?
A2. No. Each year the BLM will have a requirement for temporary housing and the quoted location must cover the entire span of the requirement. As noted in the Statement of Work (SOW) the rooms/apartments will be the employee’s primary residence during the season. The employees may be gone for extended periods and may be leaving personal items in the rooms/apartments. If the property cannot accommodate the need for the entire season (date of award through September 30, 2021) then it cannot be accepted.
Q3. Can the hotel be a part of a casino? (some requirements forbid a casino).
A3. If the proposed property meets the requirements identified in the Statement of Work (SOW) then it can be considered. Keep in mind one of the requirements is parking accommodations. The property must be able to guarantee the employees have parking available. Also, please note that not all employees are 21 years old and should be considered if a casino property has any age restrictions.
Q4. The rooms are for one person only even if there is double occupancy, correct?
A4. For now, due to COVID and social distancing requirements, this is correct. The SOW has been updated to change the bedroom requirements for the house/apartment option since the employees will not be co-locating. However, this may change in future years as guidance changes regarding COVID restrictions. The single/double occupancy requirement will be identified each year.
Q5. What date will the award notification occur?
A5. Given the urgent requirement for the housing we anticipate having the awardee selected by May 12th , however depending on the property proposed the award notice may be slightly delayed.
Q6. If lodging is needed early May 2021 and the submission is due May 10th, what is the earliest that a request for lodging could be submitted?
A6. See answer 5 above.
Q7. The Statement of work states the requirement for a minimum of one (1) and a maximum of twenty-five(25) for lodging accommodations, will the number of rooms change during the dates of occupancy listed?
A7. Each year will have it’s own requirement depending on staffing requirements and will be identified at that time. It will not change during that year. For example, this year we need 12 rooms for the entire season (date of award through September 30) and that will not change. Next year the need may vary between 1 or 25, again depending on staffing requirements.
Q8. Will there be rotating personnel assigned during the project, if so, how often will rotation occur?
A8. No. The staff that will be in the housing will be the same personnel through the end of the Period of Performance. The personnel may change annually but not during the period of performance for each year.
Q9. Is there a specific number of single or double occupancy rooms needed or will you accept a combination of both?
A9. The requirement is for 12 rooms this year. Regardless of the single/double occupancy capacity it will still be one employee per room.
Q10. When will the actual number of occupants be made available to secure an accurate number of rooms?
A10. The requirement is for 12 rooms this year.
Q11. The Statement of Work lists the date of occupancy as May 1 through September 30, 2021, however the due date for proposal is May 10, 2021 which is after the project is scheduled to begin, what is the actual check-in date for this project?
A11. Immediately following award and approval of the proposed property, anticipating on/about May 13. 2021 however this may be delayed if there are delays in obtaining approval for the property. The property must be reviewed by the National Housing program to ensure it meets all safety, fire, and housing occupancy standards.
If alternate properties are offered in future years those locations must be approved before they can be accepted.
